An ASCII text file stores text using the ASCII character encoding. “Text file” describes the kind of content; “ASCII” tells you how its bytes are interpreted. A .txt extension alone does not prove that a file is encoded in ASCII.
What does “ASCII text file” mean?
ASCII is a character encoding: it specifies how byte values represent characters. In an ASCII text file, the text is represented according to ASCII. The word “text” does not identify that encoding by itself.

Plain text describes content intended to be read as text without needing embedded formatting instructions. RFC 2046 explains that plain text is meant to be displayed “as-is,” without interpreting formatting commands or markup. That description concerns the content’s presentation, not which encoding its bytes use. RFC 2046, section 4.1.3
Is an ASCII text file the same as a plain-text file?
No. Plain text and ASCII answer different questions: plain text describes the content, while ASCII names an encoding. Plain-text content can be represented using different encodings. In MIME, the media type text/plain identifies plain textual content, while a charset parameter identifies how to interpret its characters. RFC 2046

RFC 1521 describes a MIME charset as “a unique mapping of a byte stream to glyphs, a mapping which does not require external profiling information.” In practical terms, the charset label helps a reader or application map stored bytes to displayed characters. RFC 1521, section 7.1.1
Does a .txt file mean ASCII?
No. A filename extension is not a declaration of the file’s encoding. A file ending in .txt may contain plain text encoded in a character set other than ASCII; the extension alone cannot establish what its bytes represent.

When a file is shared in a MIME context, RFC 2046 specifies US-ASCII as the default to assume for the relevant text type when no charset is supplied. That standard’s default is not proof that every text file everywhere is ASCII. RFC 1341 cautions that an untyped message may in practice contain another character set or even non-text data. How can you tell what encoding a text file uses?

Check for a declared charset in the file’s associated metadata or the application or protocol that supplied it. An explicit label is more informative than the extension; RFC 1521 recommends that new user agents explicitly specify a charset. RFC 1521

If there is no declaration and the encoding matters, inspect the file’s bytes with a suitable text or encoding tool. Do not infer the encoding from
.txtalone. -
If the file is part of a MIME message with no charset parameter, account for the MIME default while recognizing that missing metadata can leave the actual content uncertain. RFC 2046 · RFC 1341

What does US-ASCII specify?
US-ASCII refers to interpreting content according to the US-ASCII encoding; it does not mean any arbitrary seven-bit character set. RFC 2046 also distinguishes US-ASCII from national or application-oriented ISO 646 variants where they differ. When a charset label matters, use the specific label rather than assuming that all seven-bit encodings are interchangeable. RFC 2046
