On Azure, Azure API Management (APIM) can apply common policies to AI APIs, while its newer AI Gateway tier offers a managed endpoint and routing model that Microsoft documents as public preview. Both approaches can centralize controls, but token telemetry is not a bill, and preview capabilities should not be treated as generally available.
What an enterprise LLM gateway does
Without a gateway, each application may need to connect to model providers and tools directly, manage provider credentials, and implement its own usage controls. A gateway sits between those callers and their backends. It can authenticate callers, keep backend credentials out of application code, route requests, enforce policies, and emit operational telemetry.

The boundary is useful because platform teams can configure shared controls once and apply them across multiple applications. It does not eliminate the need to design application-level authorization, data handling, model behavior, or cost management. Nor does routing through a gateway make different providers’ APIs or responses identical.
How the Azure approaches differ
Azure API Management has AI gateway capabilities that let teams put APIM policies in front of LLM APIs, including token-based limits, usage metrics, and semantic caching. The AI Gateway tier is a distinct, newer managed option described in Microsoft Learn’s AI Gateway tier (preview) overview. Its overview describes applications calling one gateway endpoint with a runtime access key while the gateway routes requests to configured model or tool backends.

| Approach | What the documentation establishes | Important distinction |
|---|---|---|
| APIM AI gateway capabilities | APIM policies for AI APIs, including token quotas and limits, token metrics, and semantic caching. | These are capabilities used in APIM configurations; they should not be conflated with the separate AI Gateway tier. |
| AI Gateway tier | A managed gateway endpoint and runtime access key for supported model and tool backends, with centralized preview policies and telemetry. | Microsoft’s cited overview identifies the tier as public preview. Its availability and documented behavior may change. |
For the AI Gateway tier, Microsoft describes OpenAI-compatible provider examples including Microsoft Foundry, Azure OpenAI, AWS Bedrock, Google Vertex, and OpenAI, plus a separate Anthropic Messages API path. These examples describe the preview’s documented integration scope, not a guarantee that every provider feature behaves identically. Tool access can be published through MCP tool servers.
How centralized routing works
In the AI Gateway tier model, an application sends a request to the gateway rather than directly to each backend. The gateway authenticates the runtime access key, evaluates applicable policies, routes the request to a configured model or tool, returns the response, and emits telemetry. For supported OpenAI-compatible providers, the overview describes using a model name in the request to select the model. The gateway retains backend credentials so applications do not need to hold provider keys.
That arrangement reduces the number of places where provider credentials must be managed, but teams still need to decide how applications receive and rotate their gateway credentials and how caller identity maps to policy scope. Before adopting either approach, verify the authentication options, identity propagation, networking requirements, and backend credential mechanisms supported by the exact APIM configuration and API in use; the cited material does not establish one universal authentication design for every deployment.

Which guardrails can be applied centrally?
The AI Gateway tier preview documentation describes four policy families. Applicable policies are evaluated before a request is forwarded; a blocked request stops before the backend is called. Token and request limits can both apply to a request, which must satisfy both.
- Content safety: inspect prompts and tool inputs using Azure AI Content Safety. Teams can configure category thresholds and prompt-shield handling, and choose logging or blocking behavior. The documented guidance is to calibrate in log-only mode before enabling blocking.
- IP filtering: allow or deny client IPv4 or IPv6 ranges.
- Token rate limits: cap prompt-plus-completion token throughput for model traffic, with limits counted by caller identity or IP.
- Request rate limits: cap request volume for models and MCP tools, which can help protect downstream services with call quotas.
In the documented preview scope, token limits apply to models. Content safety, IP filtering, and request limits apply to models and MCP tools. Validate the exact scope and policy behavior for the APIs and tools your applications use before relying on a rule as a security boundary.
How to limit token usage in Azure API Management
APIM’s AI gateway capabilities include token-based limits and quotas. A limit can be scoped by keys such as a subscription or a policy-defined counter; token quotas can cover configurable periods. This helps contain consumption or prevent one application from consuming a shared model quota needed by other applications.

A token limit is an enforcement mechanism, not a financial budget. Decide which caller or application should share a limit, what period is appropriate, and what should happen when the limit is reached. Then test the policy against real request patterns, including retries, streaming, and the token-count information returned by the backend. The documentation establishes the policy capability, not a universal limit value or a configuration that will fit every workload.
How to monitor Azure OpenAI and other model token usage
Keep three functions separate: a quota controls permitted use; telemetry records observed or estimated use; financial reporting reconciles actual charges. APIM’s llm-emit-token-metric policy sends token metrics to Application Insights. Its policy reference describes support for OpenAI Chat Completions or Responses APIs and the Anthropic Messages API in APIM v2 tiers. Captured token values may depend on the usage section returned by the model API.
Streaming can make counts incomplete: some streaming responses interrupt or omit usage, and certain OpenAI streaming models require include_usage to return token counts. The AI Gateway tier preview exports a token-usage metric over OpenTelemetry, but its governance documentation says not every backend reports token counts. Treat the resulting figures as operational evidence for estimates and investigation, not as an authoritative invoice. Reconcile them with provider billing or Azure Cost Management exports for financial reporting.

The preview governance documentation says token usage is the only metric exported over OTLP, with additional logs, traces, and metrics described as forthcoming. The portal also provides monitoring views; some MCP tool traffic views are available when Application Insights is connected. Plan observability around what the deployed version actually emits rather than assuming full distributed traces or uniform token reporting.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When semantic caching helps—and what it does not solve
APIM semantic caching can look up a prior answer for an identical prompt or one judged similar in meaning, then store responses for later lookups. Reusing a result can reduce backend calls, latency, or token consumption when the cached response is appropriate for the new request.
The documented setup uses an embeddings API backend and an external cache such as Azure Managed Redis or another compatible service. Cache reuse is an application correctness and data-handling decision: teams should validate whether semantically similar prompts may safely share a response, and whether the content and context are suitable to retain in the chosen cache.

A cache miss or cache failure still sends demand to the backend. Microsoft’s semantic caching guidance recommends placing a rate-limit policy after the cache lookup so that requests not satisfied by the cache remain protected against backend overload. Caching is therefore an optimization, not a substitute for backend limits or fallback planning.
What to evaluate before adopting a gateway
Compare the gateway against the interfaces, controls, and operational conditions your workloads actually require. The relevant trade-offs are not just which models appear on a provider list.
- Provider and API fit: verify model APIs, provider-specific behavior, and any MCP tool integrations required. Do not infer feature parity from a shared endpoint.
- Policy coverage: confirm which controls apply to models versus tools, how caller identity or IP is used for limits, and whether the policy scope matches your isolation needs.
- Credentials and identity: establish how callers authenticate, how identity is propagated or mapped to policy counters, and how backend credentials are stored and rotated.
- Usage observability: check which backends return token counts, what streaming responses report, what metrics and logs are exported, and how those values will be reconciled with billing records.
- Deployment maturity: check current service status, supported regions, networking, scale characteristics, reliability commitments, and recovery options for the exact tier and configuration.
- Cache dependencies: account for the embeddings API and cache service, validate response reuse for the application, and keep rate protection for misses and cache failures.
Is the Azure AI Gateway tier generally available?
No: the cited Microsoft Learn overview labels the AI Gateway tier as public preview. Its governance documentation lists East US 2 and Sweden Central as available regions and warns that preview features, regions, limits, telemetry fields, and setup flows can change; reliability is described as best effort. Because those details are volatile, verify the current service status and regional support in Microsoft documentation before designing around them.
