In the United States, a tower may need aviation obstruction marking or lighting based on its height, location, and an FAA determination. Separate workplace rules govern illumination for telecom work, while ground-level security lighting is a site-design decision that should balance safe access with limiting unnecessary light.
Why do cell towers have red lights?
Lights on a tower are often aviation obstruction lights: they help aircraft pilots identify structures that could pose a hazard. Their purpose is distinct from lighting used by technicians to do work or lamps used to secure a site. A requirement or recommendation for one purpose does not mean a tower needs the others.

In the United States, the Federal Aviation Administration (FAA) says temporary or permanent structures, including appurtenances, that exceed 200 feet (61 m) above ground level or exceed an obstruction standard in 14 CFR Part 77 should normally be marked and/or lighted. This is a screening threshold, not a rule that every structure above it must use the same lighting, nor does it mean shorter structures can never need marking or lights. The FAA may recommend them below that height based on location, and an aeronautical study can determine that they are not needed. Terrain, geography, and weather can affect the determination. See the FAA’s tall-structure warning-light FAQ.

Do cell towers need warning lights?
Whether a particular antenna structure needs aviation warning lights depends on the applicable structure-specific determination and requirements, not simply on whether it is a cell tower. FAA guidance addresses obstruction marking and lighting, and FCC rules in 47 CFR Part 17 also address antenna-structure marking, lighting, and maintenance. For a specific site, consult the applicable FAA determination and current FCC requirements rather than selecting equipment from a generic lighting listing.

The FAA’s active advisory circular, AC 70/7460-1N, provides standards guidance for marking and lighting structures for aviation safety. The FAA states that the circular itself does not have the force and effect of law. Its advisory circular page identifies the current document. A 2021 GovInfo compilation of 47 CFR Part 17 is available, but it is not a substitute for checking the current eCFR.
Outside commercial lighting does not ordinarily replace an obstruction-lighting recommendation. The FAA says, “Normally, outside commercial lighting is not considered a sufficient reason to omit recommended marking and/or lighting.” This statement concerns aviation obstruction marking and lighting; it is not a general rule about work or security lights.

Are the lights for aircraft or for maintenance?
Aircraft warning lights and work-area illumination serve different needs. OSHA’s telecommunications standard, 29 CFR 1910.268, requires adequate lighting in telecommunications centers so continuing work, routine observation, and employee passage can be carried out safely. Some tasks, such as cable splicing and maintaining or repairing equipment frame lineups, may require more illumination; permanent or portable supplemental lighting can provide it as needed. The rule also calls for warning lights at night in specified public work areas when work hazards require them.

These workplace provisions concern safe work. They do not require every unattended outdoor base-station site to keep its grounds continuously illuminated. The applicable requirements are in OSHA 29 CFR 1910.268.

What about ground-level security lighting?
Security lighting helps technicians enter and move around a site safely, but it is a separate design choice from aviation obstruction lighting. U.S. Fish and Wildlife Service communication-tower guidance recommends minimizing lighting to reduce bird attraction. For ground-level facilities, equipment, and infrastructure, it recommends down-shielded, minimum-intensity lights controlled by motion or heat sensors, avoiding constant illumination while still allowing safe nighttime access.
This is planning guidance, not a universal legal requirement, and it does not override aviation requirements or site-specific safety needs. The guidance is available in the U.S. Fish and Wildlife Service communication-tower document hosted by the Bureau of Land Management.

How to think through a base station’s lighting needs
- Aviation safety: Check the structure’s height and location, applicable FAA determination, and FCC requirements. If marking or lighting is called for, the required configuration, monitoring, and maintenance matter; a generic light is not evidence of compliance.
- Technician work: Consider the work being performed and the workplace rule that applies. A task may need supplemental fixed or portable illumination even if the site does not require continuously lit grounds.
- Site access and security: Provide enough light for safe entry and movement while considering shielding, intensity, spill, and motion- or heat-sensitive controls.
The regulations and agency guidance cited here are U.S.-specific. Requirements elsewhere can differ, so apply the relevant national and local rules for sites outside the United States.
