Arizona opened a Taipei Economic and Cultural Office in Phoenix on October 5, 2026, moving ahead after China’s consulate general in Los Angeles asked Gov. Katie Hobbs to oppose the plan. What opened in Phoenix?
The Taipei Economic and Cultural Office in Phoenix is a representative office, not described by the sources as a consulate. The Associated Press reported that the October 5 opening was attended by Arizona Gov. Katie Hobbs and Taiwanese leaders, and that it is Taiwan’s 14th representative office in the United States.

Taiwan’s Ministry of Foreign Affairs announced the plan on July 3, 2026. It said the office would provide services to Taiwan nationals and companies in Arizona and New Mexico, support Taiwanese businesses and overseas compatriots, promote investment, and advance local exchanges and industrial cooperation. Why did Arizona proceed despite China’s warning?
The office has a practical economic and service role, while China’s opposition reflects its stated objection to official interactions between Taiwan and U.S. governments. These are distinct positions: Taiwan described the office’s purpose as business support and local cooperation; China objected to the official relationship itself.

The AP reported that Hobbs received two letters from China’s consulate general in Los Angeles, dated July 3 and August 21, asking her to oppose the proposal. According to AP’s account of the letter—not an independently reviewed copy—the July letter urged Hobbs to “refute such an attempt by the Taiwan authorities and stop any political gimmicks to harm the friendship and cooperation between China and the State of Arizona.”
At the opening, Hobbs publicly backed the partnership. As reported by AP, she said: “Every Arizona elected official should show the courage necessary to support the partnership between Arizona and Taiwan.” She added: “As our economic partnership grows, we are mobilizing every available resource to support Taiwanese companies expanding here in Arizona.”

AP also reported the Chinese Embassy’s position through spokesperson Liu Chang: “China firmly opposes official interactions of any form between China’s Taiwan region and the U.S., including its federal and state governments.” That is the embassy’s characterization and position, not a neutral description of Taiwan’s status.

Semiconductors are part of the economic context, but the office opening was not reported as a new factory deal or investment announcement. AP described the office’s focus as including technology, especially semiconductor manufacturing, amid Taiwan Semiconductor Manufacturing Company’s (TSMC) expansion in Arizona.

In its October 2026 report, AP cited a $100 billion TSMC pledge for Arizona expansion, which would bring the company’s total investment in the Phoenix area to $265 billion. AP also reported an estimate from Jason Hsu, a former Taiwan lawmaker and Hudson Institute senior fellow, that around 500 Taiwanese engineers were working to ramp up production in Arizona. Those figures describe the broader TSMC context; they are not commitments announced by the representative office.

For Arizona, the office creates a local channel for Taiwanese business and resident services and a venue for investment and industrial exchanges. For Taiwan, it adds another representative office in the United States. China’s reported letters show that the move drew an explicit diplomatic objection, but Arizona proceeded and Hobbs used the opening to affirm state-level economic partnership.

The available reporting does not establish that the office itself will fund semiconductor projects, negotiate a specific TSMC expansion, or change the broader U.S. government’s Taiwan policy. Its announced remit is local representation, services, investment promotion, and cooperation.
