AI Makes Code Easier to Replace—Why Specifications Should Lead

AI speeds up implementation, but specifications keep requirements, constraints, and edge cases visible. Here’s how spec-driven development works—and what it cannot prove.

AI can generate and revise code quickly, but speed does not ensure that software reflects what people meant to build. In AI-assisted development, a clear, maintained specification can be a more durable guide than any single implementation: it records the intended behavior, constraints, edge cases, and ways to check the result. That does not make source code disposable. It shifts attention toward preserving intent and verifying that the implementation follows it.

Here, “renewable code” is a framing for that shift, not an established technical term. The more widely used approach is spec-driven development (SDD), in which a team clarifies requirements and constraints before implementation, then uses them to guide and validate the work.

What spec-driven development means

In spec-driven development, a specification is an active engineering artifact rather than a brief prompt or a document filed away after planning. It describes the outcome software should produce, the limits it must respect, and the conditions by which a team can judge whether it works. An AI coding tool can use that context to generate code and supporting artifacts, while people remain responsible for deciding whether the specification is right and whether the result satisfies it.

Microsoft’s June 10, 2026 overview describes specifications as a connection between business intent, architecture, implementation, and validation. GitHub’s Spec Kit documentation similarly promotes intent-first development and refining specifications through multiple steps rather than relying on a single prompt. Neither approach removes the need to review code; the point is to give implementation and review a clearer shared target.

The phrase “specifications matter more than source code” is best understood as a change in emphasis, not a universal ranking. When implementation becomes faster to regenerate, the decisions that should survive a rewrite—what users need, what the system must do, and what it must not do—deserve explicit care. The running code still matters because it is what gets deployed, operated, and reviewed.

Why specifications gain value when AI generates code

A prompt may capture an immediate instruction, but it can leave important context scattered across meetings, chat, code comments, or individual memory. A useful specification gathers the relevant intent in a form that people and tools can revisit. It can make ambiguity visible before it turns into a confident-looking implementation.

  • Shared intent: Product, engineering, and other stakeholders can review the same description of the expected outcome.
  • Constraints: Architecture, technology, performance, organizational, or compliance requirements can be made explicit where they affect the change.
  • Edge cases: Failure behavior, dependencies, and unusual inputs can be discussed before the implementation makes assumptions about them.
  • Verifiable expectations: Requirements that can be checked mechanically can be connected to tests or other validation.

GitHub’s September 2, 2025 guide to Spec Kit emphasizes checkpoints for people to confirm the desired outcome, technical plan, and edge cases. Those checkpoints matter because generating more code is not the same thing as producing software that matches stakeholder intent.

Three levels of specification-led work

A January 30, 2026 arXiv paper by Deepak Babu Piskala describes three levels: spec-first, spec-anchored, and spec-as-source. They are useful as a spectrum of practice, not as a measured ranking of effectiveness.

Approach How the specification relates to code Where it can fit
Spec-first The team clarifies requirements and constraints before implementation, then checks the resulting code against them. A practical starting point for a feature or change where intent needs clarification before coding.
Spec-anchored The specification remains a reference throughout implementation and review; people and tools use it to guide changes and assess behavior. Work where requirements must remain visible across multiple implementation and validation steps.
Spec-as-source The specification takes a more central, potentially executable role in producing or defining system behavior. Contexts where teams can invest in making specifications operational and keeping derived artifacts aligned.

The categories describe different degrees of formality and coupling between specification and implementation. They do not establish that every project should use the most rigorous level. Existing systems, changing requirements, the cost of maintaining artifacts, and the need for human clarification all affect what is sensible.

A practical workflow for using specifications with AI

For a bounded feature, a team can use the following sequence. Scale the detail to the risk and size of the change rather than imposing a full process on every edit.

  1. Capture intent. Write down the user outcome, expected behavior, important decisions, constraints, and non-goals. Include rationale that would otherwise remain only in prompts, meetings, or chat.
  2. Clarify uncertainty. Identify ambiguous requirements, dependencies, failure cases, and edge conditions. Resolve consequential questions with the people who own the decisions before asking an AI tool to implement them.
  3. Set the plan and constraints. Describe relevant architectural, technical, organizational, compliance, or performance boundaries. Keep the plan tied to the actual system rather than letting a generated proposal stand in for review.
  4. Break work into checkable tasks. Divide the change into small pieces that can be implemented and assessed individually. This makes it easier to spot a mismatch before it spreads across a larger change.
  5. Generate and review. Ask the coding tool to work from the agreed context, then inspect focused changes against the stated intent. Review whether the implementation fits the existing system as well as whether it appears to satisfy the written requirements.
  6. Validate and maintain. Connect machine-checkable expectations to tests or other checks. When requirements change, update the specification and keep derived plans and tasks synchronized.

This sequence synthesizes Microsoft’s lifecycle guidance and GitHub’s four-stage Spec Kit workflow: specify, plan, tasks, and implement. GitHub describes Spec Kit as an open-source toolkit and names GitHub Copilot, Claude Code, and Gemini CLI as compatible coding agents. The human checkpoints remain important regardless of which agent a team uses.

What changes when requirements evolve?

A specification is not automatically kept current just because a team adopts an SDD workflow or a toolkit. GitHub’s Spec Kit documentation identifies an operational gap: teams still need to decide how artifacts such as spec.md, plan.md, and tasks.md are preserved and changed as requirements evolve.

That makes ownership and synchronization part of the engineering work. If a stakeholder changes a requirement, maintainers should determine which specification statements, plans, tasks, tests, and implementation assumptions are affected. Otherwise, the specification can become another conflicting source of truth. A useful process defines who can approve changes and how downstream artifacts are brought into line.

Where specifications stop

A specification can be incomplete, unclear, or simply wrong. An AI-generated implementation may meet every written acceptance criterion while violating an assumption nobody recorded. The Spec-Driven Manifesto warns that executable specifications do not prove unencoded assumptions or replace human judgment.

Tests and other automated checks provide evidence about the expectations that have been encoded; they do not establish that the expectations cover everything stakeholders care about. Code review, domain expertise, operational judgment, and conversations with stakeholders still have a role. A spec-driven process is strongest when it makes important decisions inspectable, not when it treats documentation as a substitute for thinking.

The available sources also do not establish a controlled, generalizable productivity or quality gain for SDD, or a universal point at which specification effort pays for itself. Microsoft Digital’s September 2026 account describes its own organizational experience, not a controlled study. Its principal group engineering manager, Sudhakar Sadasivuni, reports: “We quickly identified that improving the individual productivity of a developer was not resulting in a boost to team productivity. That was our hard lesson.” Treat that as a practitioner observation from Microsoft, not a general measurement.

How this differs from reproducible builds

Reproducible builds address a different question. The Reproducible Builds project describes practices for creating an independently verifiable path from source to binary, including deterministic output and recording or predefining the build environment so others can recreate and compare a build.

That can help establish that a binary corresponds to particular source and build conditions. It cannot establish that the source implements the right stakeholder intent. A specification helps describe and assess intended behavior; reproducible-build practices help verify the path from source to artifact. They are complementary, not interchangeable.

When to invest in a fuller specification

A lightweight note may be enough for a small, low-risk change. More structure is useful when a change has consequential edge cases, multiple stakeholders, significant constraints, or work that must remain understandable across implementation and review. The practical decision is which expectations should be explicit, which can be checked automatically, and who will maintain the artifacts as the system changes.

Microsoft recommends right-sizing the process and starting with a small pilot rather than applying a full lifecycle everywhere. That is a practical way to learn whether a team’s specifications clarify decisions and improve review without assuming a quantified benefit the available evidence does not establish.
