AI Won’t Fix America’s Debt, Guardian Analysis Argues

AI could improve America’s fiscal outlook, but the Guardian’s analysis and CAP modeling show why productivity gains alone are no sure cure for federal debt.

AI could improve the U.S. fiscal outlook if it delivers large, sustained productivity gains. But faster growth alone is no guarantee that federal revenue will rise enough—or that borrowing costs and spending pressures will not rise too. The Guardian’s October 2026 analysis argues that counting on an AI boom to repair the debt is a risky bet, not a substitute for fiscal choices.

Why wouldn’t faster AI-driven growth automatically fix the debt?

When the economy grows, the federal government can collect more revenue without changing tax rates, and the debt may become smaller relative to gross domestic product (GDP). But those effects depend on what grows, for how long, and how the resulting income is taxed. The debt path also reflects spending, interest rates, and the gap between revenue and non-interest spending—the primary deficit.

In Eduardo Porter’s October 11, 2026 Guardian analysis, the high growth rates needed to meet particular budget goals are scenario calculations, not forecasts. Under the assumptions described in the article—including tax cuts becoming permanent and the government not recovering tariff revenue—annual economic growth of 4.4% over the next decade would be needed to bring the deficit down to 3% of GDP by 2036. Balancing the budget by that year would require 7.2% annual growth. Neither figure is presented as a likely outcome.

The scale of the challenge also reflects the cost of borrowing. The Guardian reports federal interest payments at 3.3% of GDP, compared with an average of 2.1% over the preceding 50 years. Higher growth can help the denominator in the debt-to-GDP ratio, but if interest costs and primary deficits remain large, growth may not be enough to change the direction of that ratio.

The article also cites a Committee for a Responsible Federal Budget estimate that the One Big Beautiful Bill Act would add $4.7 trillion to federal debt through 2035. That estimate is an attributed projection, not a realized debt total; it illustrates why the fiscal baseline and policy assumptions matter when assessing any claim that future growth will cover today’s commitments.

What does productivity have to do with debt sustainability?

A higher output level is not the same as permanently faster growth

A productivity improvement can raise the economy’s level of output: workers and businesses produce more than they otherwise would. That can improve fiscal arithmetic for a time. But a one-time step up in output does not necessarily keep the economy growing faster year after year. If productivity growth returns to its earlier pace, debt pressures can resume their previous trajectory.

In its June 23, 2026 analysis, the Center for American Progress (CAP) models different AI-related productivity paths and stresses that the duration of a boost matters. Favorable, sustained productivity assumptions can stabilize or lower the debt ratio within the report’s budget window. But the productivity growth needed is well above recent historical averages, and the report cautions that a boost may not persist.

The growth rate required is historically unusual

The Guardian, reporting on CRFB analysis, says that stabilizing federal debt would require average total factor productivity growth of 2.5% per year over the next decade. Total factor productivity measures how efficiently labor and capital combine to produce output. The Guardian says the U.S. has reached that rate only once since 1959. This is a demanding scenario threshold, not a claim that AI will or will not achieve it.

CAP’s debt-path charts use the authors’ adjustments to the Congressional Budget Office’s 2025 long-term budget outlook because equivalent adjustments to the 2026 outlook were unavailable. CAP says the 2026 outlook would be worse under higher long-run interest-rate assumptions. Its modeled outcomes should therefore be read with that projection vintage and those assumptions in view, rather than as a current official forecast.

Which AI-and-debt scenarios should readers distinguish?

The debate is not simply an optimistic forecast versus a pessimistic one. A useful comparison asks whether productivity gains last, who receives the income, and what happens to borrowing and public spending.

