An automated teller machine (ATM) is a self-service electronic or electromechanical terminal that lets authorized users access accounts—most commonly to withdraw cash. Depending on the machine, it may also support balance inquiries, transfers, or deposits.
What does ATM mean?
ATM stands for automated teller machine. In everyday use, it means a self-service banking terminal through which an authorized customer can carry out certain account transactions without visiting a bank branch. The Reserve Bank of India describes an ATM as a computerized machine that provides customers access to their accounts for cash withdrawals and other financial or non-financial transactions.

- Withdraw cash: the central, commonly available ATM function.
- Check a balance: some machines provide account balance inquiries.
- Transfer funds: some let users move money between accounts.
- Deposit money: some accept cash or checks, while cash-only machines do not.
The European Union’s regulatory description likewise covers cash withdrawals and services such as balance inquiries, transfers, and deposits, accessed by authorized users with a card-based payment instrument or another means. Why can the legal definition differ?
“ATM” has a broad everyday meaning, but a legal definition may be written for a specific rule and jurisdiction. In the United States, the Federal Reserve’s Regulation CC defines an ATM for that regulation as an electronic device in the United States where a person may deposit cash or checks and perform other account transactions. Its commentary says a cash-only dispenser and a deposit-only box do not meet that particular definition. This is a rule-specific test, not a universal definition of every ATM. What is a white-label ATM?
In India, the Reserve Bank of India uses “white-label ATM” for an ATM set up, owned, and operated by a non-bank entity authorized under the Payment and Settlement Systems Act, 2007. From the customer’s perspective, using one is like using a bank ATM. The term is specific to the Indian context; it is not a different general definition of ATM. When does an ATM fee have to be disclosed?
Under the cited U.S. Federal Reserve rule, an ATM operator charging a fee for a transfer or balance inquiry must disclose the amount before the consumer is committed to paying it. The consumer must choose to continue after receiving the notice for the fee to be imposed. This requirement concerns the U.S. rule cited here; it should not be treated as a worldwide fee standard. Federal Reserve Regulation E, Section 1005.16.
