You do not need multiple AI agents just because a task is complex. A direct model call can handle a one-step task; one agent with tools can manage several decisions within a single domain; a deterministic workflow can execute a known sequence; and better retrieval can solve problems caused by too much information. Use multiple agents when evaluation shows a concrete need for independent parallel work, specialization, dynamic coordination, or separate access boundaries—not as the default architecture.
What “complex” means determines the right alternative
Complexity is not one architectural requirement. A long process with known steps is different from a task that requires judgment at each step. A large reference library presents a context problem; a task that can be split into independent pieces presents a concurrency problem. High stakes introduce a need for review and accountability. Treating all of these as reasons to add agents can create coordination work without solving the actual constraint.

Before choosing a design, characterize the workload along several dimensions:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Predictability: Are the steps and transitions known in advance, or must the system decide what to do next?
- Judgment: Is a model needed at every step, only at a few decision points, or not at all?
- Parallelism: Can parts of the task run independently, and can their results be combined reliably?
- Information: Does the task require a wider domain or more context than one model call can use effectively?
- Boundaries: Do different teams, permissions, or compliance rules require separate access?
- Operational constraints: What are the acceptable cost per completed task and end-to-end latency? How will failures be observed, tested, and recovered?
Those answers point toward different designs. The alternatives are not mutually exclusive: a fixed workflow can call one agent at a judgment-heavy stage, while ordinary parallel jobs can handle predictable independent work around it.

Compare the main alternatives
| Approach | Best fit | Who controls the next step? | Main trade-off |
|---|---|---|---|
| Direct model call | A task that can be completed in one pass, such as classification, translation, or summarization | The application or caller | Simple to operate, but not suited to work that needs iterative tool use |
| Conventional code or rules | Logic with predictable inputs and outcomes | The program | Predictable behavior; less appropriate when the task genuinely needs language judgment |
| One agent with tools | Several decisions or tool calls within one coherent domain | One model-guided agent, within the permissions and tools it has been given | Flexible, but needs careful instructions, tool constraints, and evaluation |
| Deterministic workflow | A known sequence of steps, retries, and handoffs | Code-defined transitions | Clearer sequencing and failure handling, with less flexibility when the process changes at runtime |
| Retrieval and context engineering | A task where finding and supplying the right information is the bottleneck | The application selects or assembles context for the model | Improves what a model can use, but does not itself decide or execute the task |
| Parallel jobs or model calls | Independent subtasks with known fan-out and merge rules | The application launches and joins the work | Can reduce elapsed time, but consumes more resources and requires a sound merge step |
| Human review | High-stakes actions or subjective approvals | A person makes or confirms the consequential decision | Adds a deliberate review point; does not replace validation or accountability |
The distinctions in this table reflect guidance from Google Cloud’s agent design patterns, Microsoft’s single-agent versus multi-agent decision guidance, Microsoft Azure’s orchestration patterns, Akka’s orchestration documentation, and OpenAI’s agent guidance. These sources describe patterns rather than a universal benchmark that ranks every architecture.
Use a direct model call or code for one-pass work
When a single call is enough
If the task has one clear input and one expected output, start with a direct model call and a well-specified prompt. Examples include classifying a message, translating a paragraph, or summarizing a document that is already supplied. The application can validate the response and decide what happens next without granting the model authority to plan a sequence of actions.
This is also a useful baseline: it shows whether the task needs agentic behavior at all. Google Cloud guidance notes that structured or single-call workloads may be more cost-effective without agent infrastructure. Microsoft’s decision guidance likewise routes some static generation and question-answering tasks to simpler approaches. Neither statement means every simple-looking task will work well with one call; test against representative inputs and required output quality.

When ordinary code is better
If the outcome follows explicit rules—such as checking a known field, enforcing a threshold, or applying a fixed transformation—write the logic in conventional code or use a suitable non-generative model. A language model can still help with an unstructured input at the boundary, but deterministic logic should make decisions that are already fully specified. This avoids asking a model to rediscover rules the application can apply directly.
Where this approach stops fitting
A one-pass call is a poor substitute when the application must gather external information, make several dependent decisions, or recover from a failed action. In those cases, move only as far up the complexity ladder as the workload requires: perhaps to a fixed workflow, perhaps to one tool-using agent. Do not infer that a need for more than one step automatically means a need for more than one agent.

