It is a metaphor used by Mickey Boodaei, CEO and co-founder of Transmit Security, to argue that agents can pursue goals rather than merely automate clicks. His concise version: “Bots automated clicks. Agents automate goals.” Whether that difference matters in practice depends on how an agent is built, what it can access, and whose objective it is serving.
What does “humans on steroids, not bots on steroids” mean?
In an opinion essay for The AI Journal, Boodaei contrasts conventional bots that execute prescribed actions with agents that can try different approaches toward an intended outcome. A bot might follow a fixed sequence; an agent might choose among available steps, use tools, and adapt if a step fails. The metaphor emphasizes goal-directed behavior, not human-level understanding, judgment, or reliability.

That distinction is useful as a business argument, but it is not a settled taxonomy dividing all software into “bots” and “agents.” Capabilities vary, and the label alone does not tell you how much freedom a system has. [The AI Journal essay]
How is an AI agent different from a scripted bot or workflow?
NIST describes an agent as software that interacts with its environment and undertakes self-directed actions toward an externally specified goal. Anthropic draws a practical distinction between a workflow, which follows predefined code paths, and an agent, which dynamically directs its own processes and tool use. These definitions point to a spectrum rather than a sharp boundary: a system may have some discretion while remaining tightly constrained.

| Question | Scripted bot or predefined workflow | Agent |
|---|---|---|
| How does it decide what to do? | Follows predefined steps or code paths. | Can dynamically select steps or direct its process, depending on implementation. |
| Can it use tools or affect external systems? | It may do so, but typically through actions specified in its workflow. | It may choose and use tools to pursue a goal; access depends on its design and permissions. |
| How autonomous is it? | Usually bounded by the prescribed sequence. | Varies; “agent” does not establish a particular level of autonomy. |
| What goal does it serve? | The task and outcome encoded in the workflow. | An externally specified goal, interpreted within the system’s instructions and constraints. |
The comparison describes common design patterns, not guarantees about every product. A workflow can be sophisticated, and an agent can be narrowly constrained. Why does the metaphor matter to businesses?
Boodaei’s central business question is not whether agents resemble people. It is whose objective an agent represents and what authority it has to act. If software can choose actions in pursuit of a goal, organizations need to define the permitted goal, the systems it may touch, and the consequences it may trigger. Those are governance and security questions, not just questions about automation efficiency.

- Objective: Identify the user, team, or organization whose request the agent is meant to carry out.
- Authority: Specify which data, tools, and external actions it can access, and keep that access limited to its role.
- Oversight: Decide which actions require confirmation or review, especially when they are consequential or difficult to reverse.
- Accountability: Make it possible to understand what the agent was instructed to do and what actions it took.
These are practical implications of the agency-and-authority framing, not a claim that every deployed agent has the same capabilities or risk profile.

Anthropic identifies risks including an agent misreading a user’s intent, taking unintended actions, or being manipulated through prompt injection. A system that can use tools may turn a mistaken interpretation into an action in another service, so the possible impact depends on its permissions and the action involved. Anthropic frames human control, alignment with human values, secure interactions, transparency, and privacy as design principles; these are vendor-authored recommendations, not a universal guarantee of safety.

Anthropic also describes a core design tension: “A central tension in agent design is balancing agent autonomy with human oversight.” More discretion can let a system handle varied tasks, but oversight and constraints help limit the damage from errors or hostile instructions. The appropriate balance depends on the agent’s purpose and the consequences of its actions. [Anthropic, “Our framework for developing safe and trustworthy agents”]

- What goal is the agent authorized to pursue, and how will the organization know when it has gone beyond that goal?
- Which tools, accounts, data, and external systems can it reach?
- Which actions can it take independently, and which require a person’s approval?
- How will it behave when instructions conflict, a tool fails, or a request is ambiguous?
- How will testing cover unintended actions and attempts to manipulate the agent through content it encounters?
- Can people review the agent’s actions and intervene when needed?
These questions do not establish a single checklist or prove that an agent is safe. They help make its objective, autonomy, access, and oversight explicit before deployment. [NIST AI Risk Management Framework]
So, are AI agents humans on steroids?
As a metaphor, Boodaei’s phrase captures a meaningful shift from automating a fixed sequence to software that can select actions toward a goal. Taken literally, it overstates what the term “agent” establishes: agent definitions emphasize self-directed action and goal pursuit, not human equivalence, and actual autonomy varies by implementation. The useful takeaway is to ask what objective an agent serves, what it can do, and what checks govern its actions—not to infer its capabilities from the label.
