BDx Data Centers says its planned CGK4 AI campus in Jatiluhur, West Java, remains targeted to begin first-phase service in early 2027—but only if outstanding environmental and building approvals are completed. Construction was halted following an instruction from West Java Governor Dedi Mulyadi while those requirements remained pending.
Why construction stopped
Singapore-based BDx said work at the planned 640MW campus stopped after Governor Dedi Mulyadi instructed that construction halt. The outstanding requirements reported by The Straits Times are an AMDAL, Indonesia’s environmental impact assessment for major developments, and a PBG, the approval covering building-related technical and administrative requirements. A September 30 report said the governor’s instruction was pending the required permits and environmental assessment.

The halt indicates that approvals were still outstanding; it does not, by itself, establish that authorities found an environmental violation. BDx said it was working with authorities on remaining regulatory and permitting requirements.

What BDx’s early-2027 target means
On October 4, 2026, BDx told The Straits Times: “At this stage, we continue to target the first phase entering service in early 2027, subject to the completion of these approvals.” That is the company’s conditional schedule, not confirmation that the phase will be delivered on that date.
#1 Best Overall
- Save valuable floor space: 6U wall mount server cabinet Dimensions: 13.78" H x21.65" W x17.72" D.Maximum mounting depth is 14.2"
- Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access. Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
- Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punch-out panels for easy cable access
- Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
- PCI & HIPPA and EIA/ECA-310-E compliant
The distinction matters because construction has stopped while approvals remain unresolved. The available reports do not establish when those approvals will be completed or when work will resume. BDx announced the campus groundbreaking on September 22, saying work had started on its first building and that the building’s first contracted phase was expected to enter service in early 2027. The later target statement retains the approval condition.
Water supply is a local concern
The site is about five kilometres from Jatiluhur reservoir. In its October 4 report, The Straits Times said West Java authorities estimated that the campus could eventually need about 384 litres of water per second. This is a reported estimate, not an independently verified measurement of actual use.

The newspaper reported officials’ view that Purwakarta’s water allocation was sufficient, while Mulyadi said residents’ and farmers’ supplies must not be disrupted. He also called for the environmental analysis to be made public and asked an academic from the University of Indonesia to provide an independent assessment. These concerns make water demand and the environmental review important parts of the project’s approval context; they do not establish that the project has already caused a shortage.
What BDx plans to build
BDx’s September 22 project announcement describes a six-building campus with 640MW of planned capacity and sequential commissioning over about three years. The first building is planned to provide 120MW of IT capacity in phases. BDx says the site has 845MVA of grid capacity from Indonesia’s state electricity company, PLN.

| Project detail | What is stated |
|---|---|
| Planned campus capacity | 640MW across six buildings, according to BDx. |
| First building | 120MW of IT capacity, planned in phases, according to BDx. |
| Grid capacity | 845MVA from PLN, according to BDx. |
| Cooling and rack design | BDx describes direct-to-chip liquid cooling designed to support up to 500kW per rack. |
| Water demand | About 384 litres per second at full development, as estimated by West Java authorities and reported by The Straits Times; this is not a verified operating measurement. |
| Approval status | AMDAL and PBG requirements were reported as outstanding when the halt was reported. |
The cooling architecture and rack-density figure are descriptions of the planned design supplied by BDx, not independent performance test results. BDx also says CGK4 received NVIDIA DGX-Ready Colocation Data Center certification in April 2025. That certification does not resolve the outstanding local approvals.

The CGK4 plan is large in the context of Indonesia’s growing data-centre sector, but market figures should not be confused with the campus’s capacity. The Straits Times reported that DataCenterMap counted 204 data-centre facilities in Indonesia as of September 2026. It also attributed to Coordinating Minister for Economic Affairs Airlangga Hartarto a July 2026 estimate of about 580MW of operational capacity and investor interest in another 1.3GW. Those are national market context figures, not measurements of CGK4.
BDx frames CGK4 as infrastructure for high-density AI workloads. Its technical design and planned scale describe the company’s intent; the current halt and conditional first-service date mean delivery still depends on regulatory progress.
