For a user-started transfer that needs visible progress, check Android’s user-initiated data transfer jobs before choosing either.
WorkManager or a foreground service?
They solve different problems. WorkManager schedules work that should happen reliably without keeping it constantly prominent to the user. A foreground service is for ongoing work the user can perceive, such as media playback, and must show a notification. Android advises using foreground services only when the task is noticeable even while the user is not interacting with the app (Android foreground services overview).

Choose by the task, not its duration alone
Use WorkManager for reliable work that can wait
Periodic synchronization, uploading diagnostic logs, or work that should run when network or charging conditions are met are typical WorkManager cases. Define relevant constraints rather than keeping a service alive while waiting. WorkManager supports expedited work for tasks that need prompt execution, but expedited status is not a guarantee of immediate execution: platform quotas and task requirements still apply (Android task scheduling; data transfer options).
Use a foreground service for ongoing, perceptible activity
Music playback is a straightforward example: the activity continues while the app is not on screen, and the user can perceive it. Use the service type and permissions that match the work, and provide its required notification. A notification alone does not make every background task eligible to run as a foreground service (Android foreground services overview; foreground-service changes).

For a user-started transfer, consider the transfer-specific API
If the user taps an upload or download action and expects progress, evaluate Android’s user-initiated data transfer job. Android distinguishes user-triggered transfers from work initiated in the background; the right option depends on how the operation starts and what the user needs to see (Android data transfer options).
For device communication, check for a task-specific API
For Bluetooth or other local-device communication, first see whether a purpose-built API such as Companion Device Manager fits. Android lists a connected-device foreground service as another option when a specific API is not appropriate (Android data transfer options).

Long-running work does not automatically mean foreground service
Android’s long-running Worker guidance says a Worker can run longer than 10 minutes by using foreground execution and a notification. WorkManager manages that foreground service, while the work still relies on JobScheduler (support for long-running workers). Duration alone does not decide whether this is the right design: consider whether the task is user-visible, how it was triggered, and which platform quotas apply.
For apps targeting Android 16 (API 36), long-running workers can exhaust the app’s job quota. Android identifies user-initiated data transfer jobs as an alternative to consider for user-triggered transfers (support for long-running workers; Android data transfer options).

At the other end of the duration range, Android’s data-transfer guidance describes the shortService type as intended to finish in about three minutes. If a task cannot reliably finish quickly, that guidance recommends WorkManager instead (Android data transfer options).
Check Android version and target SDK before implementing a service
Foreground-service eligibility and limits depend on both the device’s Android version and the app’s target SDK. Check the documentation for the versions your app supports; these thresholds are not interchangeable.

- Android 12 / API 31 and later: Apps targeting API 31 or higher generally cannot start a foreground service while in the background except in specified cases. Additional restrictions apply when the service needs while-in-use permissions for location, camera, or microphone (background start restrictions).
- Android 14 / API 34 and later: Apps targeting API 34 or higher must declare foreground-service types and the matching permissions. Long-running WorkManager workers targeting API 34 or higher also need an appropriate foreground-service type (foreground-service changes; long-running workers).
- Android 15 / API 35 and later: For apps targeting API 35 or higher, affected
dataSyncandmediaProcessingforeground services have a total limit of six hours in a 24-hour period. Android 15 also changes some cases in which a foreground service may be launched from a boot-completed receiver (foreground service timeouts; foreground-service changes). - Android 16 / API 36: Background jobs started from a foreground service, including jobs scheduled through WorkManager, are subject to job runtime quotas. Android’s changes guidance says user-initiated data transfer jobs are exempt from ordinary job quotas (long-running workers; Android data transfer options).
Because required service types and permissions depend on the operation and target SDK, there is no safe one-size-fits-all manifest snippet. Confirm the exact type, permission, launch rules, and timeout for the task you are implementing.

A quick decision checklist
- Is the task continuously noticeable to the user? If yes, assess a foreground service and its relevant type and restrictions.
- Should it survive app exit or device restart, but need not stay prominent? Start with WorkManager and define timing constraints.
- Did the user explicitly start a data transfer and expect progress? Check whether a user-initiated data transfer job is the better fit.
- Is the work tied to a connected device or a specialized operation? Look for a task-specific API before using a general scheduler or service.
- Does it run for a long time? Check the target SDK, service type, and job quotas; do not choose an API from duration alone.