Use one agent with tools for bounded, multi-step work
A single agent can plan several steps, select from tools, and use external data while retaining one coherent task context. It is a credible design when the work stays within one domain and does not need distinct security or ownership boundaries. Microsoft recommends testing a single-agent system for most use cases unless specific criteria point to multiple agents. Google Cloud recommends beginning with one agent during early development so the team can refine the prompt, core logic, and tool definitions before introducing orchestration.
Give the agent a narrow operating envelope
Define what the agent is trying to accomplish, which tools it may use, what each tool is allowed to change, and what conditions require it to stop or ask for help. A tool list is not merely a convenience: it defines part of the system’s capability and risk. Keep permissions aligned to the task rather than granting broad access in anticipation of hypothetical future needs.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEvaluate the agent on realistic tasks, including cases where information is missing, a tool fails, or the requested action falls outside its authority. Check whether it chooses appropriate tools and whether the resulting task—not just the agent’s explanation—meets the success criteria. A fluent answer is not proof that a tool call succeeded or that the final state is correct.
Represent roles as stages before creating separate agents
A workflow may appear to require a planner, executor, and reviewer. Those labels describe responsibilities, not necessarily separate systems. Microsoft’s guidance recommends testing alternatives such as role emulation, conditional prompting, context-aware policies, retrieval improvements, and policy controls before adopting multi-agent architecture. One agent can sometimes follow explicit stages or receive different instructions at controlled points in a workflow.
That is a hypothesis to evaluate, not a guarantee. If an agent loses track of instructions, confuses responsibilities, or cannot meet the quality target, revise the design based on observed failures. Separate agents only when separation provides a demonstrated benefit, such as independent specialist work or a meaningful access boundary.

Use a deterministic workflow when the sequence is known
If the process has a stable sequence, encode its transitions in an ordinary program or workflow. For example, a system might validate an input, retrieve a record, ask a model to interpret a specific field, apply a fixed rule, and route the outcome to a person. The application—not a model—can own the sequence, retries, and stop conditions. The model is invoked only where judgment is needed.

Google Cloud describes sequential workflows as suitable for repeatable processes with an unchanging sequence. Fixed orchestration can reduce latency and operating cost compared with asking a model to orchestrate the steps, but it is less flexible if the system must choose new steps dynamically. Akka distinguishes code-defined workflow orchestration from a coordinator in which the model decides which specialist to consult or whether to iterate. Akka also describes combining them: a fixed workflow can contain a model-directed stage.
Make the workflow’s failure behavior explicit
A workflow earns its clarity only if its exceptional paths are defined. Decide what happens when a step times out, returns an invalid result, or cannot proceed because required data is unavailable. Choose which failures can be retried, which should stop the run, and which should go to a human. Keep enough state to tell which steps completed and what needs recovery; otherwise a retry may repeat an action that already succeeded.
Do not add a model-controlled coordinator simply to make a fixed process sound more autonomous. If the sequence is known and the transitions are testable, code is usually the clearer place to express them. Conversely, if the next step genuinely depends on information discovered during execution, a bounded agent at that decision point may be appropriate.
Improve retrieval before adding agents for a context problem
Some tasks look too large for one agent because the system is giving it the wrong information—or too much of it. Before splitting work among agents, test whether retrieval and context engineering can supply the relevant evidence more effectively. Google Cloud describes context engineering as managing the information an agent needs, including isolating, persisting, or compressing context. Microsoft advises validating whether one agent can work accurately within the available context window and points to chunking, indexing, and passage selection as ways to handle information volume.

Diagnose the information bottleneck
Look for failures such as missing a relevant passage, receiving too much irrelevant material, or losing important details as information is passed between steps. These point to different changes: indexing and chunking affect what can be found; passage selection affects what reaches the model; context compression affects how much material can be carried forward. Test these choices against representative questions and source material rather than treating a larger prompt as a substitute for retrieval design.
Retrieval is not a cure for every reasoning limit. If the necessary information is present but the agent still makes poor decisions, improve the instructions, workflow, tools, or validation. If separate domains require different permissions, retrieval alone will not create a security boundary. Diagnose the failure before changing the architecture.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Parallelize independent work without making every branch an agent
Parallel execution can reduce elapsed time or collect multiple results when subtasks are genuinely independent. It does not require each branch to have autonomous planning. The application can fan out conventional jobs or parallel model calls, then combine their results using known merge rules. That is often easier to reason about when the work and combination procedure are predictable.
Google Cloud’s parallel pattern describes potential gains in elapsed time or perspectives, while noting the added resource use and token consumption when multiple agents are invoked. Parallel work is worthwhile only if the reduction in waiting or the improvement in output justifies the extra calls, coordination, and merge risk. The tasks must also be independent enough that one branch does not need another branch’s result before it can proceed.
Check the join, not just the branches
A fan-out design is incomplete until it specifies how partial results become one usable result. Decide how to handle a missing branch, conflicting answers, or outputs in inconsistent formats. If a person must resolve every disagreement, parallel execution may move rather than remove the bottleneck. Measure the quality of the combined output as well as the speed of each branch.

