AI Doesn’t See One Internet: Why Residential Proxies Matter for Local Web Data in 2026

Residential proxies can help researchers inspect location-dependent web pages, but an apparent IP location is not proof of what local customers see—or permission to collect data.

Web pages can vary with the location associated with a request. A residential proxy routes that request through an IP address associated with a residential connection, so a site may return a location-specific view. That can help researchers examine local search results, product listings, or ads—but it does not prove what local customers see, establish a visitor’s true location, or make data collection lawful.

Why does a website look different in another country or city?

Websites and online services may tailor content using the apparent location of a connection. A search page, product listing, or advertisement can therefore differ between requests associated with different places. Location is only one possible factor: account state, cookies, language, device signals, and timing may also affect the result. The available evidence does not establish how much each signal matters for any particular site.

This matters for AI and other data-driven systems because their view of the web depends on what they can access and collect. A dataset assembled from one network location is not automatically a complete or universal picture of the web. Geographic web-data collection can also be incomplete, inconsistent, biased, and limited in historical coverage, according to a 2023 study of geographic data acquisition. Read the 2023 study.

What is a residential proxy, and what does it change?

The FBI defines a residential proxy as “an intermediary server between individuals and websites they visit to make their connections appear to originate elsewhere.” In practice, a researcher sends a request to the proxy, which forwards it to the destination using a residential egress IP. The destination sees that egress IP rather than necessarily seeing the researcher’s own IP address. Depending on the service, a user may select a country, city, or state. The FBI’s March 12, 2026 public service announcement explains the technology and its risks.

A website or geolocation database may associate the egress IP with a place. That association is not proof that the researcher—or any end user—is physically there. MaxMind cautions that geolocation and intelligence for anonymizer traffic correspond to the anonymizer host, not the end user. MaxMind’s documentation on anonymizers and proxies.

How can researchers inspect local web results?

For a permitted research task, a researcher can request a page through egress points associated with different locations, then record and compare the responses. For example, a team studying regional product listings might capture the same page from two cities and note differences in displayed products, prices, or wording. This is an illustrative method, not a guarantee that a site changes content or that the resulting views represent local customers.

  1. Define the question. Specify the page or content to observe, the locations of interest, and the permitted scope of collection.
  2. Keep other conditions as consistent as possible. Record language and account state, and control cookies or other settings where appropriate. These factors may affect results alongside the apparent IP location.
  3. Capture the method and timing. Record the observation time, requested location, proxy or egress method, language, account state where relevant, and known collection limits.
  4. Compare cautiously. Treat differences as observations from a particular method and time—not as proof of what every person in a region sees.

Recording these details makes a comparison easier to interpret and repeat, but it does not eliminate bias or make a sample representative.

Do residential proxies show what local customers see?

No. They can show what a particular destination returned to requests associated with selected egress IPs under specific conditions. They cannot certify an audience, establish a user’s physical location, or guarantee that a response matches the experience of local customers.

Location precision also varies. Cloudflare’s documentation describes its own Privacy Proxy as using city-level geolocation by default and falling back to country-level location; it also notes that its egress IPs are registered with geolocation databases. This is an implementation example, not a benchmark for all proxies or a promise about how a particular website will classify an IP. Cloudflare’s Privacy Proxy documentation.

Proxy-detection labels are not definitive evidence of a person’s intent, either. MaxMind says residential proxy IPs can change frequently, and detection can rely on observation history and confidence signals. Shared infrastructure may overlap with legitimate users, so a low-confidence or shared-network indicator should not be treated as proof that a particular user is acting improperly. MaxMind’s proxy documentation.

What are residential proxies used for?

Rayobyte describes market research, price monitoring, SEO and search monitoring, ad verification, and website change detection as use cases for its residential proxy service. These are provider-described applications, not independent findings that a given service will perform them successfully. Any use still has to fit the destination’s rules and applicable legal requirements. Rayobyte’s documentation, modified September 2, 2026.

Are residential proxies safe and ethically sourced?

Not necessarily. The source of the IP addresses matters. The FBI says residential proxy networks can obtain IPs from people who knowingly consent, but also from devices used without their owners’ awareness. It describes possible pathways including SDK partnerships, terms hidden in VPN offerings, compromised Internet of Things devices, malware, and bandwidth-sharing apps. The FBI also warns that criminals use residential proxies for activities such as credential abuse, data exfiltration, fake-account creation, and evading location controls. FBI guidance on residential proxy networks.

When evaluating a provider for legitimate research, ask how it informs contributors and obtains consent, whether participation is opt-in and revocable, what audit trail or evidence is available, which destinations and uses are restricted, and how it monitors and responds to abuse. Rayobyte says its users consent and may opt out, and describes monitoring and restrictions; those are the provider’s representations, not independent audit findings. Rayobyte’s sourcing and safeguards information.

The FBI advises consumers to avoid suspicious free streaming devices, untrusted applications, and pirated software, and to keep systems and firmware updated. Those steps can reduce some risks of a device being misused as a proxy endpoint, but they do not establish whether any particular network is responsibly sourced.

Is collecting location-specific web data legal?

There is no single yes-or-no answer for proxy use or web scraping in the abstract. A 2023 study identifies intellectual property, informed consent, geoprivacy, website integrity, and contractual terms as relevant legal and ethical concerns. The applicable answer depends on the jurisdiction, the data, the destination, and the collection method. Review relevant rules and obtain appropriate legal advice for consequential projects; a residential IP does not itself grant permission to collect or reuse data. What should teams check before using a proxy for research?

  • Scope and permission: Confirm that the task and collection method are allowed by applicable law and destination terms.
  • IP sourcing: Look for clear contributor notice, informed opt-in, revocable participation, and evidence supporting the provider’s claims.
  • Location handling: Ask which target countries and cities are available and how the provider verifies or represents location.
  • Session behavior: Check whether session stability is suitable for the specific permitted task; do not assume a particular behavior or success rate.
  • Privacy and security: Review data handling, retention, security practices, and abuse controls.
  • Repeatability: Decide what conditions to record so observations can be interpreted and repeated, while recognizing that documentation alone cannot remove bias.
  • Cost and restrictions: Check current terms, acceptable-use rules, destination fit, and total cost for the intended workload.

These are evaluation questions, not a provider ranking. Proxy features, coverage, sourcing disclosures, and terms can change, so verify current details directly before relying on them.
