AMD vs. Intel: How Their Chip Manufacturing Models Differ

AMD is fabless and depends on external foundries and packaging partners. Intel owns substantial manufacturing operations, but also offers foundry services and may outsource some production.

AMD primarily designs chips and hires outside companies to manufacture and package them; Intel both designs chips and operates major process-development and manufacturing facilities of its own. That is the core difference between AMD’s fabless model and Intel’s integrated device manufacturer (IDM) model. The divide is not absolute: Intel also uses external foundries for some work and sells foundry services, while AMD relies on a network of manufacturing and packaging suppliers rather than one company for every stage.

What does “fabless” mean, and what is an IDM?

A semiconductor company can design a processor without owning the factory that makes its silicon. A fabless company develops chip designs and contracts a foundry to fabricate wafers. An integrated device manufacturer (IDM) combines chip design with substantial in-house process development and manufacturing. Both models still involve suppliers: even an IDM may outsource some production or packaging, and a fabless company remains responsible for product design, supplier choices, qualification and supply planning.

Manufacturing also has stages. A foundry fabricates circuits on silicon wafers; other facilities may then cut, assemble, test, mark and package chips. Those back-end steps can be handled by the chip company, a foundry or specialist contractors.

How does AMD manufacture its chips?

AMD describes itself as fabless and says its manufacturing operations are wholly outsourced to a selected supplier network. In its 2025 Form 10-K, AMD says TSMC supplies its microprocessor and GPU wafers at 7 nm and smaller nodes, while GlobalFoundries is its primary source for those products at larger nodes. For programmable logic products, AMD names TSMC, UMC and Samsung. It also uses third-party assembly, test, mark and packaging providers. AMD’s 2025 Form 10-K

So “AMD does not make its own chips” is a useful shorthand for its fabless wafer-fabrication model, but it does not mean AMD has no role in manufacturing. AMD designs products, selects and qualifies suppliers, and plans production across a supply chain whose wafer and packaging stages may involve different companies.

What AMD gains—and depends on

  • Less direct fab investment: AMD does not need to fund and operate the same kind of large-scale wafer-fab network as a company that manufactures extensively in-house.
  • Access to suppliers’ process and packaging capabilities: AMD can contract with foundries and back-end partners rather than develop every capability itself.
  • Exposure to supplier constraints: Capacity shortages, technology schedules, packaging availability or disruptions at suppliers can affect AMD’s ability to meet demand. Its filing specifically warns about capacity and continuity risks.

How does Intel manufacture its chips?

Intel retains substantial in-house process development and manufacturing. Its 2025 Form 10-K describes Intel Foundry as encompassing technology development, manufacturing, external foundry services, assembly and test, advanced packaging and design enablement. Intel Foundry is both an internal supplier to Intel’s product business and an organization that offers manufacturing services to outside customers.

The distinction matters when interpreting Intel’s financial figures. Intel reported $17.826 billion in Intel Foundry segment revenue and a $10.318 billion operating loss for 2025, but nearly all Foundry activity currently supported Intel products. Those segment revenues include internal activity and intersegment accounting; they are not a measure of external-customer sales. Capital and execution exposure

Operating fabs requires major, sustained investment and creates risk if process development or manufacturing execution falls short. Intel reported more than $100 billion in net property, plant and equipment as of December 27, 2025, and estimated that the substantial majority related to Intel Foundry. This illustrates the scale of Intel’s manufacturing commitment; it does not, by itself, establish that the model is more or less efficient than AMD’s.

Does Intel use TSMC?

Intel’s model does not mean it manufactures every chip internally. Intel says it aims to use the internal or external process node most appropriate for a product’s performance and cost requirements. Its 2025 filing also describes a conditional possibility: if Intel cannot secure a significant external customer for Intel 14A, it may pause or discontinue that process and successor technologies; over time, it may shift products beyond Intel 18A and 18A-P to third-party foundries, particularly TSMC. Foundry technology names such as “2 nm” and “18A” are generation labels, not directly comparable measurements of transistor dimensions across manufacturers. TSMC reported that its 2 nm process entered high-volume manufacturing in the fourth quarter of 2025 and expected a fast ramp in 2026; that announcement describes TSMC’s process availability, not which process AMD or Intel uses for any particular chip. How do the manufacturing models compare?

Dimension AMD Intel
Wafer-fab ownership and process development Fabless; contracts wafer fabrication to external suppliers. Develops process technology and operates substantial manufacturing facilities.
Production and process choices Relies on supplier process roadmaps and capacity, while managing product design and sourcing. Can choose internal or external production based on product performance and cost; some production is outsourced.
Back-end manufacturing Uses third-party assembly, test, mark and packaging providers. Intel Foundry covers assembly, test and advanced packaging as well as wafer manufacturing; external providers may also be used.
Capital exposure Does not carry the same direct fab ownership burden, but depends on external capacity and supplier investment. Commits substantial capital to facilities and process development, with associated execution and financial risk.
Foundry business Buys manufacturing services; it is not described here as operating a commercial foundry. Offers foundry services externally, but nearly all Intel Foundry activity currently supports Intel products.

The available company filings do not provide a matched comparison of AMD and Intel fab yields, per-wafer costs or overall manufacturing efficiency. The business-model distinction is clear; a single-number verdict on which model is cheaper, more efficient or more reliable is not established by these disclosures.

Why the difference is not a simple either-or

AMD’s fabless approach is based on outsourcing across a supplier network, not on a single supplier for every product and stage. Intel’s IDM structure gives it substantial internal process and production capabilities, but Intel also uses or may use external foundries and is trying to expand external foundry services. As of Intel’s 2025 filing, however, its Foundry activity remained predominantly devoted to Intel’s own products.

Foundry capacity is also geographically and temporally distributed. TSMC said its first Arizona fab entered high-volume production in the fourth quarter of 2024, its second was expected to enter high-volume manufacturing in the second half of 2027, and construction of its third began in 2025.
