AI can help produce a change, but the humans responsible for the software still need to explain what it does, examine its risks, and verify it before release. Approval is meaningful only when it records an informed review—not merely the completion of a workflow step.
What an approval label does—and does not—tell you
An approval records that a review step occurred. On its own, it does not show that the reviewer understood the change, that tests cover its behavior, or that the code is safe to operate and maintain. This distinction matters whether the code was written by a person, generated by AI, or produced through a mixture of both.

The UK Home Office’s engineering standard, SEGAS-00020 “Use AI,” treats AI systems as tools rather than team members. It states: “Teams will retain full accountability for all AI‑assisted code and outputs.” In the standard, teams are the humans responsible for software design, development, and operation.

What a responsible review needs to establish
Can a qualified person explain the change?
Before approving, a reviewer should be able to describe the purpose of the change, how it achieves that purpose, and what important behavior it affects. The Home Office standard says teams should be confident they understand what they run and calls for qualified human review before production. If the author or reviewer cannot explain a crucial section, that is a reason to investigate, simplify, or seek help—not to treat AI’s output as self-justifying.
Is there evidence beyond the approval?
Review and testing answer different questions. A reviewer evaluates the change; tests and other checks provide evidence about how it behaves under specified conditions. The Home Office standard requires AI-assisted changes to be tested before merge or deployment and to meet the same security expectations as code written by humans. Passing tests is useful evidence, but it does not by itself establish that code is correct or safe in every situation.

Can the team trace how the change entered the codebase?
AI involvement should not disappear from the ordinary engineering record. The Home Office standard points to traceability through practices such as commits, pull requests, and reviews. It gives examples: an AI-assisted marker in a commit message, or a pull-request description noting that AI helped generate parts of the change and that the author reviewed and amended them. These are examples, not a single mandatory labeling format for every team.

Is the change supportable after release?
Understanding is also a maintenance requirement. A team needs to be able to diagnose failures, make later changes, and assess security implications. The standard calls for teams to plan for possible AI-related failures as part of using approved tools and maintaining human oversight. A change nobody can explain is harder to operate responsibly even if it passes an initial review.

Make oversight continuous, not a final click
An exploratory interview study with 17 experienced developers describes several ways people oversee coding agents. Its participants reported practices, not proof that any one workflow guarantees correctness. The approaches are useful as a way to think about when a team can intervene:
- Before work begins: Set boundaries and constraints for what the agent may do.
- While planning: Work out the approach with the agent before it makes a substantial change.
- While it works: Monitor progress and inspect decisions as they emerge.
- After it produces a change: Review the result, its rationale, and supporting evidence before accepting it.
Participants also described difficulty reviewing agent-generated code and reported using test results as a heuristic for correctness. That is a reported practice, not a guarantee: tests can miss cases, and the Home Office standard separately requires both testing and human understanding. A team should decide how much oversight a task needs rather than assume that a test pass or a particular interaction pattern settles the question.

Choose a workflow that leaves evidence
No cited study ranks these workflows experimentally. The useful question is whether the approach leaves the team able to explain, inspect, test, and maintain the result.

These are compatible points of oversight, not mutually exclusive choices. A team may set boundaries up front, check progress on a consequential change, and still conduct a full review before merging or deploying.

What the broader evidence does—and does not—show
A Microsoft Research summary of a 2026 mixed-methods study of 448 professional developers at Microsoft reports that most participants accepted AI producing work under their oversight, while acceptable autonomy varied by task and person. It also reports an association between task accountability and lower odds of allowing AI to act on a developer’s behalf. The summary describes an association, not evidence that accountability caused a particular level of oversight. Microsoft Research’s summary does not turn an approval label into a measure of understanding.
Other public examples should be read just as carefully. The UK government’s AI coding assistant trial made 2,500 licences available across central government organisations from November 2024 to February 2025. The GOV.UK trial page says surveys and telemetry were used, but the landing page does not give outcome results. It therefore does not establish productivity gains or code-quality effects.
Likewise, the eu-LISA report landing page, published 9 July 2026, says generative AI may support productivity gains and emphasizes tool evaluation, security and quality, and adequate resources to review generated code. It provides no detailed effect sizes, so those points are high-level conclusions rather than quantified results. Read the eu-LISA report landing page.
A practical standard for approving AI-assisted code
Before accepting a consequential change, ask whether the team can point to the following in its normal engineering workflow:
- A clear account of what the change is for and what it does.
- A qualified human review completed before production.
- Tests run before merge or deployment, with results relevant to the changed behavior.
- Security expectations equivalent to those applied to human-written code.
- A traceable record of the change and review, including AI involvement where useful.
- A plan for responding if the change fails or needs maintenance.
If the answers are not available, the right response is not to infer confidence from the approval state. The team needs more explanation, inspection, testing, or review before relying on the code.
