That ratio depends on a workload and a like-for-like total-cost comparison; published prices alone do not establish it. Managed bills can include request and data-transfer charges, while self-hosting shifts more of the cost to infrastructure and operations.
What makes a managed API gateway bill grow?
The bill depends on more than the gateway name. For Amazon API Gateway, charges vary by API type and request volume, and data transfer out and related services can add costs. AWS publishes different pricing for HTTP and REST APIs, so comparing a price for one type with another deployment’s bill can be misleading. See Amazon API Gateway pricing for the current terms and examples.

A published example is not a general benchmark
AWS’s pricing page gives an example of 432 million HTTP API requests in a month costing $418.80, or about $0.97 per million requests, under that example’s assumptions. This is a vendor pricing illustration, not an independent test or a comparison against self-hosting. It should not be treated as a complete estimate for a different API, region, traffic pattern, data-transfer profile, or collection of related services.
Can rate limits prevent a surprise bill?
Not by themselves. AWS describes HTTP API throttling as a token-bucket mechanism: configured rate and burst values are targets, not guaranteed ceilings, and requests over limits may receive HTTP 429 responses. For REST APIs, AWS also says usage-plan throttles and quotas are best effort and should not be relied on to control costs or block API access. The details are in AWS’s documentation on HTTP API throttling and REST API usage plans.
#1 Best Overall
Use throttling to manage traffic and protect services, not as a hard spending limit. Pair it with budget alerts and appropriate request-protection controls, and check what each control actually guarantees for your API type.
What changes when you self-host?
Self-hosting changes the cost model; it does not make the operating cost disappear. Instead of relying only on a managed service’s pricing, you must account for the infrastructure and work needed to run the gateway. That can include availability, upgrades, observability, incident response, support, and any shared storage required by the rate-limiting design. The reviewed vendor pricing does not establish a complete self-hosting total-cost figure.

Published prices describe different offers
| Offer | Published pricing detail | What the figure does not establish |
|---|---|---|
| AWS API Gateway HTTP API example | AWS calculates $418.80 for 432 million monthly requests, about $0.97 per million, under the assumptions on its pricing page. | It is not a general benchmark or a self-hosting comparison. |
| Kong hybrid gateway option displayed on its pricing page | One million API requests monthly are included, with $200 per additional million in the displayed option; the page was checked in 2026. | These terms do not price operating a fully self-hosted gateway, and commercial terms can change. See Kong pricing. |
| Kong fully self-hosted Enterprise offering | The pricing page describes custom pricing. | A custom software price does not, by itself, quantify infrastructure or operating effort. |
These rows are not equivalent products or service levels, so dividing one figure by another would not produce a defensible savings ratio. Kong’s documentation also shows that rate-limiting features vary by plugin: its plugins can apply limits to a service, route, or consumer, while standard and advanced versions differ in Redis-mode support and fixed-window behavior. See Kong gateway rate limiting.
How to compare managed and self-hosted costs fairly
Set the comparison boundary before calculating a ratio. Use the same workload, required behavior, and service level on both sides, then include the costs each deployment model actually incurs.

- Define traffic: record monthly request volume, burst patterns, regions, and data-transfer assumptions.
- Match gateway capabilities: specify the API type, policies, rate-limit scope, and any shared-storage requirements. A limit applied per consumer is not automatically equivalent to one applied across a service or route.
- Set the service level: state the availability target and what support and incident response must be provided.
- Count operations: include infrastructure and the effort for observability, upgrades, and ongoing operation on the self-hosted side; include applicable request, transfer, and related-service charges on the managed side.
- Check the live terms: verify current pricing and feature details for the specific plan and deployment option before using them in the calculation.
Only after those inputs are aligned can you estimate total cost over the same period and calculate a ratio. Without them, “30x cheaper” is a headline, not a substantiated result.
