An AI review can flag problems or suggest a fix, but it does not block a pull request from merging unless repository rules make its result a required condition. In GitHub, required reviews and required status checks are separate controls: a team decides which checks and approvals must pass before a protected branch accepts a change.
AI review and merge policy do different jobs
An AI coding or review tool produces feedback: it may identify a possible defect, explain code, or propose a change. Whether that feedback prevents a merge is a separate question, answered by the code host’s repository rules. If the AI result is informational rather than a required check, a green or favorable review does not itself establish a merge gate.

CI can provide a deterministic merge condition when the repository requires the relevant check and the check reports against the commit being evaluated. Tests, security analysis, and other automated checks can therefore inform policy, but merely running them—or seeing a green result somewhere in the pull request—does not make them mandatory.
How GitHub separates reviews from status checks
GitHub documents required pull request reviews and required status checks as distinct branch-protection settings. A required review asks for human approval under the configured review policy; a required status check requires a named check to report a passing result. GitHub Docs says: “After enabling required status checks, all required status checks must pass before collaborators can merge changes into the protected branch.” See About protected branches.

That distinction matters when a team adopts AI review. An AI comment can help a person review a change without replacing the required human approval. Or an AI-backed service may report a check, but the team must deliberately configure that check as required if it is meant to block merging. The presence of an app, comment, or status alone is not evidence that branch policy enforces it.
Why a green check may not satisfy the gate
A required check must apply to the commit currently under review. If a developer pushes a new commit after a check passes, the earlier result is not enough to satisfy the requirement for the new commit. GitHub’s troubleshooting documentation states that “Required checks must pass on the latest commit SHA.” See Troubleshooting required status checks.

When a check appears green but GitHub still blocks a merge, verify that it is the configured required check, that it has completed successfully for the latest commit SHA, and that the branch protection or ruleset applies to the target branch. A result for an earlier revision can be useful history, but it is not current evidence for the revision being merged.
Choose gates for the risks you need to control
There is no universal checklist of required jobs. Teams should select checks that match their repository’s risks and delivery process, then configure the code host to enforce the conditions they actually depend on.

- Human review: Require approval when a maintainer must assess design, context, or behavior that automated checks cannot reliably decide.
- CI tests: Require the test suites that provide meaningful regression protection. A passing suite is evidence about those tests, not proof that the change is correct.
- Security analysis: GitHub documents code-scanning merge protection as an additional analysis gate, separate from ordinary status-check requirements. See Code scanning merge protection.
- Coverage thresholds: GitHub announced ruleset-based code coverage merge protection on June 30, 2026. This is a GitHub-specific capability described in its announcement, not evidence that every repository host provides the same control. See GitHub code coverage merge protection for pull requests.
- Deployment protection: Treat production or environment approval as a separate release control where appropriate; a merge gate and a deployment gate need not be the same policy.
Put the policy into effect
- Choose the target branch and risks. Decide which human approvals and automated results must be present before changes reach that branch.
- Make the chosen conditions required in the code host. In GitHub, configure the applicable protected-branch or ruleset controls for required reviews and required status checks; use a platform-specific merge-protection feature where it matches the requirement.
- Confirm the check identity and ownership. Establish which workflow or service is expected to report each required result, who can change that workflow, and who can alter repository rules. These are governance checks for your setup, not guarantees provided by a green status.
- Verify freshness. Confirm that each required result is for the latest commit SHA being merged, rather than an earlier revision.
- Keep AI feedback in the review loop. Treat AI findings as advice to inspect and validate, not as an automatic substitute for tests or human judgment. GitHub’s responsible-use guidance advises users to review and verify AI-generated security and quality responses, and to verify CI after committing a suggested fix. What a passing pipeline does—and does not—tell you
A required green pipeline means the configured checks passed for the commit they evaluated. It does not show that the checks cover every relevant failure, that the repository’s policy is well chosen, or that the change is free of defects. AI review can add another source of useful scrutiny, but its value is not the same as enforcement. The effective gate is the combination of repository policy and current results from the checks that policy requires.
