A website can use challenges, behavior and browser signals, and—where supported—cryptographic signatures to assess incoming traffic. None of those signals alone proves that a visitor is human or that an agent is authorized. The practical answer is to identify what kind of traffic a site is seeing, then apply access rules to the specific request.
Here, “AI agent” means a web-browsing system that can choose and use tools in pursuit of a task, rather than simply a crawler or fixed script. The distinction matters: a legitimate agent may still be automated, and a verified agent may still make a request a site should deny.

Why AI agents complicate human verification
Traditional anti-bot systems often start with a binary question: is this a person or a bot? Web agents expose a third category. They are automated software, but can plan, act, observe results, and adjust while carrying out a user’s task. Anthropic defines an agent as an AI model that directs its own processes and tool use to accomplish a task, rather than following only a fixed script (Anthropic, “Trustworthy agents in practice,” April 9, 2026).
That makes “agent” a description of how software operates, not proof of who instructed it, whether it is safe, or whether it has permission to access a particular page or perform an action. A site may need to distinguish at least three traffic classes—people, conventional bots, and AI agents—before deciding what to allow.

How can websites tell AI agents from humans?
There is no single universal signal. Sites and bot-control systems can assess challenge responses, browser or behavioral signals, request characteristics, and, in some emerging integrations, signed agent identity. Each answers a different question and has limitations.
| Approach | What it can indicate | What it does not establish | Practical limitation |
|---|---|---|---|
| CAPTCHA or another challenge | Whether the current session completed the site’s challenge. | That the session is necessarily human, or that its later actions are authorized. | Challenges can obstruct legitimate agents; a June 2026 honeysite study also reports that some tested agents bypassed all the evaluated mechanisms. That bounded result is not a claim about all CAPTCHAs or production sites (Fayolle et al., June 29, 2026). |
| Behavioral and browser signals | Patterns associated with a browser session or automation, which can help classify traffic. | That the system has detected machine reasoning or determined the user’s intent. | Automation artifacts may be detectable, and classification performance on a controlled benchmark does not guarantee performance on live traffic (Choudhary et al., July 29, 2026). |
| Cryptographic agent signature | That a request was signed by a registered agent whose identity can be checked against a public key directory, when the agent and site’s providers support the mechanism. | That the agent is human, that its user is authenticated, or that the request is permitted. | Interoperability is required; sites retain the ability to block, monitor, or rate-limit signed requests (AWS Web Bot Auth documentation). |
These signals are best treated as evidence for a decision, not as interchangeable verdicts. For example, completing a challenge is not the same as proving a human identity; recognizing a signed agent is not the same as granting it permission to read or change data.
What controlled studies show—and do not show
A July 2026 preprint tested detection on a controlled benchmark with human, conventional-bot, and AI-agent classes. When classifiers used only a human-versus-bot split, the authors report that an MLP misclassified 39.1% of agent sessions as human, while a SAINT binary transformer misclassified 34.5%. In the same study, adding an explicit agent class produced a reported per-class agent F1 of 1.000 across 30 runs. Those are results on that study’s benchmark, not expected accuracy for deployed websites; the authors attribute the signals to browser-automation artifacts, not proof that a detector recognizes machine reasoning (Choudhary et al., July 29, 2026).

A separate June 2026 honeysite study evaluated six LLM-based web agents against several measures, including robots.txt, CAPTCHAs, proof-of-work, and Cloudflare mechanisms. The authors report that some agents bypassed all mechanisms they evaluated, and that combined network-, HTTP-, and browser-level signals could distinguish all tested agents from humans and from one another. They also found that some stealth measures increased detectability. This is a bounded experiment, not evidence that every agent can bypass every production defense (Fayolle et al., June 29, 2026).
Can AI agents pass CAPTCHA?
Some tested agents have bypassed challenges in a honeysite experiment, but that does not establish how often current agents encounter or solve CAPTCHAs on real sites. There is no cross-site rate in the cited evidence that would support a general estimate. CAPTCHA remains one possible part of a defense, but it should not be treated as a dependable way to identify every agent—or as proof that a successful visitor is a person.
For site owners, the useful question is not only whether an agent can complete a challenge. It is what the site needs to protect, what evidence it can collect, and what action it should permit afterward. A challenge may add friction without resolving identity or authorization.