Scenario or mechanism What it means for the debt outlook What the cited analysis establishes
Temporary productivity level boost Output and revenue can rise relative to the baseline, but if productivity growth returns to its prior pace, the debt path may resume its earlier direction. CAP explains this limitation in its June 2026 analysis; it does not provide a single guaranteed fiscal outcome for every temporary boost.
Sustained, unusually strong productivity growth Higher output over time can help stabilize or lower debt relative to GDP, depending on tax receipts, spending, and interest costs. CAP’s favorable modeled scenarios stabilize or lower the debt ratio within its budget window; the required productivity growth exceeds recent historical averages.
Growth concentrated in capital income If more gains accrue to capital than labor, federal revenue may rise less than it would if income were broadly shared, given current tax arrangements. Porter presents this as a fiscal mechanism; the cited materials do not quantify a specific revenue loss from this distributional shift.
AI investment financed with borrowing Large private financing needs could compete with government borrowing for investor capital and potentially raise financing costs, depending on market conditions and returns. The Guardian discusses this risk but does not establish its eventual size or direction as a realized outcome.
Worker displacement and lower labor income Displacement could weaken labor income and create pressure for additional public spending, offsetting some gains from higher productivity. CAP identifies these as risks; its analysis notes that evidence on workplace adoption and labor effects remains limited.

For any new projection, check the size of the assumed productivity increase; whether it is a one-off level change or a persistent growth-rate increase; effects on employment, hours, and labor income; how gains divide between labor and capital and how each is taxed; interest costs and government borrowing; and the baseline, policy assumptions, and time horizon. A result can change materially when any of those inputs changes.

Could AI investment itself make government borrowing more expensive?

Building data centers and other AI infrastructure takes substantial capital. The Guardian reports economist Hanno Lustig’s estimate that owners of data centers would need average revenue growth of 45% a year for seven years to break even on the investments he describes, with revenue reaching roughly 9.2% of GDP in 2032. These are attributed estimates about what would be required, not observed results or a prediction that those revenues will be achieved.

The Guardian also reports an estimated $1.43 trillion in data-center investment in 2026 and analysis by Jared Bernstein and Ryan Cummings that six superscalers would need $13.1 trillion to $18.7 trillion in additional revenue over ten years to pay for AI investments. Those figures describe estimates and financing hurdles, not established future spending or revenues. If private projects seek large amounts of capital while the federal government also borrows heavily, competition for investor funds could raise financing costs. Whether that occurs, and by how much, depends on market conditions and whether expected AI returns materialize.

Who captures AI’s gains may matter as much as how large they are

Productivity gains improve the public finances only to the extent that they support taxable income or reduce public costs. Porter’s argument is that if AI shifts income from workers toward capital owners, current tax arrangements may convert the resulting economic gains into less federal revenue than a similar increase in labor income would. The cited analysis offers this as a mechanism, not a quantified estimate of the tax difference.

Employment effects complicate the picture further. If adoption reduces hours or displaces workers, labor income and tax receipts could weaken while demand for public support rises. Conversely, productivity-enhancing tools that complement workers could raise output without the same displacement pressure. The materials do not establish which path will dominate across sectors or how quickly it will occur.

CAP also warns against treating debt reduction as an end that overrides every other budget consideration. Its June 23, 2026 press release quotes co-author and senior director of federal budget policy Bobby Kogan saying that primary deficits are higher and interest rates have rebounded, making course correction more difficult than a decade earlier. The report argues that fiscal choices should avoid harming vulnerable people or cutting productive public investment in ways that could undermine growth.

What does the wage estimate say—and what does it not say?

CAP estimates that average worker wages in 2055 would be about $4,200 lower under a rising-debt path than under a comparison scenario in which the debt ratio is stabilized. This is a modeled difference between two paths, not a prediction that wages will fall by $4,200 in absolute terms. The comparison conveys one possible long-term cost of rising debt; it does not isolate AI’s effect on wages.

So, can America “grow its way” out of the debt problem?

AI could make the fiscal outlook better if it produces sustained productivity growth, the gains generate federal revenue, and the boost is not offset by higher interest costs or displacement-related spending. CAP’s favorable scenarios show that such a path is possible under particular assumptions. The Guardian’s analysis explains why it is unsafe to count on that outcome: the growth and productivity requirements are unusually demanding, the revenue effect depends on who receives the gains, and AI infrastructure financing could add pressure rather than relief.

The practical conclusion is not that AI cannot help, but that it is not a fiscal plan. Debt projections should be tested against several productivity, labor-income, tax, spending, and interest-rate scenarios. Budget policy still has to address the choices within government control rather than assume an uncertain technology boom will settle the bill.
