Crashes, No Sound, or Screen Glitches?

On Windows Copilot+ PCs, Microsoft lists selected camera and audio effects, Live Captions real-time translation, Recall (preview), and Photos super resolution as local features. Other AI tools, including Paint Cocreator and certain Photos generative features, need internet access. A Copilot+ label or NPU alone does not make every AI task work offline.
Which Windows AI PC features work offline?
Microsoft’s Copilot+ PC FAQ identifies these experiences as running locally without an internet connection. Availability can still vary by device, region, Windows release, and updates.

| Feature | Offline behavior | What to know |
|---|---|---|
| Recall (preview) | Runs locally; no internet required. | It is a preview experience, and availability depends on the device and region. |
| Selected Windows Studio Effects | Background blur, voice focus, eye contact, and automatic framing are listed as local. | This covers the named effects, not every AI function in a camera or meeting app. |
| Live Captions real-time translation | Listed as local; no internet required. | The claim is specific to real-time translation in Live Captions, not every translation service. |
| Microsoft Photos super resolution | Listed as local; no internet required. | Do not confuse it with Photos’ cloud-connected generative tools. |
| Click to Do | Most actions on images and text do not require internet. | Microsoft says “most,” so some actions may still need connectivity. |
These connectivity details are from Microsoft’s Copilot+ PC FAQ. Microsoft notes that Copilot+ experiences can vary by device, region, and time, and may require Windows updates.

Which AI PC features need an internet connection?
Some Windows AI features use cloud services even when they appear alongside on-device tools. Microsoft says the following require an internet connection to access cloud services:

- Paint Cocreator and generative fill.
- Photos Image Creator and Restyle Image.
They are clear examples of why “AI PC” does not mean “all AI works offline.” An internet connection is needed for these features’ cloud processing, rather than simply to download an already-installed local model. Feature names and availability may change with updates.
Can you run a separate local AI model without Wi-Fi?
Yes, if the model and required software are already available on the device. Microsoft’s Foundry Local guidance says that inference runs entirely on-device after a model has been downloaded and cached; the first download requires internet. Refreshing catalog metadata is optional. See Microsoft Learn’s FAQ about using AI in Windows apps.

- While connected, install or open the local-model app or development tool you plan to use.
- Download the specific model you need and allow it to finish caching on the PC.
- Before leaving connectivity, run a test with Wi-Fi disconnected. Confirm that the app can find the cached model and complete inference.
That preparation applies to the model you downloaded; it does not establish that every model, application, or feature will work offline.
What does the Copilot+ PC label tell you?
Microsoft describes Copilot+ PCs as Windows 11 computers with an NPU capable of more than 40 trillion operations per second (TOPS). That is Microsoft’s stated hardware-class threshold, not a measure of offline usefulness, model quality, or speed in every app. The figure is from Microsoft’s undated product FAQ, accessed October 3, 2026. See Microsoft’s Copilot+ PC product page.

An NPU is not a universal offline switch. Software must be designed to use it, and Windows can distribute work among the CPU, GPU, and NPU. Microsoft’s developer documentation describes different hardware support across Windows AI capabilities; for example, Phi Silica is available on Copilot+ NPUs and certain NVIDIA and AMD GPUs. That developer API is not the same thing as a universally available consumer feature. See What are Windows AI APIs? and the Copilot+ PCs developer guide.
Region matters as well: Microsoft’s Phi Silica API documentation says it is unavailable in China. Availability of other Copilot+ experiences also varies by device, region, and release, so check the exact feature—not just the PC’s branding—before relying on it.

How to judge offline usefulness before buying or travelling
Start with the job you actually expect to do without a connection. A laptop may handle camera effects locally but rely on the cloud for a generative image feature. For a model-based tool, the key question is whether the chosen model is installed and cached before you go offline.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Name the task: Check the exact feature or workload you plan to use offline.
- Check connectivity behavior: Confirm whether processing is local, cloud-dependent, or mixed across actions.
- Check readiness: Find out whether the app or model is already present or must be downloaded and cached while online.
- Check support and availability: Verify hardware requirements, region, Windows release, and whether the feature is a preview or limited-access capability.
- Test before relying on it: Disconnect from Wi-Fi and try the exact workflow, especially if a trip or outage makes it important.
Microsoft’s documentation establishes feature availability and hardware paths; it does not provide a controlled comparison of offline quality, speed, battery life, or model capability across current laptop models. TOPS alone therefore cannot tell you which PC will do your particular offline task best.
