Monitor voice AI capacity as several separate constraints—not one requests-per-minute number. Track request and usage rates, active generation, open sessions, and telephony calls independently; compare them with provider headers and account dashboards; then use measured arrival rates and durations to estimate concurrency and validate that estimate under peak traffic.
Which limits determine voice AI capacity?
A voice workflow can cross multiple services, and each may enforce a different ceiling. A successful request-rate estimate does not tell you how many simultaneous calls or long-lived sessions your system can sustain.

- Request rate: API requests per interval, sometimes with a separate daily ceiling.
- Usage throughput: tokens, audio minutes, or another metered unit.
- Generation concurrency: simultaneous active generation requests.
- Session capacity: open realtime sessions or connections, including idle connections when the service meters them that way.
- Telephony capacity: calls per second (CPS) and simultaneous calls. These are distinct measures.
Limits can be scoped to an organization, project, account, model, or plan, and some model families may share a limit. OpenAI documents model-specific limits and organization/project scope (OpenAI rate limits). ElevenLabs documents plan- and feature-specific concurrency (ElevenLabs rate limits), while Twilio distinguishes CPS from concurrent calls (Twilio Call resource rate limits). These units and entitlements are not interchangeable.

Instrument every provider boundary
For each request or session, record its timestamp, operation, provider, model or project, outcome, retry count, duration, and relevant usage units. Build interval-based views of request arrivals and usage, and track active generation, open sessions, calls per second, concurrent calls, latency, and errors. Keep model-provider metrics separate from telephony metrics: one phone call may occupy a telephony slot while initiating several speech or model operations.

Where returned, preserve response headers that show configured or remaining request and token capacity, concurrency, or retry instructions. OpenAI documents maximum and remaining request/token headers; ElevenLabs documents current and maximum concurrent-request headers; Twilio recommends monitoring response headers. Header availability and names vary by provider, so use each service’s current documentation rather than assuming a common format.
Use provider dashboards and logs
For ElevenLabs, its documentation identifies the Developers → Analytics usage view and a Concurrent requests metric (ElevenLabs analytics). Twilio points to the Debugger, Error Logs, and Debugging Events Webhook for investigating rate errors (Twilio Debugging Events). Pair those service-side views with application measurements such as queue depth, worker saturation, connection counts, and call events; an API error is not proof that the provider quota is the only bottleneck.

How do you estimate concurrent capacity?
For a first-pass workload estimate, multiply the arrival rate by the average time each unit remains active:

For example, if your system starts 12 sessions per minute and each remains active for an average of 2 minutes, the estimate is 24 concurrent sessions. This is workload arithmetic, not a provider limit or a guarantee of accepted traffic.
Validate the estimate against observed peaks. Long calls, bursty arrivals, and high-percentile session durations can produce substantially more active work than an average-based estimate suggests. Provider documentation also makes clear why duration matters: ElevenLabs notes that requests per minute and concurrent requests vary with usage patterns and request length; Twilio documents call rate and simultaneous call limits separately.

Count open connections when the product meters sessions
For connection-metered systems, measure open connections as well as active speech generation. ElevenLabs says its Text to Dialogue WebSocket is metered as a session while the connection remains open, even when no audio is being generated. Its documentation says the connection may close automatically after 20 seconds of inactivity unless keep-alive messages are sent (ElevenLabs Text to Dialogue WebSockets). This behavior is specific to that product; do not assume every WebSocket service meters idle connections the same way.

Do not rely only on minute-wide averages. OpenAI notes that a rapid traffic increase can trigger slow_down even when ordinary RPM and TPM limits have not been exceeded. Its guidance is to follow Retry-After, reduce the request rate, and increase traffic gradually (OpenAI rate limits). Treat any ramp guidance as provider- and condition-specific, not a universal rule.
How should you diagnose 429 errors and throttling?
- Inspect the response. Check the HTTP status, provider error code and message, and response headers. Determine whether the cause is request rate, token or audio usage, concurrency, a rapid traffic increase, service overload, a spend cap, exhausted credits, or an organization usage limit.
- Honor retry instructions. Follow
Retry-Afterwhen present. If retries are appropriate, pace them and use jitter where recommended; do not immediately replay a large batch, which can reproduce the burst. - Apply backpressure. Queue work, cap parallelism, smooth arrival spikes, and defer or shed non-urgent work when the product allows it. Increase traffic gradually while observing successful throughput and latency.
- Compare provider and application signals. Check service latency and errors alongside queue depth, worker saturation, connection counts, and telephony events to distinguish provider throttling from local capacity problems.
- Use vendor diagnostics. Review the provider’s usage metrics, logs, and debugging events to correlate failures with the limit or event reported.
A 429 is not a diagnosis by itself. OpenAI’s documentation distinguishes rate-limit errors from usage-limit errors, while other services may report burst, ramp, or account-usage conditions differently. Read the specific error details before changing concurrency or billing (OpenAI API error codes).
What to compare before launch
When assessing providers or architectures, compare the constraints that match your actual call path rather than a single headline request count.
Recommended Free Tools
- Requests per interval and any daily request ceiling.
- Token, audio-minute, or other usage throughput ceilings.
- Active generation concurrency versus persistent session limits.
- Telephony calls per second versus simultaneous calls.
- Limit scope: organization, project, account, model, plan, and any shared-limit groups.
- Burst and ramp behavior, retry guidance, and whether remaining-capacity headers are available.
- Dashboard metrics, logs, webhooks, and error classification.
- Whether idle long-lived connections continue to consume session capacity.
Limits, plan entitlements, dashboard labels, and API behavior can change. Check the live provider documentation and your account’s configured limits before launch, then validate the call pattern you intend to run with gradual traffic and production-relevant durations.
