They are separate reporting routes.
If a product listing appears to offer stolen goods
Amazon says the sale of stolen property is illegal and prohibited on its marketplace. If you suspect a product offered for sale on Amazon.com is stolen, report the listing to Amazon and immediately file a report with your local law-enforcement agency. Describe what you observed accurately; reporting a suspicion does not establish that the item is stolen.

- Open the product page and select “Report an issue with this product or seller.” Choose the option that best fits illegal, unsafe, or suspicious content, or a seller issue, and follow the prompts.
- Alternatively, open Amazon Customer Service, choose “Help with something else”, then “Report Something Suspicious.” Choose the suspicious product or seller option and contact an agent by chat or phone.
- Contact your local law-enforcement agency using its reporting process. Keep the listing details and any information that explains your concern available for Amazon and the agency. Amazon does not specify a universal evidence checklist.
Amazon also provides a California Attorney General retail-theft reporting link for California residents. That state-specific option does not replace Amazon’s reporting route or the direction to contact local law enforcement.

If your Amazon delivery is marked delivered but is missing
A “delivered” scan does not by itself prove theft. Amazon notes that a package may be scanned before it arrives, or someone else may have accepted it. Work through these checks before deciding what happened:

- In Your Orders, confirm the shipping address.
- Check the Message Center, delivery confirmation, mailbox or usual mail location, and any delivery photo.
- Look at the delivery-instruction location and nearby drop-off areas.
- Ask household members and neighbors whether they accepted the package.
- Wait 48 hours after the delivery scan in case it arrives late.
- Check with the carrier, which may have more information about the delivery location.
- If it is still missing, contact the third-party seller if that seller shipped the order. If Amazon shipped it, contact Amazon Customer Service within 30 days of the expected delivery date.
Amazon’s missing-package guidance does not state that a police report is required for every missing order. Its instruction to report to local law enforcement applies to suspected stolen goods being offered for sale; Amazon separately encourages customers who experience package theft to report it to police and share evidence.
If the order was sold and fulfilled by a third-party seller
For qualifying US purchases sold and fulfilled by a third-party seller, Amazon’s A-to-z Guarantee may provide a route to seek a refund when an order is not received. It is conditional, not an automatic refund:

- The latest possible delivery date must be within the previous 90 days.
- Either three days must have passed since the latest estimated delivery date or tracking must show delivery, whichever condition occurs sooner.
- You must have contacted the seller more than 48 hours earlier without resolving the issue.
Amazon says its team checks eligibility. The guarantee applies only to items sold and fulfilled by third-party sellers. For Amazon Global Store orders or Marketplace orders delivered using Prime, contact Amazon. Amazon Pay purchases made on third-party websites use Amazon Pay help. Under the stated terms, a customer who has already requested a refund or chargeback from a payment provider is not eligible for an A-to-z refund.

An unexpected package is not necessarily a stolen delivery. Check whether it was a gift and ask friends or family. If it is addressed to you and nobody you know ordered it, report it through Amazon’s unwanted-package form. If it is addressed to someone else, contact Amazon Customer Service. For an investigation, Amazon asks for the number of packages, a tracking number from at least one label, and any other useful details. Amazon identifies “brushing”—packages sent using publicly available names and addresses—as one possible explanation.

What to keep handy
- For an order: order details, tracking information, expected delivery date, delivery scan, and notes on the address, notices or photo, drop-off location, possible recipients, and carrier checks you completed.
- For a suspicious listing: the listing details and information that supports your concern. Amazon does not say that any particular evidence is mandatory or guarantees action.
Amazon describes tracking, a hidden drop-off location, Photo-on-Delivery, alternate pickup locations, shared tracking, a home security device, and garage delivery where offered as optional prevention or documentation measures. They are not prerequisites for reporting.
