AI can help a building department organize permit submissions, extract information from plans, and flag potential code issues. It should not make the permit decision. A sound pipeline is configured for the project’s actual jurisdiction and adopted code, ties every suggested finding to plan evidence and an authoritative provision, and leaves qualified officials in control of review and disposition.
Why the pipeline must start with the jurisdiction
There is no single US building code that applies uniformly to every permit. States and local governments adopt and amend model codes, and the applicable requirements can depend on the authority having jurisdiction, project type, and effective dates. NIST describes this state-and-local role in Understanding Building Codes. NIST says new versions of consensus standards are generally published every three to six years and ICC model codes are developed and updated every three years; those are code-publication cycles, not permit-review timelines.

What an AI permit-review pipeline should do
Permit review is a sequence of intake, technical review, corrections, and decision—not a single plan-scanning step. FEMA’s Building Codes Toolkit for Homeowners and Occupants describes common application materials and the general review process. Local procedures differ; for example, Orlando documents local plan-submission conventions and intake routing on its construction project plans page.
- Set up the project. Confirm the jurisdiction, project scope, applicable code set, amendments, and review disciplines before running technical checks.
- Check submission completeness. Verify required application materials, file readability and format, sheet identifiers, naming conventions, and locally required signatures or seals. Report administrative incompleteness separately from a possible code deficiency.
- Process documents with provenance. Preserve submitted originals and versions. Classify sheets and attachments, then extract fields such as dimensions, occupancy, construction type, and stated design criteria. Store the page, sheet, and region supporting each extracted value. Route low-confidence OCR, ambiguous drawing interpretation, and conflicting values for human review.
- Generate candidate checks. Run deterministic checks where a requirement can be represented clearly as a rule. Use AI to assist with document interpretation and candidate issue identification, but keep model-generated interpretations distinct from deterministic results.
- Put findings in a human review queue. Group suggestions by discipline and risk. For each one, show the relevant plan evidence, the cited provision and its edition or amendment, and a concise explanation. Let reviewers accept, reject, edit, or defer a suggestion and record why.
- Issue a structured correction report. After reviewer disposition, produce comments that identify what needs attention and where. When revised plans arrive, compare versions, identify changed sheets and extracted facts, and reopen affected checks without erasing the history of earlier findings or responses.
- Record the decision and case history. The authorized official makes and records the permit decision under local procedure. Retain the submission, applicable rule-set version, relevant model and prompt configuration, retrieval sources, proposed findings, human edits and dispositions, notices, and final decision under the jurisdiction’s records requirements.

Keep code evidence and human authority visible
Make every proposed issue traceable
A useful candidate finding should link to both the plan evidence and the governing requirement. The plan link should identify the relevant sheet or calculation and, where practical, a region. The code citation should identify the edition and applicable amendment. If the system cannot retrieve an authoritative provision or the drawing evidence is ambiguous, it should abstain and send the question to a reviewer rather than invent a citation or present uncertainty as a violation.
Do these 3 things before closing this tab:

The 2024 International Residential Code assigns application review and permitting duties to the building official within that model code’s scope. ICC’s 2024 IRC, Chapter 1 is a model-code source; whether and how it applies depends on local adoption and amendments. The architecture should therefore present AI outputs as review support, not as an automatic approval, denial, or binding interpretation. Safety-critical, novel, conflicting, or low-confidence issues need qualified human attention.

Preserve correction history
Plan review is iterative. Keep the original submission, each revision, the findings made against each version, and the applicant’s responses. A changed drawing may affect more than one check, so the system should show which results were reopened and why. Reviewers should be able to correct extracted facts and model suggestions without silently replacing the prior record.
Design governance around risk, not a single accuracy score
NIST’s voluntary AI Risk Management Framework organizes risk work into Govern, Map, Measure, and Manage functions. NIST says the framework is being revised; consult its AI RMF program page for current status. For generative-model use, NIST’s Generative AI Profile, published July 26, 2024, provides additional risk-management guidance; related materials are listed on the AI RMF Resources page.

- Measure by task and document class. Evaluate extraction and finding quality separately by jurisdiction, code edition, discipline, project class, and document type. One aggregate score can conceal poor performance on a particular kind of drawing or review.
- Track useful failure signals. Monitor false positives, issues missed and later found by human reviewers, abstentions, reviewer overrides and their reasons, and correction-cycle patterns.
- Control change. Version rules, retrieval sources, models, and prompts. Test updates against representative cases, record changes, and maintain a way to roll back a faulty rule or model release.
- Plan for incidents and unequal effects. Define escalation and correction procedures when a faulty output affects a case. Examine disparate operational effects where the data and legal review support that analysis.
- Set retention and access rules. Determine what project data is retained, where it is processed, who can access it, how deletion works, and whether customer data may be used to train shared models. Align records retention, security, accessibility, and procurement controls with local requirements.

Before deployment, a jurisdiction should identify its authoritative code sources and adoption history, permitted delegated-review roles, integration interfaces, retention rules, security and accessibility requirements, and a representative evaluation set. Compare options against practical capabilities rather than a broad claim that a system “reviews plans.”
- Jurisdiction and code control: Can staff represent adopted editions, amendments, effective dates, and authority-specific rules, with a reviewable update process?
- Evidence traceability: Can each suggested finding point to the specific plan sheet or region and the code source that support it?
- Human control: Can authorized staff inspect, edit, reject, defer, and document suggestions with role-based permissions?
- Document capability: Which file formats, drawing types, scans, calculations, and discipline-specific content are supported? Ask for evidence by document class instead of relying on a single overall accuracy claim.
- Workflow integration: Can the system work with the jurisdiction’s permitting system, identity controls, document management, comment workflow, status updates, and records retention?
- Operations and security: Can staff evaluate representative historical cases, monitor releases, control data access, and revert problematic changes?
- Procurement and accessibility: Does the implementation meet the jurisdiction’s procurement, accessibility, records, and security requirements?
These choices cannot be answered generically for every US building department. Review durations, allowed formats, delegated-review rules, policies, and code versions vary by jurisdiction. Orlando’s submission guidance and Indiana’s Building Plan Review page illustrate that operational requirements and policies are local and can change.
