A CBI investigation has been requested, not granted, in the rape case registered against Amarjit Singh Chawla. AAP and SAD (Punar-Surjit) both questioned SGPC president Harjinder Singh Dhami’s demand, but for different reasons: AAP called for cooperation with Punjab Police and answers about SGPC records, while SAD (Punar-Surjit) warned that a CBI probe could increase government intervention in the SGPC and proposed an independent committee.
What is the case against Amarjit Singh Chawla?
The Tribune reported that an FIR was registered at Anandpur Sahib police station on August 21, 2026, naming Chawla as the accused. It described allegations of rape, wrongful confinement and criminal intimidation under sections 64, 127(2) and 351(2) of the Bharatiya Nyaya Sanhita (BNS). These are allegations recorded in a criminal case, not findings of guilt. The Tribune’s September 16 report said Chawla denied the allegations as false and fabricated and announced his resignation from his SGPC and SAD posts. Hindustan Times later reported that his SGPC resignation had been accepted. That report does not establish the outcome of the criminal case.
What did Dhami ask for, and why?
On October 1, 2026, Dhami sought the transfer of the investigation to the CBI. He said questions had been raised about the SGPC committee and the independence of Punjab Police, which operates under the state government. Dhami presented the CBI as a route to an impartial investigation, while saying the SGPC’s panel would continue its administrative inquiry. His stated view does not establish that a CBI investigation would be more impartial.
Hindustan Times reported that Dhami gave the state government three days to transfer the case before the SGPC would approach Punjab Governor Gulab Chand Kataria. The Times of India also reported the demand and deadline. Hindustan Times and The Times of India described a request; neither reported that the case had been transferred to the CBI.

Why are AAP and SAD (Punar-Surjit) questioning the demand?
AAP: provide records to Punjab Police
AAP Punjab media in-charge Baltej Pannu asked why the SGPC was seeking a CBI inquiry rather than giving Punjab Police available records. AAP’s October 1 statement raised questions about who arranged the woman’s stay at an SGPC-run serai, how long she stayed, whether transport and an attendant were provided, and who paid associated expenses. The party also raised an allegation about a ₹1 lakh transfer. These are AAP’s questions and claims, not verified findings.
Pannu framed the issue this way: “The central questions are why the woman was brought to Sri Anandpur Sahib, who arranged her stay, why she remained there for eight months, and why the SGPC provided her a vehicle, a sewadar and other expenses.” The quotation is from AAP’s party-published statement; it should be read as the party’s account, not as an established finding. SAD (Punar-Surjit): protect SGPC autonomy and use an independent committee
SAD (Punar-Surjit) leaders Bharpur Singh Dhandra and Harbans Singh Kandhola questioned whether a CBI investigation could bring greater government intervention into the SGPC’s affairs. They referred to earlier CBI closure reports in 2015 sacrilege cases and called for an independent three-member committee to examine the woman’s stay and arrangements. Hindustan Times reported those October 2 positions.
This was distinct from the faction’s earlier request for a high-level special investigation team (SIT). On September 25, SAD (Punar-Surjit) submitted a memorandum to Governor Kataria seeking an independent, high-level SIT and asking investigators to examine travel, accommodation, communications and financial records. That was a request for investigation, not evidence that the allegations were true. Hindustan Times reported the memorandum.

AAP raised questions about the woman’s stay at an SGPC-run serai, transport, an attendant, expenses and an alleged ₹1 lakh transfer. Dhami also referred to questions about the SGPC committee and investigation. The September 30 Tribune report said police were checking information given by a driver about accommodation, meals, transport and contact. The available reports do not establish that the alleged payment occurred, that funds were misused, or that any person committed a crime in connection with the arrangements.