What signed agent identity changes
Web Bot Auth uses HTTP Message Signatures so an agent can cryptographically sign requests. In the AWS AgentCore Browser implementation described in AWS documentation, the agent registers with supported bot-control vendors, signs its requests, and provides headers that can be checked against public keys. A participating site can use that identity in its policy—for example, to allow signed bots generally or only on specified paths (AWS AgentCore Browser Web Bot Auth documentation).

This answers a narrower question than human verification: “Which registered software agent made this request?” It does not establish who is operating the agent, whether the person behind it has authenticated, whether the agent is entitled to the requested data, or whether a specific action is safe. AWS describes its feature as a preview based on a draft IETF protocol; implementation details and provider support may change, and sites can still deny signed traffic.
OpenAI documents a deployed example for its Cloud browser: outbound requests are signed with HTTP Message Signatures, and participating edge providers can verify them and configure policies. Its setup guidance covers Akamai, Cloudflare, HUMAN, and Vercel. The documentation also states that Cloud browser cannot sign in to websites or complete payments (OpenAI Cloud browser allowlisting documentation). This is an example of supported integrations, not a universal capability available on every site.

How to allow legitimate agents without opening the door to abuse
For a website operator, separate identification from authorization. A sound policy can recognize an agent and still restrict what it can do. The following sequence is a practical way to make that distinction explicit:
- Define the action and risk. Decide which pages and operations are low-risk to automate and which require stronger controls. Reading a public page and changing account information should not automatically inherit the same access rule.
- Classify traffic into useful categories. Where your systems permit it, distinguish human sessions, conventional automation, and declared or verified agents instead of forcing every request into a human-or-bot label.
- Choose evidence suited to the decision. Use challenge, browser, or behavioral signals as signals about a session; use a signature to verify a participating agent’s declared identity. Do not treat one as a substitute for the other.
- Set explicit rules by action or path. Decide whether a recognized agent may access a given route, and whether it should be monitored, rate-limited, challenged, or blocked. A signature should inform that rule, not bypass it.
- Check integration coverage. Confirm that the agent, edge provider, and bot-control service support the same identity mechanism. A site cannot rely on a signal it does not receive or verify.
- Review privacy and authorization separately. Determine what browser or behavioral data is collected and how it is used. Separately decide what user authentication, authorization, auditing, and protections against prompt injection are needed for the requested action.
AWS explicitly states that domain owners retain policy control over signed traffic, including the ability to block, monitor, or rate-limit it (AWS Web Bot Auth documentation). That is the key operational boundary: agent identity can improve classification without deciding access on the site’s behalf.
Why a human login is a separate control
Authenticating a person to an account and detecting automated traffic solve different problems. A FIDO2 security key may help a person authenticate to an account, but it does not detect an agent, solve CAPTCHA, or prove that a web session is being operated by a human. Sites that need both a verified user and a trustworthy action have to consider both questions, rather than expecting one control to answer them all.

Agent identity standards are still developing
NIST’s AI Agent Standards Initiative, announced on February 17, 2026, identifies work on industry-led standards, community-led open-source protocols, and research into agent security and identity (NIST initiative announcement). A separate February 5, 2026 announcement describes a potential NCCoE project on applying identity standards and practices to software agents, including questions around authorization, auditing, and prompt injection (NIST concept-paper announcement).
These announcements describe active standards and research work, not a completed universal agent-identity standard. Sites should therefore treat signed identity as an emerging, integration-dependent option, not a signal every agent or website can currently use.
What website visitors should expect
A visitor using an AI browsing agent may encounter a challenge or a blocked page because the site’s defenses classify the session as automated, even when the task is legitimate. Conversely, passing a challenge or using an agent with a verifiable signature does not guarantee access: the site’s own rules still apply. If an important action is unavailable through an agent, completing it through the site’s ordinary authenticated interface may be necessary; the service’s current documentation should be checked because capabilities vary.
