Keep one list of Workshop IDs and local mod paths, update the dedicated-server files with SteamCMD, synchronize mod and signing-key files before each restart, load client-required content with -mod, and reserve server-only extensions for -serverMod. Explicit -keysFolder and -port settings make the result repeatable across restarts and additional instances.

What an Arma 3 server mod manager actually does
Arma 3 does not require a separate management application. A manager is a workflow, script, web panel, or hosting control layer that performs the same jobs consistently:

- Installs or updates the dedicated-server software and records the game branch or version.
- Finds Workshop and local mod directories and keeps their contents synchronized.
- Maintains a canonical list of the mods that belong to each server instance.
- Copies signing keys such as
.bikeyfiles into the instance’skeysdirectory. - Generates or validates the startup parameters, including
-mod,-serverMod,-keysFolder, and-port. - Associates local mod folders with their Steam Workshop items so the launcher can identify required downloads.
The important distinction is between managing files and managing membership. A folder can exist on disk without being loaded, and a mod can be listed in a launch command without being updated or signed correctly. A manifest-based process checks both.
Decide where each mod comes from
Steam Workshop content
Workshop mods are distributed through Steam and identified by published Workshop IDs. Keep the ID, the local directory name, and the server instances that use the mod in your manifest. Directory names can change while the published ID remains the useful identity for pairing and verification.

Local folders
Local content may be an internally developed addon, a private conversion, or a copy maintained outside Workshop. Record its full path and make sure the folder contains valid Arma mod content. A launcher can only activate content that has the expected mod structure; an arbitrary folder of files is not a mod simply because it begins with an at-sign.
Mixed installations
A server can use both sources. The practical rule is to document the source of every entry and update each source with the appropriate mechanism before launch. Do not assume that a Workshop update also updates a separately maintained local copy.
Build a canonical manifest before touching the startup command
Use one manifest per server instance, or one shared manifest plus an explicit per-instance overlay. Each entry should contain:
- The mod’s display name.
- The local folder name and absolute path.
- The Workshop published ID, if the mod has one.
- Whether clients must load it.
- Whether it is server-only.
- The signing-key files expected by the server.
- The instance or instances that use it.
This list is the source of truth. Generate the launch parameters from it instead of editing a long string by hand. Keep a dated copy when you change the set; that gives you a rollback reference when an update introduces an incompatibility.
Separate client-visible and server-only entries
Client-visible entries belong in the -mod list. Server-only extensions belong in -serverMod. Mixing the categories can cause clients to be asked for content they should never load, or can leave a required client addon absent from the connection’s mod set.

Install and update the dedicated server with SteamCMD
- Install the official dedicated-server package. Use the dedicated-server distribution rather than treating a desktop client installation as the server’s permanent home.
- Keep server data separate where practical. A separate directory makes backups, permissions, instance-specific keys, and rollback copies easier to reason about.
- Select and record the game branch. The server and every client must use compatible branches and versions. Write the selected branch and the date of the last update beside the manifest.
- Run the SteamCMD update process. Let SteamCMD download or refresh the server files and any Workshop content your deployment process is responsible for.
- Verify the result before launch. Check that the executable, configuration files, mod directories, and keys directory belong to the same server installation.
Do not update files while Arma 3, its launcher, or related tools still have the files open. The launcher documentation warns that active applications can prevent Steam from applying multi-file mod updates. Close those applications, complete the update, and then start the server.

Synchronize Workshop and local files
A manager or deployment script should scan both the local mod directory and the Workshop directory, compare them with the manifest, and report additions, removals, and changed files. The synchronization pass should happen before every restart, not only when a player reports a missing addon.
Recommended synchronization sequence
- Stop the Arma server instance.
- Close the Arma launcher and other tools that may have Workshop files open.
- Fetch or update the approved Workshop items with SteamCMD or your management script.
- Validate that each manifest entry resolves to one local mod root.
- Update local-only folders using your normal file deployment process.
- Copy each required
.bikeyfile into the instance’skeysdirectory. - Regenerate the startup parameters and inspect the generated command.
- Start the instance and review its log for rejected or missing content.
Some web-based managers automate directory scanning, change registration, key copying, and symlink creation. Those features reduce repetitive file work, but they do not remove the need to review the generated command or confirm that the manager still supports your operating system and server version.
Understand -mod versus -serverMod
These parameters are not interchangeable. Bohemia’s startup-parameter documentation defines serverMod as loading “server-side (not broadcasted to clients) mods.”

Both options accept semicolon-separated mod lists. A fragment such as -mod=@ModA;@ModB represents two client-visible entries, while -serverMod=@ServerAdmin;@ServerMonitor represents server-only entries. On Linux, semicolons may need shell escaping or quoting so the shell does not interpret them as command separators; follow the quoting rules for the shell that starts your service.

