It can make repeat collection practical for research, business, and innovation—but it is not automatically the best method, faster, cheaper, or more complete than alternatives. Start by checking for an official API, then review the site’s rules, limit request rates, and assess privacy before collecting data.
What automated web scraping does—and when it helps
A scraper visits web pages, retrieves their contents, and extracts selected information into a format that can be examined or used elsewhere. Automation is useful when a task calls for collecting or refreshing web-published information repeatedly, such as assembling material for a defined research or business project.

The benefit is practical repeatability: software can carry out a specified collection process without a person manually copying each item. Whether scraping is worthwhile depends on the target site, the data needed, the rules that apply, and the effort required to maintain the process. Available guidance does not establish a general productivity gain, cost saving, or completeness advantage.

Check for an API before scraping
Before building a crawler, determine whether the site offers an official API or another suitable collection method. An API may expose the information in a structured form, but its access conditions, limits, and coverage still need to fit your use case. The UK Food Standards Agency’s web scraping policy explicitly recommends assessing other methods, including APIs, before scraping.
#1 Best Overall
Compare the real options against the information you need, the site’s terms and permissions, operational work, and privacy impact. If the available API does not expose the needed information, or its conditions do not fit the project, assess scraping only after reviewing the site’s policies and applicable requirements.
Plan a responsible scraping workflow
- Define the purpose and scope. Specify what information you need, why you need it, which pages are in scope, and how long you need to retain the results. Avoid collecting unrelated fields simply because they are available.
- Assess alternatives. Check for an API or another collection method and compare access conditions, coverage, operational effort, and privacy implications.
- Review the site’s rules. Read its
robots.txtfile and relevant terms and privacy policy. AWS recommends checking instructions for both desktop and mobile crawlers. If there is norobots.txtfile, proceed cautiously; for extensive crawling, AWS suggests considering contact with the site owner. See AWS best practices for ethical web crawlers. - Set a modest request rate. Avoid sending requests so frequently that they burden the site. Rate limiting is also among the safeguards discussed by the Office of the Privacy Commissioner of Canada in its October 28, 2024 joint statement.
- Document the decision. Record the project rationale, alternatives considered, the site rules reviewed, and the legal and ethical reasoning behind the collection. The Food Standards Agency policy includes documenting the rationale and benefits.
- Review privacy before collecting personal information. Publicly accessible information can still raise privacy concerns when collected and processed at scale. Consider whether personal information is necessary, how it will be used and retained, and what safeguards are appropriate. The Canadian privacy commissioners’ joint statement addresses these risks; the CNIL focus sheet discusses safeguards and reasonable expectations, including the relevance of objections such as
robots.txtor CAPTCHA in the context it covers.
What robots.txt does—and does not do
A site’s robots.txt file communicates crawler preferences and can help manage crawler traffic. Google describes its purpose this way: “A robots.txt file tells search engine crawlers which URLs the crawler can access on your site.” Read Google’s Robots.txt Introduction and Guide for its explanation.
It is not a way to hide a page from search results. A blocked URL may still appear in search; Google points to other methods, including noindex or password protection, for controlling indexing. Also, Google’s stated practice of respecting site-owner controls describes Google’s crawlers, not a guarantee that every scraper follows the protocol. A robots instruction should be treated as a meaningful signal, not as a complete statement of legal permission or a technical barrier.

- Collect only the information needed for the stated purpose.
- Use a request rate that avoids overwhelming the target site.
- Recheck policies and access conditions if the project’s scope or collection method changes.
- Do not assume that public visibility removes privacy responsibilities.
- Keep a record of the rationale, safeguards, and decisions so the process can be reviewed.

If the task is to capture a web page as an image or PDF rather than extract structured records, ScreenshotNeo is a website screenshot API and MCP server. Its one-call request can return a screenshot or PDF; it is a capture tool, not a substitute for a scraper that extracts structured data.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp
See the ScreenshotNeo documentation for request options. Cookie banners, popups, and chat widgets are removed before the shot; bot checks, blank pages, and failed loads are never billed. Its MCP server lets AI agents take screenshots. The free plan includes 1,000 screenshots a month with no card, and paid plans start at $5 for 3,000. Sign up for free.
