The protests have intensified questions about how the island allocates water as its data-centre sector grows—but the available reporting does not establish that data-centre consumption caused the neighborhood outages.
What happened in Nongsa
The Jakarta Post reported that hundreds of residents protested at the Nongsa Special Economic Zone management office in September 2026 after clean-water service to nearby residential areas was cut off. The report said facilities inside the zone, including data centres, continued receiving water. It also mentioned water problems in Baloi Paradise and Anggrek Permai. One protester told the newspaper, “We no longer get water supplies, even for basic sanitation.”

On 5 October, residents blocked access to Nongsa Digital Park over shortages they said had lasted for months. Andi Lalang told The Jakarta Post that piped water had been completely cut off for three to six months and said residents had been severely affected since data-centre construction began. That is a resident’s account of the timing and impact, not an engineering finding about the cause.

The newspaper reported that a BP Batam official promised restoration within two days and arranged six tanker trucks. By the Wednesday reported in that account, service had reportedly returned to around 53 percent of affected areas. That figure is a dated snapshot, not confirmation of current service or a guarantee that all households were reconnected.

Are data centres using water residents need?
Reports that data centres continued to receive water while nearby households faced interruptions raise a reasonable question about access and allocation. But they do not show that data centres caused the cuts. The available material does not include metered consumption by individual facilities, neighborhood allocation records, or an engineering investigation of the October interruptions. Batam-wide supply figures also cannot establish what happened to a particular neighborhood’s pipes or allocation.
Water interruptions can have more than one explanation. A municipal release in October 2025 attributed some earlier local interruptions to damaged distribution pipes. That history shows why the existence of an outage, even alongside industrial water use, is not enough to identify its cause. It does not establish the cause of the 2026 Nongsa outages.

Why Batam’s water system is under pressure
An analysis by the ISEAS–Yusof Ishak Institute describes a system facing growing demand and intermittent service in some neighborhoods. It puts available water capacity at about 3,500 litres per second in 2015 and about 3,850 litres per second at the time of its analysis. The institute says Duriangkang Reservoir supplies around 70 percent of the island’s fresh water.
For 2030, the analysis projects demand of 5,035 litres per second, compared with 4,420 litres per second from current supply. Those island-level figures indicate a projected gap; they are not measurements of water use or allocation in the protest neighborhoods. They provide broader context for why officials are seeking additional sources, not proof that a particular facility displaced household supply.

A municipal release said new treatment capacity at Duriangkang and Tembesi had been completed by the end of 2024 and projected a temporary surplus through the end of 2025. That was a historical forecast, not a statement about Batam’s water balance in October 2026.
What officials say SWRO is meant to do
Batam officials are promoting seawater reverse osmosis (SWRO)—a desalination process—as a dedicated water source for large industrial users such as data centres. The stated aim is to reduce industrial reliance on reservoir water intended for public supply. On 25 September 2026, Batam mayor and ex-officio BP Batam head Amsakar Achmad said: “For industries that need large amounts of water, we encourage them to meet their needs through their own water source using SWRO technology.”

- AMPLE LIQUID STORAGE: The 50-gallon horizontal square reservoir provides practical capacity for farms, job sites, trailers, pressure-washer setups, irrigation tasks, and other applications requiring non-flammable liquid storage.
- DURABLE POLY CONSTRUCTION: Rotationally molded medium-density polyethylene resists rust and corrosion, while UV stabilization supports dependable outdoor use and the natural translucent color makes the liquid level easy to view.
- QUICK LEVEL CHECKS: Molded gallon and liter graduations help operators estimate remaining contents without opening the tank, making it easier to plan refills and monitor water or other compatible non-flammable liquids during use.
- EASY FILL AND DRAIN: A 5-1/2-inch lid with a 5-inch opening helps simplify filling and cleaning, while the built-in bulkhead fitting with 3/4-inch NPT outlet supports convenient draining, siphoning, or compatible hose connections.
- SECURE MOBILE SETUPS: Molded tie-down channels accept suitable saddle straps to help secure the tank in a truck bed or trailer. Use only with non-flammable liquids up to 140°F contact temperature and verify chemical compatibility first.
BP Batam’s announcement on 23 September 2026 said about 10 data-centre developments were planned and one was operating. It described SWRO capacity of approximately 750 litres per second initially, with a target of about 1,000 litres per second in Nongsa and Kabil over two to three years. These are announced future targets, not evidence that the capacity has been built, commissioned, or is already supplying data centres or households.
Reservoir supply and planned desalination compared
| Question | Reservoir-based public supply | Proposed SWRO for industry |
|---|---|---|
| Source water | Fresh water, with Duriangkang supplying around 70 percent of Batam’s fresh water according to ISEAS–Yusof Ishak Institute analysis. | Seawater, treated through reverse osmosis. |
| Intended role | Part of the island’s existing public water system. | Officials say the dedicated source is intended to meet large industrial users’ needs and reduce pressure on reservoirs. |
| Capacity and status | ISEAS reported about 3,850 litres per second of available capacity at the time of its analysis; this is an island-level figure. | BP Batam announced approximately 750 litres per second initially and a target near 1,000 litres per second in two to three years. These are future plans, not commissioned capacity. |
| Could it supply homes? | Already part of the public supply system, though service can be intermittent in some neighborhoods. | Officials say surplus treated water might eventually support households, depending on production capacity, water quality, and distribution infrastructure. |
Desalination does not by itself ensure that water reaches homes. Even if plants produce a surplus, the officials’ stated conditions mean treatment quality and distribution pipes must also be ready. The announced SWRO targets therefore describe a proposed industrial supply strategy, not an immediate fix for the reported household interruptions.

What residents can conclude—and what remains unknown
The protests make the immediate issue clear: residents said they lacked reliable piped water, including for basic sanitation, while industrial facilities in the zone reportedly continued to receive water. The published figures and announcements also show wider pressure on Batam’s water system and a planned effort to add a seawater source for industry.
What remains unestablished is whether data-centre demand contributed to the specific outages, how much water individual facilities use, and whether the reported partial restoration later became reliable service for all affected households. The Jakarta Post’s protest details are attributed reports, and the cited accounts do not provide a later verification of restoration. Establishing cause would require information such as facility-level metering, neighborhood allocation and outage records, and findings on the condition of the distribution network.
