Sometimes, but there is no universal rule. Whether a school can require digital payment depends on where you live, the type of school, what the charge is for, and any rules covering that payment. U.S. federal school-meal guidance, New Jersey law, and New Zealand education guidance illustrate different approaches; none establishes a rule for every jurisdiction.
Start with the charge, the school and your location
A school payment may be for a meal-account deposit, tuition, a required fee, a field trip, an activity, a donation, or an optional purchase. Those categories may be governed by different rules. A general rule about cash acceptance does not, by itself, settle whether a school can require a particular payment method.

Before deciding whether a digital-only policy is permitted, identify the country and state or province, whether the school is public or private, what the payment covers, and whether a law or program rule provides a no-fee alternative. Also ask whether the payment method could affect the student’s access to meals, instruction, enrolment or an activity.

What the rules say in the United States
Cash acceptance is not a complete answer
The Federal Reserve explains that U.S. money is legal tender for debts, public charges, taxes and dues, but federal law does not generally require private businesses or organizations to accept cash for goods or services. As the Federal Reserve puts it, “Private businesses are free to develop their own policies on whether to accept cash unless there is a state law that says otherwise.” That general explanation is not a definitive ruling on a public school or a particular school charge; state law, school rules and program requirements may matter. School meal accounts have a specific free-method requirement
USDA Food and Nutrition Service guidance dated July 11, 2025, says school food authorities participating in federal school meal programs “must offer a free and accessible method for all families to add money to school meal accounts.” Families who choose electronic payment services may be charged a fee only under the conditions in that guidance. It also calls for schools to communicate available payment methods and associated fees. USDA guidance, SP 18-2025: Guidance on Fees for Electronic Payment Services in the School Meal Programs
A New York State Education Department memorandum dated February 23, 2026, summarizes the USDA guidance and gives accepting cash or checks at school or by mail as common ways to provide a free method. It is a state agency’s summary of federal guidance, not a nationwide rule requiring one particular alternative. Ask the school which USDA guidance it is applying and how families can use its free method. New York State Education Department: Fees for Electronic Payment Services in the School Meal Programs

New Jersey requires a no-fee direct-payment option for specified charges
New Jersey P.L. 2025, c.094 requires covered public and nonpublic schools to offer students, parents and guardians a no-fee option for direct payments for school meals, field trips, activity fees and other goods or services provided by or through the school. The option must be available at a time and place convenient for use. The law also addresses disclosure of platform fees and information about an alternative direct no-fee method. This protection is specific to New Jersey and the schools and charges covered by the statute. New Jersey P.L. 2025, c.094

The New Zealand Ministry of Education says domestic students at state schools are entitled to free enrolment and education. State schools cannot charge those students for enrolment, attendance or curriculum delivery. Schools may ask families to pay for optional goods and services, but those purchases are voluntary. This is about what schools may charge for, not a general rule that every payment must be accepted in cash.
