For a stored playlist that must run continuously into YouTube Live at 4K/60, StreamNeo is the simplest fit to try first: it loops uploaded videos from the cloud, with any uploaded quality up to 4K 60fps at one flat price per slot, and the first day is free. Google Cloud Live Stream API and AWS Elemental document useful managed video-processing workflows, but the cited documentation does not establish either as a turnkey playlist scheduler that directly publishes a stored playlist to YouTube. Choose a service only after confirming it covers playlist playout, encoding, YouTube contribution, and monitoring—not just one part of that pipeline.
Which cloud service should you try first?
- StreamNeo — best fit for an uploaded-video playlist that needs to stay live on YouTube. Upload a recording or build a playlist, add your YouTube stream key once, and go live; StreamNeo loops the videos from the cloud, so your computer and home connection do not need to stay on. It supports uploaded quality up to 4K 60fps at one flat price per slot, with the first day free. See StreamNeo.
- Google Cloud Live Stream API — a managed transcoding component, not a documented playlist scheduler. Google describes RTMP or SRT input and HLS or DASH output saved to Cloud Storage. Its documented role is useful within a larger pipeline, but the overview does not establish stored-playlist scheduling or direct YouTube publishing (Google Cloud Live Stream API overview).
- AWS Elemental Live or MediaLive — a documented 4K HDR-to-YouTube workflow, not proof of unattended playlist playout. AWS describes a workflow using HLS ingest. YouTube has separate HLS requirements for HDR; do not treat this as interchangeable with an RTMP output configuration (AWS 4K HDR YouTube workflow; YouTube HDR streaming guidance).
These options are not equivalent categories: StreamNeo handles uploaded-video looping for YouTube, while Google Cloud and AWS documentation describes components or workflows for live video processing. If considering a provider beyond these examples, verify its playlist automation and full YouTube delivery path before committing.

What a 4K/60 playlist workflow needs
A continuous broadcast is a pipeline, not merely an encoder. It needs to select and advance through stored media, encode or pass through the video in a format YouTube accepts, deliver the feed using the correct ingest method, and report or recover from failures. A cloud transcoder can handle video conversion without supplying the playlist scheduler; a playout system can manage a playlist without necessarily providing the required 4K/60 encoding or YouTube connection.
- Playlist playout: Confirm it accepts stored files or playlists, runs unattended, and resumes or advances correctly after a failure.
- Encoding: Confirm 3840 × 2160 at 60 fps is supported in the needed codec and bitrate range. If the service transcodes, check both its input ceiling and output rendition.
- YouTube contribution: Confirm whether the destination is RTMPS or HLS and whether that method matches the stream key and HDR configuration.
- Operations: Check stream-health visibility, backup inputs, automatic restart or recovery, and what happens when a source file or network path fails.
- Full cost: Include continuous compute and encoding, storage, and network egress where applicable—not just the price of a transcoding API.
YouTube’s 4K/60 encoder settings
YouTube’s English encoder-settings guidance lists 2160p at 60 fps with a 10 Mbps minimum, 40 Mbps recommended, and 35 Mbps maximum for that row. Those figures are YouTube’s published encoder guidance, not a guaranteed required home or cloud upload speed. Leave network headroom and verify the destination workflow. YouTube recommends constant bitrate (CBR), a two-second keyframe interval (no more than four seconds), and RTMPS for secure contribution. Its general encoder guidance lists H.264, H.265/HEVC, and AV1 (YouTube live encoder settings).

For Google Cloud’s documented 2160p/50–60 processing guidance, the recommended input is 50 Mbps for H.264 or 37.5 Mbps for H.265; its recommended 2160p/50–60 H.264 output rendition is 25 Mbps (Google Cloud Live Stream API best practices). Its quota documentation sets UHD input limits at 2160p, up to 50 Mbps and 60 fps, and UHD output limits at 2160p, up to 25 Mbps and 60 fps; a channel can have two UHD outputs (Google Cloud Live Stream API quotas). That output ceiling is below YouTube’s general 40 Mbps recommendation, so do not assume Google’s documented output rendition matches that recommendation.
HDR and HLS are a separate configuration decision
YouTube’s HDR guidance requires H.265/HEVC and permits RTMP(S) or HLS. For its HLS-specific workflow, YouTube specifies MPEG-2 transport stream packaging, H.264 or HEVC video, AAC audio, closed GOP, and up to 60 fps. HDR HLS also requires a rolling playlist with no more than five outstanding segments (YouTube HDR streaming guidance; YouTube HLS ingest requirements). Match the encoder, packaging, and stream configuration to the selected ingest method; a general RTMPS recommendation does not by itself configure an HDR HLS feed.

