The ideas can overlap, and neither has a universally accepted definition or test.
What is AGI?
Artificial general intelligence (AGI) refers to AI with competence across a broad range of cognitive tasks, rather than systems built for one narrow task. A central part of the idea is transfer: learning or applying skills in unfamiliar settings without needing a separate, task-specific system for each one.
The UK-led International Scientific Report on the Safety of Advanced AI uses a stronger formulation: a potential future system that equals or surpasses human performance on all or almost all cognitive tasks. IEEE’s Artificial General Intelligence overview likewise emphasizes competence that transfers across arbitrary tasks and domains, including learning new skills.
General-purpose AI is not automatically AGI
A general-purpose AI model can perform, or be adapted to perform, a wide variety of tasks. That describes task range or adaptability; it does not establish human-level general intelligence. The UK report explicitly treats general-purpose AI as a much weaker concept than AGI.

What is superintelligence?
Superintelligence describes capability relative to humans: how well a system performs on tasks, not simply how many kinds of task it can attempt. A system may be highly capable in a narrow area without being general, while an AI that is broadly capable may not outperform people across those abilities.
A 2026 paper from the White House Council of Economic Advisers draws this distinction by treating AGI and specialized AI as descriptions of task generality, and superintelligence as a description of capability on those tasks. Its boundary is not settled: under that framing, an AGI able to perform every human task at computer speed could count as superintelligent.

The terms can overlap because they measure different dimensions. In a 2023 essay, OpenAI described superintelligence as “future AI systems dramatically more capable than even AGI.” That is OpenAI’s framing, not a universal definition.
How to assess a claim about an AI system
Instead of relying on a label, separate the questions that a claim may blur together:

- Transfer: Can it apply what it has learned to unfamiliar tasks, or does it need task-specific training or adaptation?
- Performance: How does it compare with people on each task? A result on one task does not establish performance across others.
- Evidence: Are results robust across tasks and settings, or do they come from a narrow benchmark or selected demonstration?
- Operating conditions: What tools, internet access, memory, resources and human oversight were available? The UK report notes that capabilities depend partly on such environmental affordances.
Researchers infer capability from observed behavior in context. The UK report says there is no widely accepted definition of capability and that current assessment methods have limits; IEEE also notes that there is no agreed test for AGI. A high score on one benchmark is evidence about that benchmark, not proof of generality across unfamiliar tasks.
Are we at AGI or superintelligence yet?
The cited definitions and measurement sources treat both as hypothetical or future concepts, and the assessment criteria remain unsettled. That does not settle every possible definition, but it does mean that a company’s announcement or one benchmark result cannot, on its own, establish that a system is AGI or superintelligent. Claims need to specify the definition used, the tasks assessed, the comparison with human performance and the conditions under which the system was evaluated.

Policy language is not necessarily a technical consensus. A September 2026 U.S. executive order directs executive-branch agencies to use “Super Intelligence” and “SI” in specified official non-statutory communications. For that order, the terms temporarily refer to technologies and systems already covered by the statutory AI definition; it also directs an official to propose a federal definition within 60 days. This is an instruction for government communications, not evidence of an agreed technical definition.
