AI is transforming education by helping personalize practice, provide hints, analyze learning activity, support assessment, and inform advising and system-level decisions. These tools can extend what teachers and institutions can do; they do not make teaching automatic or guarantee better student outcomes. Their value depends on the educational need, the people using them, and evaluation in the setting where they are deployed.
What AI in education does
Educational AI refers to systems that use information about learners or educational activity to support decisions and actions. The OECD’s 2021 chapter, “Artificial intelligence in education: Bringing it all together,” describes systems that infer what students know, track engagement and learning strategies, predict possible trajectories, assess learners across multiple dimensions, and help people and computers decide how to provide support.

That range matters: AI in education is not one product or one classroom activity. It can assist an individual learner, help a teacher interpret learning activity, or inform decisions by an education organization. The model can produce an inference or recommendation; educators and institutions still need to determine what action is appropriate.

How AI can support learners and teachers
Intelligent tutoring and guided practice
An intelligent tutoring system can recognize aspects of a learner’s current knowledge, offer hints on demand, and use mastery-oriented progression so a learner moves forward after demonstrating understanding. This is a concrete way AI can support practice and feedback: the system responds to the learner’s work, while the teacher can remain responsible for instruction and broader learning needs.

The example describes an application, not a universal result. It does not establish that every AI tutor improves learning, works equally well across subjects or groups, or can replace a teacher.
Personalized learning and learning analytics
Personalized-learning systems and learning analytics can use learner interactions to infer knowledge, engagement, or learning strategies. In a classroom, those signals may help a teacher decide where to offer additional explanation, practice, or support. The useful question is not simply what a system can measure, but how its output connects to a specific instructional decision.

Model output should be treated as information for consideration, not as a decision in itself. A teacher or other responsible professional should interpret it in context and decide whether it warrants action.
Assessment, prediction, and advising
AI can also contribute to assessment across multiple dimensions and predict possible learner trajectories. At an institutional level, applications may inform academic advising and broader support planning. These uses extend beyond one-to-one tutoring, but the OECD’s 2021 overview presents them as areas of application and potential, not proof that a particular prediction or system-level intervention will produce a defined outcome.

How to choose an educational use
Begin with the decision the school or educator needs to make, then judge whether AI is a suitable support for it. Comparing tools by features alone can obscure whether they fit the learning activity or the people expected to use their output.
| Approach | Primary purpose | Questions to resolve |
|---|---|---|
| Learner-facing tutoring or practice | Support an individual learner with practice, hints, or mastery-oriented progression, as described in the OECD’s 2021 overview. | What learning activity does it support? What does the learner do, what does the teacher do, and how will usefulness be evaluated in this setting? |
| Learning analytics or personalized support | Use interaction data to infer knowledge, engagement, or strategies and help educators tailor support, as described in the OECD’s 2021 overview. | Which signals are relevant to a specific instructional decision, and how will an educator interpret the output? |
| Assessment, advising, or system support | Inform assessment, possible trajectory predictions, advising, or broader organizational decisions, as described in the OECD’s 2021 overview. | Who is accountable for acting on the output, what decision will it inform, and what evidence would show that the implementation is useful? |
For any approach, examine instructional fit, the roles of learners and educators, evidence from the relevant context, and whether affected stakeholders helped shape and review the use. The existence of an AI capability is not by itself evidence that it is appropriate for a school’s purpose.

Best practices for implementation
The steps below translate the OECD’s 2023 discussion of collaboration, shared understanding of context, iterative development, and evaluation into practical implementation guidance. They are not a universally validated checklist; adapt them to the learners, institution, and use case.
- Define the educational need. Specify the learning or operational problem, the setting and learners involved, and the intended outcome before choosing a tool.
- Co-design the problem and use. Involve educators and learners early, rather than asking for feedback only after a system has been built. Include school leaders and families where appropriate.
- Make responsibilities explicit. State what the AI system will do and what the learner, teacher, or institution will decide. Explain how model output will inform—not silently substitute for—human judgment.
- Bring relevant expertise together. Include educational practice, learning science, technical, ethical, and legal perspectives in design and review.
- Pilot and evaluate in context. Check whether the tool is useful for the intended activity and learners before expanding its use. Define what will be measured and how results will inform a decision about continuation or change.
- Keep collaboration active. Use evaluation and stakeholder feedback to refine both the technology and the educational practice around it.
The OECD’s 2023 chapter frames this work as cooperation among stakeholders in an innovation ecosystem. Its Triple Helix model centers universities and science, industry, and government; a Quadruple Helix extension brings civil society and users into the picture. In education, that points to collaboration among researchers and developers as well as teachers, school leaders, students, and, where appropriate, families.

The chapter identifies fragmentation between research, educational practice, and entrepreneurship as a barrier to useful innovation. Co-creation can help connect those groups, establish a shared understanding of the setting, and make evaluation part of development rather than an afterthought.
What the evidence supports—and what it does not
The OECD’s 2021 chapter maps educational AI applications and potential. It is not evidence that every tool improves student outcomes, and it should not be treated as an evaluation of all current generative-AI products. The OECD’s 2023 chapter focuses on responsible innovation and multi-stakeholder collaboration. Neither source, as described here, establishes a universal numerical improvement in student outcomes.
For that reason, schools should avoid broad claims about effectiveness unless they have evidence for the specific implementation, learners, setting, and outcome being discussed. A pilot can help determine whether a tool is useful locally; an observed result should be described with its context and measure rather than generalized to all schools.