What Google Cloud and AWS actually provide
Google Cloud Live Stream API
Google documents RTMP or SRT input, HLS or DASH output, H.264/AAC support, output to Cloud Storage, backup inputs, slates, and live-to-VOD capabilities (Google Cloud Live Stream API overview). This makes it a candidate managed transcoding service within a larger design. The cited overview does not establish a built-in stored-video playlist scheduler or direct YouTube publishing.

Google recommends SRT over RTMP for API input where possible, citing transport and recovery features; that choice only works if the selected encoder supports SRT. It is the input into Google’s transcoder, not the YouTube destination connection. YouTube contribution still needs to follow the applicable RTMPS or HLS workflow (Google Cloud input best practices; Google Cloud overview; YouTube encoder settings; YouTube HLS ingest requirements).

Google says Live Stream API charges on demand for encoding and streaming, with output pricing dependent on resolution and codec (Google Cloud Live Stream API pricing). That is not a complete bill for a continuous playlist system: calculate storage, compute or playout components, and egress for the actual architecture.
AWS Elemental Live and MediaLive
AWS documents a 4K HDR live-to-YouTube workflow using Elemental Live or MediaLive with HLS ingest (AWS workflow guide). YouTube’s HDR HLS requirements should be followed for that route. AWS codec tables also document H.264/AAC for RTMP output, but that is a different protocol path from the HLS configuration described in AWS’s 4K HDR tutorial (AWS Elemental Live supported output codecs). The cited workflow does not establish an unattended stored-playlist service by itself.

How to evaluate another cloud service
- Ask what the product does: Is it a playlist playout system, an encoder/transcoder, a YouTube contribution service, or a combination? Get the exact responsibility in writing.
- Confirm the media path: Ask whether it can loop stored files continuously and what happens at playlist boundaries, on a missing file, or after a process restart.
- Verify 4K/60 limits: Check supported source resolution, frame rate, codec, bitrate, and output rendition. Do not infer output quality from input limits.
- Match YouTube ingest: Confirm RTMPS versus HLS support for the intended stream configuration, especially for HDR.
- Review failure handling: Find out whether the service monitors stream health, retries automatically, and supports redundant inputs or destinations.
- Calculate operating cost: Model an always-on month with the required encoding, storage, bandwidth, and any separate playlist or monitoring service.
YouTube’s Live Streaming API includes 2160p and 60 fps configuration values and stream-health status fields. Those controls can help configure and monitor a broadcast, but the API does not itself perform playlist playout (YouTube Live Streaming API liveStreams resource).

Running it yourself in the cloud
A self-managed cloud virtual machine can host an encoder or playlist system, but it does not become a turnkey service simply by being in the cloud. You still need software that schedules the files, a stable encoder configuration, a supported route to YouTube, persistent storage, monitoring, and a restart strategy. OBS documents hardware encoding as a way to offload work from the CPU to specialized GPU hardware; that helps only if the chosen VM exposes suitable hardware and the software supports it (OBS hardware encoding). The available documentation does not establish a particular VM model, price, or playlist automation setup, so verify those against the provider and software you select.

Copyright and YouTube channel considerations
A technically stable loop is not permission to broadcast its contents. Use videos and audio you own or are authorized to stream, and resolve rights for music, performances, and other included material. YouTube’s copyright and monetization decisions are separate from whether an encoder successfully delivers 4K/60. Review the channel’s live-stream restrictions and the platform’s rules on reused content before building a schedule around recordings you did not create.
