A VPN can help you reach services blocked along your usual internet route, but it is not a reliable way around every restriction. If a VPN connection itself is blocked, Tor’s unlisted bridges and connection transports are alternatives to try; none is guaranteed to work on a particular network. Your best option depends on what is blocked, what tools are available, and the legal and personal risks where you are.
What a VPN can—and cannot—do against censorship
A VPN creates an encrypted tunnel between your device and a remote server operated by the VPN provider, according to the Internet Society’s September 9, 2026 policy brief on VPN restrictions. If a service is blocked on your ordinary route, sending traffic through a VPN may change the route by which you reach it. But a VPN is not a guarantee: a network may restrict VPN connections, and the cited guidance does not establish that any particular provider works on any particular network.

Blocking can target access to the service you want, or the connection to a circumvention tool such as a VPN or Tor. Tor’s guidance confirms that an ISP or government may block direct access to its network. A different connection method may help in some circumstances, but a method designed to make traffic resemble something else is not undetectable or impossible to block.

What to try if your VPN connection is blocked
- Identify what is failing. Check whether the restriction affects one website or service, or whether your VPN cannot connect at all. If the VPN connects but the service remains inaccessible, the issue may be the destination or another point on the route; if the VPN cannot connect, the network may be restricting access to the VPN itself.
- Check your VPN provider’s current documentation. Look for a documented option intended for restricted networks or obfuscation. The materials cited here do not verify any provider feature, price, availability, or performance, so do not assume a specific VPN offers a working option in your location.
- If you need Tor, try a bridge or transport. Tor recommends these when direct access is blocked. Its support page explains how to use bridges with Tor VPN: Configure Tor VPN to use bridges. Availability and setup depend on the Tor product and connection you use.
- Compare results on the network you actually use. A connection that works on one network may fail on another. Record whether it connects and whether it reaches the service you need; no method can be selected as universally reliable from the available guidance.
Tor bridges and transports compared
Tor describes bridges as relays that are not publicly listed and can help people reach Tor where it is blocked. Its Unblocking Tor guide describes several ways to attempt a connection:

- 【Highly Secure VPN】Supports up to 20× LAN-to-LAN IPsec, 16× OpenVPN, 16× L2TP, and 16× PPTP VPN connections.
- Security - SPI Firewall, VPN Pass through, FTP/H.323/PPTP/SIP/IPsec ALG, DoS Defence, Ping of Death and Local Management. Standards and Protocols IEEE 802.3, 802.3u, 802.3ab, IEEE 802.3x, IEEE 802.1q
| Option | How Tor describes it | Practical qualification |
|---|---|---|
| Bridge | An unlisted relay that can help connect to Tor where access is blocked. | Tor says people in censored regions may need to choose or request a bridge; whether it works depends on the circumstances. |
| obfs4 | Makes Tor traffic look like random data and helps prevent bridges from being found by internet scanning. | This is a design description, not a guarantee that a network cannot identify or block the connection. |
| Snowflake | Routes through volunteer-operated proxies, making the connection resemble a video call. | Effectiveness on a particular network is not established. |
| WebTunnel | Masks a Tor connection to make it appear like access to a website over HTTPS. | That resemblance does not ensure access where Tor is restricted. |
| meek | Makes traffic look like browsing a major website through a CDN or cloud provider. | Effectiveness on a particular network is not established. |
Tor cautions that bridges using pluggable transports may be slower than ordinary Tor relays. The best choice is therefore not necessarily the one with the most appealing description: it is the option that connects on your network while meeting your needs for speed and reliability.
Country-specific guidance and personal risk
Tor publishes guidance for connecting from censored regions, including China, Russia, Turkmenistan, and Belarus. These pages can help you find Tor-specific connection guidance, but they do not establish current law or personal safety for every reader in those countries—or elsewhere. Before using a circumvention tool, consider whether installing it, requesting a bridge, or making a connection could create a risk for you. How to choose what to try
- Your regular connection reaches the internet, but a destination is blocked: a VPN may change the route, but success depends on whether the VPN connection is allowed and whether that route reaches the destination.
- Your VPN will not connect: check whether its provider documents a restricted-network option. If you are trying to access Tor, use Tor’s bridge guidance rather than assuming an ordinary Tor connection will work.
- Direct Tor access is blocked: try a bridge or one of the transports described by Tor, recognizing that availability, speed, and success vary.
- The consequences of being detected could be serious: do not treat a tool’s traffic-masking design as a safety guarantee. The cited pages cannot determine your legal or personal risk.