Keep the generated line readable. One entry per logical item in the manifest makes it easier to compare two instances and to identify the first change when a connection fails.
Pair a server folder with its Workshop item
Workshop pairing allows the Arma 3 Launcher Server Browser to associate a server mod with a Steam Workshop item. The launcher can then activate required mods before joining and can offer subscription and download of missing items.
To pair a mod, create a file named meta.cpp in the mod’s root directory with the following contents:
protocol = 1;
publishedid = 123456789;Replace the numeric value with that mod’s actual published Workshop ID. Keep the file in the root of the corresponding mod, not in a nested addon directory. A wrong ID can pair the server folder with an unrelated Workshop item, so compare the ID against the manifest before restarting.

Configure keys, ports, and instance boundaries
Signing keys
Many server mods ship signing keys. Copy the matching .bikey files into the instance’s keys directory, or point the process at a dedicated location with -keysFolder. If a manager creates symlinks, verify that the target remains available after a reboot and that the service account can read it.
Game and related ports
Set the game port explicitly with -port. A reachable server also depends on the related Steam, voice-over-network (VON), and BattlEye ports documented for the Arma server. Open the required UDP rules in the host firewall and any upstream firewall or router.

Reusing a port can make one instance appear offline, send players to the wrong process, or prevent the second process from starting at all. Record the port allocation beside each instance’s manifest.

The server’s -mod list is the client-facing contract. Players need the same required client-visible set, with versions that can work with the server’s game branch and mod files. Workshop pairing helps the launcher activate required items and offer missing downloads, but it cannot make incompatible files compatible.
Use a visible, ordered manifest
Keep the order generated by your manager stable unless a mod’s documentation requires a change. When a player cannot join, compare the exact folder names and Workshop IDs rather than relying on display names alone. Two similarly named folders can represent different releases, and a renamed local directory can hide a missing Workshop association.
Separate optional content
If a mod is genuinely optional, do not place it in the required -mod list. An entry in that list tells the launcher and joining clients that the content is part of the server’s expected environment.
A repeatable update-and-restart procedure
- Announce a maintenance window. Stop new joins and save the current instance configuration.
- Stop the server and close Arma-related applications. This prevents open files from blocking Workshop updates.
- Update the dedicated-server branch. Use SteamCMD and confirm the selected branch remains the one recorded for this instance.
- Update approved Workshop items. Do not add an unreviewed item directly to a production manifest.
- Deploy local changes. Preserve the previous folder or archive if you may need to roll back.
- Check every pairing file. Confirm each
meta.cpphasprotocol = 1;and the correctpublishedid. - Refresh signing keys. Copy or link the required
.bikeyfiles into the correct instance directory. - Generate and inspect the launch command. Verify
-mod,-serverMod,-keysFolder, and-port. - Start one instance first. Check logs and connect with a test client before restarting a cluster of instances.
- Record the change. Save the resulting manifest, branch, and update time so you can reproduce or reverse the deployment.
Manual scripts, web panels, or managed infrastructure?
Choose the least complex layer that removes your actual source of errors. A script is often enough for one technically maintained server; a panel becomes useful when several people or instances need the same controls; managed infrastructure trades some host-level control for less routine administration.

Regardless of the approach, retain access to the underlying manifest and generated command. A panel that hides those details makes diagnosis harder when its interface or synchronization behavior changes.
Troubleshoot in a fixed order
The server starts but a player is rejected for missing or mismatched mods
- Compare the server’s game branch and version with the player’s version.
- Compare the exact
-modlist, including folder names and order. - Compare Workshop published IDs and confirm each
meta.cpppoints to the intended item. - Have the player refresh or download the required Workshop content through the launcher.
- Remove stale duplicate folders from the client or server only after preserving a backup.
The server reports a missing key or signature error
- Identify the mod that owns the rejected signature.
- Confirm its matching
.bikeyfile exists in the instance’skeysdirectory. - Verify that
-keysFolderpoints to the directory actually used by the process. - Check file permissions and symlink targets if a manager created links.
- Restart after correcting the key deployment; do not assume a running process rereads the directory.
A Workshop update appears not to apply
Stop Arma 3, the launcher, and related tools, then rerun the SteamCMD or manager update. Open applications can hold files open and prevent a multi-file update from completing. Compare modification times and the manifest after the update.
The server is invisible or a second instance will not start
- Inspect the generated
-portvalue for the affected instance. - Check firewall and router rules for the game port and the related Steam, VON, and BattlEye ports.
- Confirm each instance has a separate port range.
- Verify that the service is listening on the expected interface and that the process did not exit during startup.
The launch command behaves differently on Linux
Inspect shell quoting and escaping, especially around semicolon-separated -mod and -serverMod lists. A semicolon that reaches the shell unquoted can terminate one command and start another. Have the manager print the final command exactly as executed, then test that command outside the panel under the same service account.
