Australian Seniors Basic Cover is pet insurance for cats and dogs, not private health insurance. It can reimburse up to 60% of eligible veterinary expenses, but the benefit is constrained by a $12,000 total limit and a $2,000 limit per condition in each policy period. Owners pay at least the remaining 40% of eligible costs—and may pay more when exclusions, sub-limits or caps apply.

What is Australian Seniors Basic Cover?

Basic Cover combines illness cover with cover for a defined list of accidental injuries. It is promoted and distributed under the Australian Seniors name by Greenstone Financial Services; Hollard is the insurer and PetSure is the administrator and agent. The official policy-document index identifies the current policy materials. The policy booklet should be read alongside its applicable updates and the individual Certificate of Insurance.

The policy’s intended market is adults aged 18 or older seeking cover for a domestic cat or dog legally available in Australia. The pet must be over eight weeks old and younger than 16 when cover first commences, according to Hollard’s current Target Market Determination. Eligibility and terms should be checked against the quote and certificate for the specific animal.

How much does it pay?

Hollard’s current Target Market Determination sets out three headline limits for Basic Cover:

Policy figure What it means
Up to 60% of eligible veterinary expenses The reimbursement rate applies only to expenses that qualify under the policy; it is not full-bill cover.
Up to $12,000 per policy period The overall benefit ceiling for the policy period.
Up to $2,000 per condition per policy period A condition can reach its own cap before the overall limit is exhausted.

These are maximums, not guaranteed payments. For example, a $1,000 eligible bill would leave at least $400 with the owner at a 60% benefit rate, before any applicable sub-limit or other policy restriction. If an expense is excluded or a limit has been reached, the owner’s share can be higher.

CHOICE’s public summary also lists no policy excess and a $300 consultation sub-limit. Those details should be confirmed in the current Certificate of Insurance and policy terms rather than assumed to apply identically to every policy. The public CHOICE page does not disclose its expert or component scores to non-members: CHOICE’s Australian Seniors review.

2024 Emergency Response Guidebook (ERG), Regular Bound, Standard Size, 5½"×7½" - Pack of 2
  • Developed jointly by the US Department of Transportation, Transport Canada, and the Secretariat of Communications and Transportation of Mexico (SCT)
  • Used by firefighters, police, and other emergency services personnel, and other first responders.
  • It is primarily a guide to aid first responders
  • Allows quickly identifying the specific or generic classification of the material(s) involved in the incident.
  • Protects yourself and the general public during the initial response phase of an incident.
  • Motor vehicle incidents, burns or electrocution.
  • Allergic reactions to insect or arachnid bites, snake-bite toxicity and bone fractures.
  • Traumatic ligament or tendon injuries, bite wounds or fight-wound abscesses.
  • Lacerations or abrasions caused by external violence.
  • Near-drowning incidents, added by an update effective 21 October 2024.

This is defined-event cover, not a promise to cover every accident. The policy definitions, exclusions and limits determine whether a particular injury qualifies. The October 2024 policy update adds near drowning and revises pre-existing-condition wording; it says the other terms remain unchanged.

Illness examples

The booklet gives examples such as cancer treatments; skin, eye and ear conditions; gastrointestinal problems; hereditary and congenital conditions; intervertebral disc disease; and tick paralysis. These examples remain subject to the policy’s exclusions, waiting periods, definitions and caps. A condition appearing on the list is not, by itself, confirmation that every claim for it will be paid.

Waiting periods and pre-existing conditions

The current linked policy booklet specifies a 30-day waiting period for illness and six months for cruciate ligament conditions. Most specified accidental injuries have no waiting period, but cruciate ligament conditions are the exception. A cruciate waiting-period waiver is not automatic: the policy describes a veterinary examination form and requires written insurer approval.

A condition may be treated as pre-existing if it existed before the first policy period or arose during an applicable waiting period and the owner or vet knew, or reasonably should have known, about it. A formal diagnosis is not always required. The October 2024 update changes the wording used for pre-existing conditions, so check the update as well as the base booklet when assessing a claim.

Some temporary conditions may cease to be excluded after 18 months without signs, symptoms or abnormality before treatment for a claim. That rule does not mean every prior condition becomes covered: chronic and specified conditions may not qualify. The insurer’s decision depends on the applicable policy wording and the animal’s history.

What does Basic Cover exclude?

The policy documents identify exclusions or limitations that include:

  • Pre-existing conditions, subject to the precise policy definitions and any applicable temporary-condition rule.
  • Dental treatment, including fractured teeth.
  • Routine and preventative treatment.
  • Some elective treatment, breeding and obstetrics.
  • Pet foods or diets and grooming.

That means Basic Cover is not designed to pay ordinary ownership or preventive-care costs. The full exclusion set and condition-specific definitions are in the current policy booklet, its update and the customer’s certificate. The insurer’s booklet states: “Seniors Pet Insurance does not cover every circumstance or expense and we have certain terms, conditions, exclusions and limitations like other forms of general insurance.”

Claims, price and how to assess the value

Claim routes

CHOICE lists a customer web portal, vet-submitted e-claims, mail claims and GapOnly at participating veterinary practices. Its summary says GapOnly is limited to participating vets and specified hours. Confirm the available process and eligibility with the provider before a visit; otherwise, be prepared to pay the vet and seek reimbursement under the policy.

Premium and comparison

There is no verified representative current premium in the public material reviewed. The price for a particular policy appears on its quote and Certificate of Insurance and depends on the customer and pet, so obtain a live quote rather than relying on a generic figure.

To compare Basic Cover with another policy, use the same pet details and payment assumptions, then check the terms that drive out-of-pocket costs:

  • Reimbursement rate and definition of eligible expenses.
  • Overall annual limit, per-condition cap, consultation limit and other sub-limits.
  • Which injuries and illnesses qualify, and the waiting periods.
  • Cruciate waiver requirements and pre-existing-condition wording.
  • Dental, routine-care, elective and chronic-condition exclusions.
  • Quoted premium and whether instalments change the total cost.
  • Claim methods, participating-vet availability and upfront cash needs.

Who might find it suitable?

Basic Cover may suit an owner seeking some financial help with eligible illness bills and specific accidental injuries, while accepting substantial cost-sharing and strict caps. It is a weaker fit for someone who expects routine or dental care to be reimbursed, needs comprehensive accident coverage, or wants chronic pre-existing conditions covered. The central trade-off is straightforward: a defined, capped contribution toward eligible vet expenses in exchange for paying a potentially substantial remainder yourself.
