A low advertised rate, a disputed scratch or pressure to leave a passport can be warning signs, but a complaint or poor practice alone does not prove fraud. Rules and remedies vary by destination, vehicle class, insurer and contract.
Before booking: check the provider and the total cost
Verify both the rental company and any booking intermediary. Compare what you are likely to pay—not just the headline daily rate. The U.S. Federal Trade Commission warns that unusually cheap rental offers can be scam bait and advises consumers to be wary of requests for prepaid debit cards or gift cards. That is U.S. consumer guidance, not a universal rule about payment methods. FTC travel-scam advice

- The deposit amount, how it is held, the required payment card and when the deposit is expected to be released.
- The excess or deductible and what the optional cover includes or excludes. Confirm whether separate loss-of-use or vehicle-off-road charges can apply, and what you must do after an incident to keep cover valid.
- Fuel and mileage rules, late-return charges, pickup and return hours, extra-driver or age charges, and roadside assistance.
- Whether the vehicle may cross borders and whether the payment card must be in the main driver’s name.
Compare offers on the terms that affect your likely total cost and your ability to contest a charge: deposit and card conditions, excess, cover and exclusions, accident-reporting requirements, inspection records, and deposit-release timing. The precise terms depend on the individual contract and policy; confirm them rather than assuming a particular item is always excluded. GOV.UK car-hire advice and the FTC’s rental-car guidance explain what to check.

For scooter and motorcycle hire
Confirm that the provider is authorized where local rules require it, and that your licence covers the exact vehicle class and engine size at your destination. Ask the rental company and your insurer directly whether cover applies to you, the vehicle, third parties and your intended use; check any travel insurance policy as well. The UK government warns that injuries from scooter or motorcycle crashes can lead to substantial medical expenses when valid insurance does not apply. Its advice also says never to hand over a passport as a guarantee for returning a motorcycle or scooter. That advice was published in 2010, so check current destination rules before travel. It also advises against leaving a passport as a deposit. Check the current Thailand travel advice and local requirements before you go; these details should not be treated as rules for other countries.
At pickup: record the vehicle’s condition
Allow time to inspect the vehicle with a staff member. GOV.UK advises renters to “allow time to inspect the car for any dents, scratches or other defects.” Record every mark on the provider’s condition form before leaving, even if staff say it is minor, and keep a copy of the signed record. Japan’s National Consumer Affairs Center gives similar advice: “Always check and record the vehicle’s condition before use and at return!”—an English translation of its March 2025 guidance. Check bodywork, glass, wheels and tires, lights, mirrors, interior, seat, controls and any helmet or accessories supplied with a scooter. Photograph or video all sides, close-ups of existing defects, the dashboard, fuel level and odometer, and the provider’s damage record. Ask for the signed rental agreement and the emergency and accident-reporting instructions. Confirm the stated fuel type and return condition before driving away.
At return: get a record of the inspection
Leave enough time for a joint inspection. Photograph or video the vehicle again, using angles that match your pickup images, and include the dashboard. Ask for a dated return record or receipt confirming the vehicle was returned and noting any damage alleged. A 2025 Japan consumer-authority case describes a renter who was told the return inspection was fine and later contacted about a newly alleged scratch. It illustrates why records matter; it does not establish a general pattern of fraud. National Consumer Affairs Center case and advice

If the company alleges new damage
Ask for the specific location, dated photographs, the written damage report, an itemized cost calculation, the relevant pickup-condition record and the contract term relied on. Compare those materials with your own pickup and return evidence. Do not sign a statement that inaccurately says you caused the damage; keep copies of anything you do sign.

First, follow safety and reporting requirements
Make people safe, then follow local law and the contract: contact emergency services or police and notify the rental company as required. Reporting procedures can affect insurance cover. Preserve evidence and dispute charges in writing
Keep the contract, booking records, signed inspection reports, original photos and videos, messages, receipts, any police report, the damage estimate and the itemized charge. If you dispute a charge, write to the provider, explain the specific point you contest, and ask for the evidence and contractual basis. Avoid relying on a phone conversation alone; save the reply and any documents provided.
Escalate through the relevant local channels
Depending on where you rented and how you paid, possible next contacts include a local consumer-protection service, your card issuer, insurer or booking intermediary. In the UK, GOV.UK describes a complaint form that the car company is required to provide and directs consumers to a consumer advice service. GOV.UK car-hire advice Eligibility for a card remedy, refund or insurance payment depends on the circumstances and local rules; none is automatic. U.S. consumers can report suspected scams to ReportFraud.ftc.gov.
What the available complaint figures can—and cannot—tell you
Japan’s National Consumer Affairs Center reported that consultations about rental vehicles and car sharing had been around 500 cases a year in recent years, in a 2021 notice. Its cited PIO-NET series for four-wheel rental-car consultations recorded 468 in fiscal 2016, 526 in fiscal 2017, 512 in fiscal 2018 and 522 in fiscal 2019. These are consultations, not verified scam incidents; the four-year figures are about rental-car consultations, not scooters or all global rentals, and are not a current global trend.
