But a company that cannot exchange Peppol eInvoices may encounter buyer-specific onboarding or contract requirements, and could miss conditional faster-payment terms offered by Commonwealth buyers. Check each customer’s procurement documents and confirm the Australian capabilities of your finance software before assuming an emailed PDF is enough.
What counts as an eInvoice in Australia?
An Australian eInvoice is structured invoice data exchanged directly between connected business software through the Peppol network. It is not a PDF attached to an email: as business.gov.au explains, “eInvoices are not PDF invoices that need to be printed, posted or emailed.”

The seller’s software sends the data through its connected service provider and Peppol to the buyer’s connected system. The two businesses can use different software, provided each is connected to the network. The Australian Taxation Office (ATO) administers Peppol in Australia but says it cannot view invoice contents. eInvoicing supports business-to-business and business-to-government transactions, not consumer purchases.
Do multinationals have to send eInvoices in Australia?
The evidence does not establish a general statutory requirement for private businesses to send invoices through Peppol. The relevant government policy sets requirements for Commonwealth entities: non-corporate Commonwealth entities must be able to systematically receive Peppol-compliant eInvoices, and Commonwealth entities are to promote supplier uptake and progress toward full functionality, including issuing eInvoices and using suppliers registered on the network.

The policy specifies A-NZ Peppol BIS 3.0 invoices through accredited Australian or New Zealand service providers, integrated with the entity’s ERP financial management system. These are requirements for government entities, not a blanket mandate on every private supplier. Treasury documents from 2020 and 2021 discussed policy options and adoption support; they were consultation papers, not proof of an enacted private-sector obligation.
That distinction does not rule out practical requirements from an individual buyer. A government agency or private customer may set onboarding instructions or invoice-method terms in its procurement documents or contract. Check those terms for each Australian entity you bill rather than inferring a universal rule from government policy.

Does Peppol apply to an Australian government customer?
Commonwealth policy is intended to build government capability to receive and progressively use Peppol eInvoices. Whether a supplier must use Peppol for a particular transaction depends on the buyer’s instructions and what the parties have agreed. If Peppol has not been agreed, the Department of Finance’s supplier guidance says, “Otherwise you can use your normal invoicing format,” subject to the contract and invoice requirements.

For a supplier and government buyer that are both Peppol-capable and have agreed to use that method, eligible Peppol eInvoices generally receive a five-calendar-day payment term. Otherwise, the general term is 20 calendar days unless a shorter term is agreed. The faster term also depends on satisfactory delivery and receipt of a correctly rendered invoice that meets contract requirements; it is not an automatic guarantee of payment within five days.

How to check your software and Australian Peppol capability
- List the Australian buyers you invoice. Identify the relevant government entities and private customers, then check their purchase orders, contracts and supplier-onboarding instructions for invoice format and Peppol requirements.
- Ask your accounting or ERP provider what is enabled in Australia. Confirm whether your existing software can connect to Peppol directly or through an add-on or service provider. The business.gov.au guide describes these routes.
- Check the ATO eInvoicing Ready product register. Confirm the product’s current listing and whether its Australian capability is to send, receive or both. The ATO register is maintained over time, so verify the live entry rather than relying on an old vendor description.
- Validate the complete workflow with the provider. Ask whether the connection supports A-NZ Peppol BIS 3.0, uses an accredited Australian or New Zealand service provider where required, and integrates with the finance and procurement workflows you need. Confirm how the provider handles trading-partner onboarding and any applicable costs directly with the vendor.
The ATO states that it does not recommend or endorse products listed in its register. A listing is a starting point for checking capability, not a government assessment of suitability. For example, SAP Business Network appeared in the captured register as receive-only; verify the current listing and do not assume that an entry covers sending as well as receiving.

Peppol replaces an emailed attachment with structured invoice data that can be handled by the buyer’s connected system. That can support system-to-system processing, but the available figures are historical estimates, not a current measurement of Australian multinationals’ costs or adoption:

- Australia’s Treasury cited an estimate of 1.2 billion invoices a year in its 2021 consultation paper.
- The same 2021 paper reported an estimate that around 90 per cent of invoice processing was fully or partly manual.
- Treasury’s 2021 paper cited a 2016 Deloitte Access Economics estimate of up to $20 in shared savings each time an eInvoice replaced a paper or emailed-PDF invoice.
These figures indicate why governments have promoted electronic exchange, but they should not be treated as present-day measured totals or a guaranteed saving for an individual company.

What to do if a buyer asks for Peppol
- Ask whether Peppol is mandatory for the specific contract or transaction, and confirm the buyer’s required invoice specification and onboarding process.
- Check whether your software can send the required invoice type in Australia; a product that can receive Peppol invoices may not be able to send them.
- Agree on the invoice method with the buyer before relying on a payment term tied to Peppol eInvoicing.
- If you cannot yet send Peppol invoices, ask the buyer which permitted format to use in the meantime and ensure every invoice meets the contract’s rendering and delivery requirements.
