AI Token Costs Are Falling—Why Is Enterprise AI Spending Rising?

Falling AI token prices do not guarantee smaller bills: wider adoption, complex agentic workflows, and surrounding operating costs can push enterprise spending higher.

Because a lower price per token does not guarantee a lower bill. Organizations may use AI more often, send longer prompts, tackle harder tasks, or run agents that make multiple model calls. Those increases in usage and workflow cost can outweigh cheaper inference.

Why lower token prices do not automatically lower your AI bill

A useful way to think about total AI cost is: unit price × usage, plus the cost of the surrounding workflow. This is a conceptual framework, not a universal accounting formula. Token prices cover only one part of an AI deployment; integration, evaluation, governance, and the systems that connect models to business processes can add costs too.

Lower prices can also make it economical to use AI in more places. A company might move from a few pilot projects to daily use across teams, or expand from short prompts to long documents and more involved tasks. Even if each token costs less, total consumption can rise faster.

Model price measures also describe different things. A provider’s cost to run inference is not necessarily the price charged to a customer. A token list price is not the same as a quality-adjusted price index, the cost of completing a task, or an organization’s full AI spend.

What the spending and price figures actually show

Measure Reported figure What it covers
AI model and platform spending Gartner forecast $64 billion in worldwide end-user spending for 2026, up 63.4% from $39 billion in 2025. A market forecast for AI models and platforms—not a measure of every enterprise’s AI bill or the entire AI market. Gartner, July 20, 2026
Quality-adjusted model prices The OECD reported that its text-to-text AI model price index fell nearly 80% from January 2024 through April 2026. An aggregate index of quality-adjusted cloud model prices, not a claim that every model, contract, or customer’s price fell by that amount. OECD, Artificial Intelligence Markets, 2026
AI budget overruns McKinsey reported that 93% of surveyed organizations said they had exceeded AI budgets. A survey finding as reported in its October 2026 article. The accessible article excerpt does not give full sample or fieldwork details, so the figure should not be read as a census or universal rate. McKinsey, October 4, 2026
Price of intelligence and open-source models Demirer, Fradkin, and Tadelis reported a roughly thousandfold fall in the price of intelligence and open-source models costing about 90% less than comparable closed-source models. Findings from an OpenRouter-based analysis in the Journal of Economic Perspectives, not fixed prices for a specific model or task. Journal of Economic Perspectives, 2026

These measures can move in opposite directions without contradicting one another: one tracks the price of a unit or a quality-adjusted model, while another tracks spending across a growing market. The figures have different scopes and should not be combined into a single measure of enterprise costs.

Why agents and complex workflows can use more tokens

Simple chatbot exchanges may need only a prompt and a response. An agentic workflow can break a request into steps, call tools, inspect results, and ask a model to reason again. That may mean more tokens and more inference calls for one completed task.

  • Supports ONNX, TensorFlow, Keras, and TFLite models through the MemryX software stack on Linux and Windows hosts.

Gartner said agentic models require 5–30 times more tokens per task than a standard generative AI chatbot. In a separate forecast, Gartner projected that inference costs per agentic workflow will increase more than fivefold through 2028. The forecast concerns workflow inference costs; it is not a prediction that every organization’s bill will rise by that exact amount. Gartner, August 17, 2026

Gartner also forecast that by 2030, provider inference cost for a one-trillion-parameter large language model will be over 90% lower than in 2025. That is a forecast about provider costs for a particular model size—not an observed reduction, customer price guarantee, or forecast for every model. Gartner, March 25, 2026

  • Enterprise-Grade Thermal Solution: Vapor chamber heatsink with industrial Honeywell PTM7950 thermal interface material ensures reliable cooling under sustained professional loads.

Lower-cost inference and rising workflow costs can therefore coexist. Gartner’s August 2026 release describes the tension this way: “tokens are becoming more cost-efficient, but not as quickly as AI capabilities and the costs associated with those capabilities are increasing”.

How to control costs without choosing a model by token price alone

Compare models on the work they complete and the outcome they deliver, not just their advertised token rates. Gartner recommends considering cost alongside latency, performance, reliability, evaluation, cost transparency, usage tracking, and policy enforcement. Gartner, July 20, 2026

  • Measure cost per completed task. Include retries, tool calls, and the prompt and response tokens needed for a successful result. Where possible, compare against a defined business outcome rather than a token total alone.
  • Track what drives consumption. Monitor token volume, context length, call counts, and agent or tool behavior by workflow. These help reveal whether a higher bill comes from greater adoption, more intensive tasks, or inefficient execution.
  • Route work to an appropriate model. Gartner says no single model fits every use case. Efficient small or domain-specific models may handle routine requests, while more costly frontier models can be reserved for tasks that need higher-end reasoning.
  • Evaluate quality alongside cost. A cheaper model that needs repeated retries or produces unusable answers may cost more per successful task. Test models against the actual requirements of each workflow.
  • Set visibility and governance controls. Usage tracking, budget thresholds, policy enforcement, and clear ownership help teams spot unexpected consumption and decide which use cases justify it.
  • Count workflow costs beyond inference. Integration, data preparation, evaluation, and skills investments affect whether AI creates value, even though they are not token charges.

The OECD likewise cautions that lower per-token prices and better model performance are not enough on their own to reduce the effective cost of AI use. Agents can consume substantially more tokens per task, and broad productivity gains depend on systemic adoption in core processes and complementary investments such as data and skills.