Keep a human decision point for consequential work
For high-stakes decisions, safety-critical operations, or subjective approvals, keep a human review or approval step where it matters. Google Cloud includes human involvement as an architecture consideration. OpenAI’s practical agent guide describes agents halting on failure and returning control to a user within guardrails. A human checkpoint can address a need for judgment or accountability without introducing a team of autonomous agents.
Make the handoff useful: give the reviewer the relevant evidence, the proposed action, and a clear way to approve, reject, or request correction. A review step does not prove the proposal is correct, remove the need for validation, or transfer accountability away from the people operating the system. Set the point of human control according to the consequence of an error, not simply because a task contains a model.
When multi-agent coordination is worth the overhead
Multiple agents can make sense when the workload has a specific property that a simpler design cannot handle adequately:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Independent specialist work can run in parallel. Distinct contributions may benefit from concurrent work, provided there is a sound way to combine them.
- Domains have separate owners or access rules. Microsoft identifies independently managed teams and security or compliance separation as concrete reasons for multiple agents. A role label alone is not a boundary; the architecture must enforce the required separation.
- The task is open-ended enough to need dynamic decomposition. Google Cloud describes hierarchical decomposition for ambiguous planning and synthesis. Deeper hierarchies also add model calls, latency, cost, and architectural complexity.
- A measured single-agent baseline falls short. If representative tests show a specific limit—such as inadequate specialization or inability to manage the breadth of the task—an additional agent may address that limit.
Do not use “complex” as a proxy for any of these conditions. A task can be long but predictable, information-heavy, tool-heavy, ambiguous, high-stakes, or parallelizable; the appropriate remedy differs in each case. Prototype a simpler baseline and add coordination only when it addresses an observed requirement.
A practical sequence for choosing an architecture
- Define the workload. State what a successful completed task looks like, the likely failure modes, the data involved, and the permissions required. Include realistic examples rather than relying on a broad label such as “research” or “automation.”
- Establish the simplest baseline. Try conventional code for fully specified rules and a direct model call for work that can be completed in one pass. Record whether the result meets the task’s quality and operational requirements.
- Try one bounded agent if the task needs several decisions or tools. Keep it within one domain, define its tool permissions, and evaluate its behavior on successes and failure cases.
- Put known transitions in a workflow. For a repeatable sequence, use code-defined steps, retries, and stop conditions. Invoke a model at the steps that need judgment rather than handing the entire process to a model coordinator.
- Test context changes when information is the problem. Improve indexing, chunking, passage selection, or context management and measure whether the agent can then complete the task accurately.
- Compare parallel jobs with parallel agents when work is independent. Include merge quality, resource use, and end-to-end latency—not just the time saved by the fastest branch.
- Introduce multiple agents only for a demonstrated need. Identify the requirement they address: specialization, parallel reasoning, dynamic routing, or access separation. If the requirement cannot be named and tested, the extra coordination is not yet justified.
- Compare complete systems. Evaluate representative task quality, cost per completed task, end-to-end latency, failure and recovery behavior, security scope, observability, and maintenance effort. Include unsuccessful runs and recovery in the comparison.
What current evidence does—and does not—show
A 2026 preprint by Xu and coauthors, “Rethinking the Value of Multi-Agent Workflow: A Strong Single Agent Baseline,” reports experiments across seven benchmarks covering coding, mathematics, question answering, domain reasoning, planning, and tool use. Its abstract reports that a single agent matched the homogeneous workflows examined and could match an automatically optimized heterogeneous workflow, with an efficiency advantage in the studied setup. The authors also state that single-LLM methods cannot capture heterogeneous workflows because they lack a shared KV cache across different LLMs.
Those findings are bounded experimental results from a preprint, not a guarantee that one agent will match a multi-agent system for every workload or production environment. The official architecture guidance discussed above also does not provide one comparable published figure that settles the choice for all systems. Use the preprint to motivate a strong single-agent baseline, not to skip task-specific evaluation.
Google Cloud Architecture Center, Microsoft Learn, Microsoft Azure Architecture Center, Akka Documentation, and OpenAI’s agent documentation and practical guide provide design guidance for the patterns described here. Their recommendations support a decision process, not a universal ranking of products or a claim that one architecture always wins.
