An AI system prompt is a set of high-priority instructions and context that steers how a chat model responds. It can define the model’s role, task, audience, tone, boundaries, safety guidance, and—where supported—tools or data it should use. It guides behavior; it is not a guarantee of accuracy or safety.
What is an AI system prompt?
Microsoft Learn defines a system message as “a set of high-priority instructions and context that you send to a chat model to steer how it responds.” The terms system prompt and system message are often used for this idea; Microsoft also uses metaprompt. Microsoft’s Fluent 2 guidance lists system instruction and meta-prompt as alternatives. Microsoft Learn recommends “system message” as common terminology. Microsoft Learn: Safety system messages and Microsoft Fluent 2: System prompt engineering describe the terms.

What does it do?
A system prompt sets broad direction before or alongside a user’s particular request. For example, it might tell a model to act as a concise technical explainer, write for beginners, stay within a defined subject, follow safety rules, or use specified tools or data. The exact contents depend on the application; not every prompt includes every element. Microsoft Learn describes these kinds of instructions and context.

A user prompt is the individual request—such as “Explain how a router assigns IP addresses.” A system prompt establishes broader instructions for how the model should handle requests. In OpenAI’s documented instruction hierarchy, system or policy constraints precede developer-level goals and user prompts. This describes OpenAI’s guidance, not a universal implementation: providers may expose different message roles and order them differently. OpenAI’s safety-evaluation report discusses that hierarchy.

What makes a useful system prompt?
Microsoft’s Fluent 2 guide recommends organizing a system prompt around four parts:
- Role: What kind of assistant the model should be.
- Task: What it should do.
- Rules: Boundaries and requirements it should follow.
- Example output: A sample showing the expected format or style.
Clear, relevant instructions make the intended behavior easier to understand. These elements are a practical structure, not a formula that guarantees a particular result. Microsoft Fluent 2’s system prompt guidance explains the structure.

Does a system prompt guarantee safety or keep instructions secret?
No. A prompt can guide behavior and help set boundaries, but it should not be treated as a complete safety or reliability measure. Microsoft describes safety system messages as one layer in a broader strategy that can also include model selection and training, grounding, content-safety classifiers, and user-interface mitigations. Microsoft Learn outlines this layered approach.
Nor should hidden instructions be assumed to stay secret: OpenAI’s safety-evaluation report describes tests of whether models resist attempts to extract system-prompt content. That is evidence that extraction is a relevant risk, not a claim that every model will reveal its prompt. OpenAI’s report provides that evaluation context.
