Automatic vehicle location (AVL) is a system that determines a vehicle’s geographic position and sends that information to a central or operational system. A GPS receiver may establish the position, but AVL also depends on a communications link and software that puts the location to use—for example, in dispatch, fleet oversight or transit information.
What does automatic vehicle location mean?
The Federal Highway Administration defines AVL as “a computer-based system that collects and transmits information on a vehicle’s actual location.” In practical terms, it is an end-to-end service: a vehicle’s position is determined, transmitted, and made available to an operator or another system. GPS is often used to determine position, but GPS alone is not the same as AVL. GPS supplies positioning signals; AVL also involves communicating location data to a control centre or other recipient. A GPS tracker may be one component, but by itself it may not provide a communications service, dispatch software, or integration with a transit information system.

- Determine the vehicle’s position. An onboard receiver or another positioning method estimates where the vehicle is.
- Transmit the location. A radio, cellular, satellite or other communications link sends the data onward.
- Use the information. Dispatch or fleet software can display vehicle positions; a transit information service can use them to report service status or estimate arrivals.
Not every system uses the same positioning or communications setup. The Federal Highway Administration describes location data being sent wirelessly to a central point, while PIARC describes onboard processing and transmission to traffic or dispatch centres and, where needed, passenger information systems. Is AVL the same as GPS or vehicle monitoring?
No. GPS is one possible source of position data; AVL is the broader system that collects and transmits vehicle location. Some documents use the term more narrowly. A 2024 National Academies transit-agency synthesis defines AVL as an electronic system providing real-time vehicle location using GPS. It distinguishes automatic vehicle monitoring (AVM), which can include location, speed and other vehicle statistics. Terminology therefore varies by context; the useful distinction is whether a system reports location alone or also bundles wider vehicle-monitoring data. National Academies glossary
What positioning methods can AVL use?
GPS is common, but sources also describe dead reckoning, station or roadside detectors, subsurface loops and wireless triangulation. A deployment may combine methods rather than depend on a single source. Satellite positioning can be obstructed in tunnels, beneath trees or among tall buildings, so the appropriate approach depends on the route and operating environment. What is AVL used for?
- Dispatch and emergency response: operators can see vehicle locations when coordinating responses.
- Public transit: control staff can monitor vehicles, while location data can support passenger service updates and arrival estimates.
- Maintenance and winter operations: agencies can track maintenance vehicles and snowplows.
- Trucking and delivery: fleet operators can use location information to oversee vehicles and support dispatch.

Does AVL have a standard update frequency?
No single update interval applies to every AVL deployment. For one specific example, UK Department for Transport Bus Open Data guidance describes bus location data as AVL data, specifies a SIRI-VM feed, and sets a 10–30 second update frequency for that service. What should you consider when choosing an AVL approach?
- Coverage and environment: consider satellite visibility, tunnels, dense urban areas, route geography and available roadside infrastructure.
- Operational needs: decide how fresh location data must be for dispatch, oversight or passenger information.
- Positioning method: assess whether GPS/GNSS alone is suitable or whether complementary positioning is needed.
- Integration: check compatibility with dispatch or fleet software, transit data feeds and passenger information systems.
- Completeness: confirm whether a tracker includes communications, software, support and the integrations required for the intended use.
These are qualitative selection factors, not a vendor scorecard. The cited sources do not provide comparable current product prices or accuracy figures. A small-fleet tracker may supply positioning hardware without supplying a complete AVL service; verify vehicle compatibility and operational requirements before choosing equipment.
