AI Can Support More Equitable Education—But Access Comes First

AI may help teachers tailor instruction, but equitable outcomes depend on connectivity, devices, educator support, safeguards and evidence of learning gains.

AI tools may help teachers tailor instruction, provide individual feedback and connect learners with educational resources. But they do not bridge the educational equity gap on their own: students need reliable access to devices, connectivity and quality learning materials, while educators need the training and support to use tools well. Current evidence does not establish which AI interventions reliably reduce inequities, so schools should treat them as options to evaluate—not proven solutions.

How AI might support more equitable learning

AI can create opportunities to respond to learners’ differing needs. The U.S. Department of Education’s July 2025 guidance describes individualized learning and differentiated instruction as possible uses. UNESCO’s 2025 report also discusses personalized learning and broader access to educational opportunities. These are potential pathways, not proof that AI improves outcomes for underserved students or closes achievement gaps.

Adapt instruction and feedback

A tool might help a teacher present material in different ways, offer practice suited to a learner’s current level or provide feedback between lessons. If this gives students useful support while leaving teachers in control of instructional decisions, it could help address a mismatch between a learner’s needs and a one-size-fits-all lesson.

Make learning resources easier to reach

AI-enabled tools may help learners interact with educational content or find resources that fit a particular learning need. Whether that expands access depends on the quality and suitability of the materials, the tool’s accessibility, and whether students can use it when they need it.

Support—not replace—educators

Technology is more likely to serve a learning purpose when teachers help select, interpret and guide its use. OECD guidance calls for teacher involvement, professional learning and clear direction on digital competencies and resources. An unsupported tool can become extra work rather than useful instructional support.

Why access determines who benefits

AI tools depend on the conditions that make digital learning possible: affordable, reliable Internet; suitable devices; and quality resources both in and out of school. OECD’s Digital Education Outlook 2023 warns that unequal access to connectivity and learning resources can cause digital transformation to deepen existing inequities rather than reduce them.

UNESCO reported in 2025 that around 2.6 billion people lacked Internet access as of 2024. That is a global estimate, not a measure of how many students lack access to AI tools. It illustrates why a digital service cannot be assumed to reach every learner.

Schools should consider students who may face barriers because they live in rural areas, have disabilities, or belong to marginalized communities. UNESCO also identifies girls among the groups whose rights and access warrant attention. A tool that works only with dependable home broadband, a newer device or a particular way of interacting may leave some intended learners out.

What schools need beyond the technology

Educator capacity and clear purpose

Teachers and school leaders need time and professional learning to decide when a tool is appropriate, how it fits with instruction, and how to interpret its output. OECD guidance emphasizes system-wide planning and explicit policy objectives. That means defining the educational need first, assigning responsibility for implementation, and making sure staff know how to use and oversee the tool.

Practical implementation support

Adoption can require training, technical support, data integration and time in the school day. Schools should account for that burden and decide how long a tool is justified. If implementation consumes scarce educator time without improving learning for the students it is meant to serve, the costs matter to the equity assessment too.

Safeguards and accountability

Schools need to consider privacy, safety, transparency and bias before and during use. OECD’s 2024 review also raises cultural responsiveness, techno-ableism and commercial influence as concerns. The U.S. Department of Education’s Office for Civil Rights cautions that AI use in instruction or school safety can create or contribute to discrimination. This is a reason to assess and address discriminatory effects under applicable civil-rights protections, not a claim that every use is unlawful.

Safeguards should include a way to identify who is affected by a tool’s outputs, how concerns can be raised, and who can review a decision or change the use of the system. Schools should also be transparent with educators, learners and families about how a tool is being used and what role it plays.

How to evaluate an AI tool for equity

Use these questions before adopting a tool and revisit them during implementation. They reflect OECD equity guidance and the U.S. Department of Education’s September 2026 classroom technology guidance.

Evaluation area Questions for a school
Learning purpose What specific learning problem or access barrier is the tool meant to address? When, and for whom, should it be used?
Learner reach Can the intended students use it, including learners with disabilities, students in rural areas and those with limited connectivity?
Access and cost Are appropriate devices, connectivity and quality learning resources available at school and at home?
Evidence What evidence shows improved learning for the intended learners? Are outcomes examined across student groups?
Educator role Are teachers involved in decisions and supported with the training, time and guidance needed to use the tool?
Safeguards How are privacy, safety, bias, transparency and possible discriminatory effects assessed and addressed?
Implementation burden What training, support, data integration and staff time are required, and for how long is use justified?
  1. Define the problem before choosing a tool. Specify the learning need, the learners affected and the outcome that would count as improvement.
  2. Check access and safeguards. Determine who can use the tool in practice, what support they need, and how privacy, safety, bias and discriminatory impacts will be monitored.
  3. Plan educator involvement. Decide how teachers will guide use, what professional learning they need and who will respond to implementation problems.
  4. Set an evaluation plan. Identify meaningful learning outcomes and examine results for the groups the tool is intended to serve, rather than relying only on overall averages or activity measures.
  5. Continue, change or stop based on results. The Department’s September 2026 guidance recommends asking what a tool solves, when and for whom it should be used, for how long, and what evidence demonstrates improved learning. Be prepared to change course or remove a tool if it is not improving learning.

What the evidence can—and cannot—show

Samo Varsik and Lydia Vosberg’s 2024 OECD working paper reviews AI’s potential effects on equity and inclusion, including both adaptation opportunities and risks involving access, bias, privacy and cultural responsiveness. It concludes that research on the equity and inclusion implications of AI tools is insufficient for confident claims about which interventions close gaps. Schools can evaluate whether a particular use helps their learners, but the current evidence does not justify treating AI as a demonstrated, general solution to educational inequity.
