Neither AI APIs nor self-hosting is always cheaper or more reliable. APIs let you use a provider’s model without operating its inference infrastructure; self-hosting gives you more control over where and how a model runs, but makes you responsible for the infrastructure and its upkeep. The cost decision depends on your model, sustained usage, utilization, and operating costs—not token prices alone.

Three deployment options to compare

“Hosted” and “self-hosted” can describe different arrangements. Keep these three options separate when comparing costs and responsibilities:

As an Amazon Associate I earn from qualifying purchases.

  • Proprietary model through its provider’s API: You send requests to the model provider and pay according to that provider’s pricing. The provider operates the inference service; you do not need to purchase and run the serving hardware.
  • Open-weight model through a managed inference provider: A third party operates infrastructure for an open-weight model. This avoids running the serving stack yourself, but the service’s pricing, availability, support, and terms are specific to that provider. The OECD scenarios below compare pay-as-you-go API use with private hosting; they do not establish the economics of every managed open-weight service.
  • Open-weight model on organization-controlled infrastructure: You operate the model on infrastructure you control, on premises or in a private cloud. This can provide more control over deployment location and operation, while making your organization responsible for serving, maintenance, and upgrades.

OpenAI, for example, says its gpt-oss models are intended for on-premises or private-cloud use and are not offered through the OpenAI API. Its support limits for those deployments are specific to OpenAI’s gpt-oss arrangements, not a rule for every model provider. OpenAI’s gpt-oss deployment and support details.

What the cost comparison actually includes

A useful comparison is total cost of ownership over a period long enough to capture both setup and ongoing operations. For self-hosting, the bill is more than GPUs: it can include installation, electricity, colocation, connectivity, engineering support, insurance, and depreciation, as well as maintenance and upgrades. Compare those costs with the API or managed-service charges for the same workload and model capability.

Ideal for gaming, video editing, and multitasking, it provides expansive and crisp multi-display support.

Utilization matters. Infrastructure that sits idle between workload peaks still has to be paid for; sustained throughput can spread its fixed costs across more use. Model choice and serving efficiency also matter because they affect how much hardware is needed to handle a given token volume.

OECD modeled break-even scenarios

The OECD’s Benefits of AI openness, published 29 May 2026, models representative Gemini 3.1 API prices against estimated private-hosting costs. These are scenario results based on specified assumptions—not vendor quotes, hardware recommendations, or forecasts for every organization. The report assumes roughly 80% GPU token capacity and throughput that scales as workload grows; GPU token capacity varies by model and efficiency. OECD publication record.

10 billion tokens Two to three H100s USD 75,000 for GPU plus USD 37,500 for installation Roughly 2 months.
50 billion tokens Eight H100s USD 240,000 for GPU plus USD 120,000 for installation About 1 month.

All workload, hardware, capital-cost, and break-even figures in this table are OECD 2026 scenario inputs or outputs, not retail quotations or recommendations. The break-even estimates compare private hosting with pay-as-you-go cloud services under the report’s assumptions. OECD report PDF.

The contrast is the useful takeaway: in these modeled cases, low usage did not justify the private-hosting investment, while high sustained volumes reached break-even sooner. Your result can differ if the model, API rates, hardware requirements, utilization, workload peaks, or operating costs differ.

Reliability: compare the service, not the deployment label

There is no reliable general verdict that APIs or self-hosted models have better uptime. The available sources do not provide matched availability measurements for a named API and a self-hosted deployment. An API provider may operate the serving stack, while a self-hosting organization controls its own infrastructure; neither fact alone establishes which will meet your reliability needs.

For each specific option, compare:

  • Measured uptime and latency distribution under your expected load, including peak periods.
  • Redundancy, failover behavior, and recovery procedures.
  • Incident response, support coverage, and any service commitments that apply to your plan or deployment.
  • Whether your team can monitor and operate the system at the times your application needs it.

Test the same representative requests and traffic patterns on shortlisted options. Record latency and failures, and verify how the service behaves when demand rises or an instance becomes unavailable. For self-hosting, include the organization’s monitoring and recovery capability in the comparison; for a managed service, review its actual support and service terms.

Control and operational responsibility

Self-hosting can give an organization more say over deployment location, data boundaries, model choice, update timing, and customization. Those controls can be important, but they do not automatically establish compliance with a particular law or policy; that depends on the deployment and jurisdiction. More control also means taking responsibility for operating the system.

OpenAI states that it does not provide “assistance, hands-on implementation, or debugging support” for self-hosted or third-party-hosted open-weight setups, configurations, environments, or applications. That is a specific vendor support boundary for those setups. Factor in who will install, troubleshoot, maintain, and upgrade your chosen deployment before treating its hardware cost as the whole cost.

How to make the decision for your workload

  1. Define the workload: Estimate monthly token volume, peak demand, and how steady usage is. Separate average traffic from the capacity needed to handle bursts.
  2. Choose candidate models and measure capability: Test them on representative tasks. The cost scenarios do not show that different deployment options deliver equivalent quality for your use case.
  3. Get comparable service and infrastructure costs: Include API or managed-provider charges, or—if self-hosting—hardware, installation, power, connectivity, colocation where applicable, engineering, maintenance, and depreciation.
  4. Compare utilization and break-even over time: Estimate how much of the self-hosted capacity you will actually use, then compare cumulative costs over the period you expect to operate it. Recalculate if demand is seasonal or uncertain.
  5. Evaluate reliability and control requirements: Verify actual service terms, latency, failover, support, deployment location, and who owns incident response for each option.
  6. Revisit the choice as usage changes: A low-volume API workload and a high-volume, steady workload may lead to different decisions. New prices, hardware needs, models, or operational constraints can change the comparison.

When each option is a better fit

An API is a stronger starting point when

  • Usage is low, variable, or still being validated, making a large fixed infrastructure commitment difficult to justify.
  • You prefer not to own inference operations and can meet your requirements through the provider’s service and terms.

Self-hosting is worth evaluating when

  • Usage is high and sustained enough that your infrastructure can stay well utilized.
  • Deployment location, model operation, or update control is important enough to justify the operating responsibility.
  • You have the people and systems to run, monitor, troubleshoot, and upgrade the deployment.

A managed open-weight service may suit a middle ground

It can separate model openness from infrastructure operation: the model is open-weight, but a provider runs inference for you. Compare that service on its own terms. The OECD’s API-versus-private-hosting figures do not establish whether a managed open-weight service is cheaper or more reliable than either alternative.
