When did the changes take effect?
The official account states that most revised rates took effect on September 22, 2025. Specified tobacco products were treated separately and had a later implementation date. The September 22 date should therefore not be applied to every product covered by the wider reform.

What further rate rationalisation did AP Chambers seek?
