Use a rate limit to control how much work a system accepts while keeping it available; use a kill switch to stop a capability or operation when continuing is unsafe. They address different failure modes, so an AI system may need both: throttling for routine load control and a separate, deliberately scoped emergency stop.
What each control does
Rate limits constrain volume
A rate limit allows requests within a defined threshold and throttles or rejects requests that exceed it. AWS describes the behavior this way: “Requests below throttling rates are processed while those over the defined limit are rejected with a return message indicating the request was throttled.” A limiter is appropriate when the service should continue handling in-range work but needs to control traffic to protect capacity or resources. AWS Well-Architected Framework treats throttling as a way to limit requests.

Kill switches stop a capability or operation
A kill switch disables the specific feature, action, or operation it governs. It is the better fit when that activity must cease—not merely slow down—because a safety or operational condition makes continued execution unacceptable. OWASP’s Agentic AI Threats and Mitigations guidance lists rate constraints and kill switches as distinct controls. OWASP APTS

Choose by the failure you need to contain
| Decision point | Rate limit | Kill switch |
|---|---|---|
| Desired response | Keep serving traffic within the allowed rate; throttle excess. | Stop the governed capability or operation. |
| Typical scope | Matching requests, such as traffic for a client, route, workload, or request class. | The particular feature, action, or operation the stop mechanism controls. |
| Trigger | Measured request volume over a defined interval. | A safety or operational condition requiring activity to cease. |
| Recovery | Clients may back off and retry, or work may be queued if asynchronous processing is suitable. | Diagnose the condition and require an authorized decision before re-enabling the stopped function. |
The exact scope and trigger are system-specific; the cited guidance does not establish a universal threshold or recovery procedure. A useful design inference is to layer the controls when both problems matter: use limits to manage ordinary pressure, and maintain an independent stop path for unsafe activity.

Set rate limits against measured capacity
Do not pick a threshold simply because it sounds conservative. AWS recommends load testing to establish service capacity, setting throttles with expected request volumes in mind, and considering request size or complexity as well as request rate. A hundred small requests and a hundred expensive AI operations may impose very different loads.
Managed controls may not enforce an exact ceiling. Amazon API Gateway uses a token-bucket model with steady-state and burst limits; when requests exceed those limits, it may throttle them and return 429 Too Many Requests. AWS says callers should handle that response and retry in a rate-limited way. API Gateway also characterizes its throttles as best-effort targets rather than guaranteed request ceilings. Amazon API Gateway throttling documentation
For workloads that can run asynchronously, a queue can smooth demand instead of forcing every excess request to fail immediately. That changes the user experience and latency, so it is appropriate only when delayed processing is acceptable.
AWS WAF’s rate window is product-specific
AWS WAF rate-based rules count matching requests over an evaluation window. Its documentation lists 60, 120, 300, and 600 seconds, with 300 seconds as the default. WAF applies rate limiting near the configured limit; it does not guarantee an exact request count. These are AWS WAF settings and enforcement semantics, not universal defaults for rate limiters. Make a kill switch safe to operate
A feature flag can provide kill-switch behavior, but a toggle is not automatically a reliable safety control. OWASP warns about inconsistent flag states across services, rollbacks that restore code without restoring security configuration, client-side manipulation, and unsafe outcomes when the flag service is unavailable. OWASP guidance on application security
- Keep security enforcement out of client-controlled flag state.
- Verify that every relevant service component sees a consistent security state.
- Test what happens when the flag service is unavailable and ensure the outcome is safe for the capability being controlled.
- Define who may activate and clear the stop, and require diagnosis before re-enabling the function.
OWASP names LaunchDarkly, Split, Flagsmith, and ConfigCat as examples of feature-flag services. The choice of provider does not replace testing the flag’s integrity, propagation, and failure behavior.

Use both when load control and emergency stopping are separate needs
A rate limiter cannot substitute for a stop control if even one more invocation could be unsafe: it governs volume, not whether the operation is acceptable. Conversely, a kill switch does not manage ordinary traffic within a safe operating range. Define each control independently—what it governs, what activates it, who can change it, and how recovery is authorized—then test the behavior under realistic load and failure conditions.
