Aura Energy appointed John Carr as President and named Spencer Davey as its incoming CFO and Jeremy Carter as Chief Strategy Officer to lead the Tiris Uranium Project in Mauritania from study toward construction. As of the company’s 1 October 2026 announcement, its bankable feasibility study was targeted for completion by mid-October and a pilot plant was being built—but mine construction remained conditional on financing and a final investment decision.
Who is leading Aura Energy’s Tiris project?
The 1 October 2026 announcement set out three executive appointments, with different start dates and responsibilities:

- John Carr, President: Carr had led technical and operating work as Chief Adviser, Operations since March 2026, including test work, technology selection and engineering for the bankable feasibility study (BFS). Aura said he would run the company day to day and lead the executive team, reporting to Executive Chair Phil Mitchell. The company describes Carr as a chemical engineer with 20 years of mining experience and prior uranium-process experience.
- Spencer Davey, incoming CFO: Davey was expected to join in early November 2026 after completing his role at Fortescue. Aura said he had been Fortescue’s Global Head of Business Development and Special Projects since 2021 and represented the company in the sale of a 31% Iron Bridge stake to Formosa Plastics Group for US$1.2 billion.
- Jeremy Carter, Chief Strategy Officer: His announced remit includes leading business digitalisation and recruiting young Mauritanians to run Tiris. Aura said two of the three incoming executives had worked on Tiris during 2026, but did not identify the second person in that statement; it should not be inferred from the wording.
Mitchell remains Executive Chair and, according to Aura, is leading project financing through to close. The announcement’s description of a team assembled to take Tiris toward construction is a statement of intent, not confirmation that construction funding has closed.

The operational team
The same announcement named Mohamed El Moctar Ould Mohamed El Hacene as Mauritania Country Director and Tiris Ressources SA Director General; Mohamed Sid’Ahmed as Tiris General Manager Operations; Jan Booyse as Project Director; and William Goodall as Chief Development Officer, responsible for technology selection and the pilot programme. These are the titles given in the dated announcement; Aura’s management page may use different role labels.

What had happened—and what was still planned—as of 1 October 2026?
The milestones below are company targets stated on 1 October, not confirmation of later outcomes.
BFS and pilot schedule
Aura said the BFS was on track for completion by mid-October 2026. Pilot-plant construction was underway in a walled yard the company had leased in Bir Moghrein. Aura said the facility would disturb no new ground, and that its modules had been built elsewhere and shipped to Mauritania. The company expected the first packages to reach Nouakchott in late October, followed by installation and training into early November. Commissioning was planned for early November, with testing due to finish in early December.

Aura described the pilot as a continuous run of the whole process using actual Tiris ore, including each of the three main ore types and a 48-tonne bulk composite sample. The stated purpose was to give potential financiers and independent technical advisers measured plant data rather than laboratory results. Twenty-four Mauritanian operators were expected to run the plant after site training.

Aura said the pilot operated under a uranium authorisation received from Mauritania’s radiation-safety regulator in July 2024. It still expected an environmental notice for the pilot in October 2026. Those are distinct points in the pilot’s regulatory status; the expected notice had not been reported as received in the 1 October announcement.

Permits do not mean the mine is financed or construction-ready
Aura’s December 2024 ASX technical report says final permits for uranium mining and processing were granted in July 2024. The company’s project page also says exploitation and environmental permits and a 30-year mining convention are in place. These reported permissions should not be confused with a financing close or an investment decision: Carr said the project’s move into construction was subject to financing and a final investment decision.
The project is in Mauritania’s Tiris Zemmour Region. Aura’s 20 December 2024 ASX report says Tiris Ressources SA is 85% owned by Aura Energy and 15% by Mauritania’s ANARPAM; it places the project approximately 1,400 km from Nouakchott and 680 km from Zouérat. The company’s project page reports an initial offtake agreement with Curzon and says discussions with additional offtake partners and debt providers were continuing. It also lists strategic equity and offtake financing as possible alternatives. This describes financing work and a partial sales arrangement, not proof that funding for construction had closed.

What Aura reports about Tiris’ scale and economics
The figures below are company-reported project estimates on Aura’s project pages, accessed 5 October 2026. They are not realised mine performance, and the reviewed pages do not provide enough context to restate all modelling assumptions. Readers assessing the economics should consult Aura’s study disclosures.

Aura’s project page also describes a resource area of about 13,000 square kilometres and shallow mineralisation. Those descriptions do not change the distinction between estimated project potential and results demonstrated in an operating mine.

What the appointments signal—and what they do not
The appointments bring technical and operational leadership, incoming finance expertise, and a strategy remit that includes local recruitment into a project team Aura says is advancing through study and pilot work. The immediate test is whether the company completes the planned study and pilot milestones and secures the financing and final investment decision Carr identified as conditions for construction. As of 1 October 2026, Aura had reported pilot construction underway; it had not announced that construction of the uranium mine had begun.
Aura’s executives framed the next steps as forward-looking. Mitchell said, “We expect to finish the study in mid-October. Then we focus on funding the mine and building it.” Carr said his role was to lead the team through the BFS and, “subject to financing and a final investment decision,” into construction. Aura cautioned in the announcement that future results can differ and gave no assurance that expected results would be achieved.
