Starting October 1, 2026, arXiv limits authors to two new submissions per calendar month across categories. The repository says the cap is a stopgap to support fair moderation and equitable access as submission volume and support demands rise; it is not an AI ban or a peer-review policy.
How many papers can I submit to arXiv per month?
arXiv’s official announcement says the limit is two submissions per submitter per calendar month across categories. Its moderation guidance describes this as two new submissions per author per calendar month. It also sets a maximum of three active submissions at a time. The two-submission cap took effect October 1, 2026, according to arXiv’s announcement posted that day.

The guidance adds a separate rule for replacements: after version 5, a submission may be replaced once per week. The cap and replacement rule are distinct; arXiv’s published guidance does not settle every edge case involving account identity, deletion, month rollover, exceptions, or how a particular revision is counted. Authors facing one of those situations should check arXiv’s current instructions rather than assume a workaround.

Does arXiv’s two-submission limit apply across categories?
Yes. The announcement says the two-submission limit applies across categories, rather than allowing two submissions in each category. The practical effect is that an author who would otherwise submit more than two new papers during a calendar month has less flexibility to schedule them; the available figures do not measure how the cap has affected authors’ work.

Why did arXiv introduce the limit?
arXiv points to rising submission volume and the associated workload. Its announcement reported 9,869 submissions in September 2016, 20,569 in September 2024 and 40,363 in September 2026, along with almost 9,000 support tickets in September 2026. Those are figures reported by arXiv, not counts of AI-generated papers.
In its October 1 announcement, arXiv said the policy was intended “to support fair moderation and equitable access in the age of AI.” It described the cap as a stopgap while it considers practices for AI tools and improves moderation tools and procedures. The totals demonstrate growth in submissions, but do not establish what share involved AI, whether AI alone drove the increase, or how many submissions were unsuitable.

Is this an AI ban or a new peer-review process?
No. The cap limits submission frequency; it does not prohibit authors from using AI tools. arXiv’s moderation guidance says authors should report significant use of sophisticated tools, including text-to-text generative AI, in line with the relevant subject’s standards for describing methodology. It also says AI language tools should not be listed as authors and that people who sign a paper remain responsible for its contents, regardless of how those contents were generated.
Moderation is also not peer review. arXiv says its moderation process is not a peer-review process. Its guidance lists scholarly communication standards, scholarly interest, originality, novelty and research significance among the considerations. The cap should therefore not be read as a new quality threshold or as evidence that every paper beyond an author’s monthly allowance would be low quality.

What the limit means for researchers
- Plan for no more than two new submissions per calendar month across categories.
- Keep the separate three-active-submission maximum in mind.
- Check the replacement rule if revising a paper after version 5; the guidance allows one replacement per week.
- For account-specific or revision-counting questions, consult arXiv’s current guidance; the published details cited here do not resolve every scenario.
