The category includes makers of GPUs, NPUs and purpose-built accelerators, as well as cloud providers that develop chips for their own infrastructure.
What does “AI chip company” mean?
It is an umbrella description, not a formal company classification or a single chip architecture. The OECD describes AI semiconductors as including GPUs and NPUs, and firms that supply devices such as AI accelerators. These processors are built to handle some of the computation used in AI training or inference. The OECD’s description covers both international and domestic firms developing these devices.

The term can refer to a company that sells chips to other businesses, or to a cloud provider developing silicon for use inside its own data centers. It does not automatically mean the company fabricates the chip itself.
What kinds of chips do they develop?
- GPUs: Graphics processing units are also used to accelerate AI workloads. AMD describes its Instinct GPU family as designed for AI training and inference.
- NPUs: Neural processing units are another type of AI semiconductor identified by the OECD.
- Purpose-built accelerators: These are designed to target particular workloads. AWS, for example, describes Trainium as a chip for AI training and inference and Inferentia as a family designed for deep-learning and generative-AI inference in Amazon EC2. AWS Trainium and AWS Inferentia are first-party product descriptions.
These categories can overlap in practical use: the relevant distinction is often what workload a chip is designed to accelerate, rather than whether it carries one label.

Which companies count?
The OECD names NVIDIA, Intel and AMD among major global AI semiconductor players. In a Korea-focused market discussion, it also identifies SAPEON Korea, Rebellions and FuriosaAI as domestic firms. These are examples, not a complete worldwide directory. The OECD discussion also notes that Google, Microsoft and AWS have begun developing semiconductors for their own cloud infrastructure.
Chip suppliers
Some companies develop chips that they offer to customers. AMD’s 2025 Form 10-K describes its Instinct GPUs as intended for AI training and inference and lists a wider data-center portfolio that includes CPUs, GPUs, AI accelerators, DPUs, AI network interface cards, FPGAs and adaptive SoCs. AMD’s SEC filings describe the company’s own products and business.

- Delivers 25 TFLOPS of AI inference performance using four MemryX MX3 accelerators in a compact M.2 2280 M-key module.
- Connects through PCI Express Gen 3 and above for straightforward integration into embedded and edge systems with an M.2 M-key slot.
- Includes 42 MB of distributed on-chip weight storage to support low-latency, batch-1 pipelined inference.
- Designed for low-power deployment with a 1 W–12 W operating range and host-managed airflow requirements.
- Supports ONNX, TensorFlow, Keras, and TFLite models through the MemryX software stack on Linux and Windows hosts.
Cloud providers with in-house silicon
A cloud company can count as an AI chip developer even when its chips are primarily intended for its own infrastructure. AWS positions Trainium and Inferentia for workloads run through its cloud services. For Trainium, AWS describes a co-designed system that includes the chip, server, network, software and services; chip capability is only one part of the overall offering.

Chip development can involve more than one company. Epoch AI’s methodology attributes Google TPU and AWS Trainium component demand to Google and Amazon as designers, while identifying Broadcom as Google’s long-running TPU ASIC partner and Marvell and Alchip among external ASIC partners supporting Trainium. Depending on the question, “AI chip company” may mean the chip designer, a design partner or a supplier—not necessarily all of them at once. Epoch AI’s methodology explains these roles in its component-demand accounting.

How to distinguish one company from another
For a useful comparison, identify the role and intended use of the chip rather than relying on the broad label “AI chip company.” Consider:
- Chip type: GPU, NPU or workload-specific accelerator.
- Workload: AI training, inference or both.
- Target setting: Cloud or data center, edge device or consumer product.
- Business role: Merchant chip supplier, internal cloud-silicon developer, design partner or another part of the supply chain.
These distinctions matter because companies can occupy different parts of the value chain: designing a processor, supplying design IP, manufacturing or packaging chips, building servers, or operating cloud infrastructure are related but separate activities. Not every business associated with AI computing is therefore an AI chip developer.

Does the label tell you which chip is fastest?
No. The category includes different architectures, workloads and deployment settings. The cited company descriptions explain intended uses and product roles, but they do not provide a neutral, comparable head-to-head benchmark. A meaningful performance comparison needs independent results for a specified workload and date; a vendor’s own claims about cost or speed should be treated as product positioning unless independently verified.
The OECD’s discussion of NVIDIA’s position is specific to the market context in its Korea submission, not a current global market-share ranking. Product generations, partnerships and availability can change, so the company examples above should be read as illustrations of the category rather than a definitive ranking.
