If you use it mainly for application load balancing, shortlist NGINX Plus, F5 BIG-IP, and Progress Kemp LoadMaster against the features you actually run. If it also provides remote access to Citrix Virtual Apps and Desktops, published apps, or ICA proxy, treat that as a separate requirement: get explicit support confirmation for your user flows and test them before choosing a replacement.
Start by identifying what NetScaler does in your environment
NetScaler combines application delivery, security, optimization, and traffic management for applications on the internet and private networks. Its product documentation also notes that editions and supported hardware/software combinations matter, so the name alone does not define which capabilities your deployment has: NetScaler 14.1 product documentation.

Make a list of the functions you use and mark which are mandatory. In particular, distinguish ordinary web or application traffic management from access to Citrix apps and desktops. A product that can balance web traffic may replace part of an ADC deployment without replacing its remote-access gateway role.
- Application delivery: L4/L7 load balancing, content switching, persistence, health checks, and TLS termination.
- Security and traffic management: WAF or API protection, global traffic management, and other policies enabled in your deployment.
- Remote access: VPN or secure access, authentication, browser or native-client journeys, and Citrix ICA proxy.
Compare the alternatives by workload
The following are candidates to evaluate, not independently tested rankings. Their published comparisons and migration material establish areas to investigate; they do not prove feature parity for every NetScaler deployment.

| F5 BIG-IP | A broad enterprise ADC candidate for application delivery and security requirements. F5 describes hardware, software, SaaS, and cloud-native approaches in its portfolio materials. | F5’s comparisons are vendor-authored. Confirm required Citrix access flows, modules and licenses, high-availability design, migration effort, and operating cost in a proof of concept. The comparison does not establish parity for every NetScaler deployment. F5’s NetScaler comparison · F5 portfolio comparison |
| F5 NGINX Plus | A software load balancer and reverse proxy with an official guide for migrating common Citrix ADC load-balancer configurations. The guide covers virtual servers, TLS termination, service groups, persistence, and health checks, and describes deployment on bare metal, VMs, containers, and public, private, or hybrid clouds. | The guide focuses on basic load balancing, not NetScaler Gateway, ICA proxy, or full feature parity. Configuration uses text directives and host routing setup; the guide assumes familiarity with both products’ concepts. NGINX Plus migration guide |
| Progress Kemp LoadMaster | A candidate for conventional L4/L7 application delivery and load balancing. | Kemp’s comparison is vendor-produced, and its price/performance figures may be old; do not treat them as current quotes or neutral benchmarks. Verify current specifications, licensing, support, security, workload compatibility, and whether the product supports your required remote-access flows. Kemp’s comparison |
How to choose between them
If you need an application delivery controller
Compare the candidates against your actual virtual servers, traffic policies, security controls, and deployment model. NGINX Plus has a documented migration path for common load-balancer configurations; F5 BIG-IP and Kemp LoadMaster are also worth evaluating for broader ADC requirements. Do not choose by a single throughput or price figure unless the feature set, TLS profile, high-availability design, deployment model, and licensing basis match.
If you need access to Citrix apps or desktops
Make support for each required Citrix access flow a pass/fail requirement, not an assumption based on a general ADC feature list. The NGINX migration guide covers common load-balancing configurations and does not establish remote-access gateway parity. The reviewed comparison material for F5 and Kemp likewise does not establish equivalent ICA proxy or secure remote-access behavior. Ask each vendor to confirm support for your Citrix Virtual Apps and Desktops version, ICA proxy mode, authentication, client flows, deployment, and migration path; validate the answer in a representative proof of concept.

Use a workload-based evaluation before cutover
- Inventory deployed functions. Record which balancing, TLS, security, traffic-management, VPN, and ICA proxy capabilities are in use, and which are mandatory.
- Map user journeys. Include employee, partner, browser, native-client, published-app, and desktop access as applicable. Document SSO/MFA and endpoint constraints, and require written support confirmation for each required flow.
- Compare architecture and operations. Evaluate hardware, virtual/software, SaaS, or cloud-native deployment as relevant; configuration and automation; observability; failover; scaling; patching; and the skills needed to operate the system.
- Check security and policy coverage. Validate WAF and API controls, bot protection, authentication integrations, certificate workflows, logging, and policy migration against the specific edition and licenses you would buy.
- Run a representative proof of concept. Migrate representative virtual servers and access paths. Exercise failure and recovery, check client-IP and persistence behavior, measure with a representative TLS and traffic profile, and test rollback before cutover.
- Compare complete costs. Request current written quotes and include licenses or subscriptions, support, management components, capacity tiers, redundant instances, migration services, training, and operating labor.
Check NetScaler entitlements before assuming replacement saves money
NetScaler’s pricing page says software entitlements are included in Citrix subscriptions for Citrix deployments and describes Universal Hybrid Multi-Cloud and Fixed-Capacity licenses; it directs web-scale deployment buyers to sales for subscription options. Check your contract and obtain current quotes before comparing total cost. Public pricing information reviewed here does not support a reliable like-for-like price ranking across vendors.
