AI is making some fraud more convincing by helping scammers create synthetic voices, images, videos, social profiles and identity documents. It is changing how impersonation can be carried out, not inventing fraud—and available complaint data do not establish how much of all fraud is AI-enabled or how much AI has caused total losses to rise.
How is AI changing fraud?
The main shift is in the materials and persuasion tactics scammers can use. Generative AI can help produce or alter media that imitates a person, while fraudsters may use that material to support a false identity or make a payment request seem credible. A familiar voice or plausible-looking video is therefore not, by itself, proof of who is contacting you.

Fraud still depends on a broader scheme: getting access to an account, deceiving someone with payment authority, or persuading a victim to disclose information or send money. AI may assist at different points, but it does not mean every convincing scam uses synthetic media—or that a scam is AI-enabled simply because it is persuasive.

Identity checks and deepfake media
In a November 13, 2024 alert, the U.S. Treasury Department’s Financial Crimes Enforcement Network (FinCEN) said it had observed an increase in suspicious-activity reports describing suspected deepfake use. The alert particularly identified fraudulent identity documents intended to circumvent identity verification and authentication. It gives financial institutions typologies and red flags and reminds them of applicable Bank Secrecy Act reporting requirements. This documents a risk reported to FinCEN; it is not a population-wide estimate of how common deepfake fraud is.

The FBI’s April 6, 2026 release on 2025 Internet Crime Complaint Center (IC3) data describes scammers using fake social profiles, cloned voices, identification documents and believable videos depicting public figures or loved ones. These are tactics described in complaints, not a claim that synthetic media is part of every reported crime.
Payment requests and phishing
The U.S. Government Accountability Office (GAO) describes fraudulently induced payment scams as schemes that manipulate a person with payment authority into sending money. Regulators and industry representatives consulted by GAO said generative AI can alter voices and images, potentially making such scams harder for victims to detect. The underlying method—deception that prompts an authorized payment—predates generative AI.

GAO’s December 2025 Science & Tech Spotlight also discusses malicious generative-AI use, including deepfakes and the potential for paired generative systems to create and deliver phishing emails autonomously. It notes that misuse techniques evolve and that no AI system can be fully secured. The spotlight summarizes mitigation techniques identified by the National Institute of Standards and Technology, including reinforcing safeguards through human feedback, filtering instructions and using separate generative AI systems to detect malicious attacks. These are mitigation approaches, not a guarantee that attacks will be caught.
What the complaint and loss figures show—and what they do not
Official figures show substantial reported fraud and complaints involving AI, but they come from different reporting systems and cover different populations and categories. They should not be added together or treated as a complete count of fraud.

| Source and period | Reported figure | How to interpret it |
|---|---|---|
| FBI IC3, 2025 data; released April 6, 2026 | 22,364 AI-related complaints and nearly $893 million in reported losses; 1,008,597 total complaints | Complaint totals and reported losses, not a complete count of AI-caused fraud or a measure of AI’s share of all fraud. |
| FBI IC3, 2024 data; released April 23, 2025 | More than $16 billion in reported losses across 859,532 suspected internet-crime complaints, a 33% increase from 2023 | Internet-crime complaints and losses reported to IC3 for that year; the figure does not establish that AI caused the increase. |
| Federal Trade Commission, 2024 Consumer Sentinel data; released March 2025 | 2.6 million consumer fraud reports and more than 1.1 million identity-theft reports through IdentityTheft.gov | FTC reporting categories and channels; they are distinct from FBI IC3 counts. |
| GAO, citing FBI’s 2023 Internet Crime Report | $3.31 billion in reported fake-investment scam losses in 2022 and $4.57 billion in 2023 | Reported losses for one scam type involving fraudulently induced payments, not all payment fraud or all AI-related losses. |
GAO says there is no complete measure or estimate of losses from fraudulently induced payments and notes underreporting as a factor. Complaint data can help authorities identify reported patterns, but they cannot show the full prevalence of fraud. The figures above also do not establish what proportion of scams used AI or whether AI explains changes in total losses.
What individuals can do when a request feels urgent
When someone asks for money or sensitive information—especially through a familiar voice or video—verify the request through a second channel that you obtain independently. Do not rely on contact details, links or callback numbers included in the suspicious message.

- Personal Information Protection: there are 4 pieces of address blocker roller stamps in 2 different sizes, and 5 pieces of 1.5 ml inks, a total of 9 pieces. Mainly applied to hide information such as social security numbers, bank statements, billing addresses, shipping addresses, tax documents and so on, protecting your personal information
- Re Inking Unlimitedly: the information blocker stamp can cover information of the length about 100 meters. And each security stamper roller has an oil hole, so you don't have to worry about you having to throw away the roller stamps when the ink runs out. They can be refilled with oil for repeated use, saving time and energy
- Cover Fast: our identity protection rollers come in 2 different sizes, and you can choose different sizes according to different areas of information to cover large amounts of private information in a fast and clean way, avoiding identity theft and rejecting privacy disclosure harassment
- Easy to Use: just remove the lid on the ID stamp blocker roller and open it, and then gently slide it on the place where the information needs to be covered. It is suitable for most ordinary paper with black words, and can protect your personal privacy in time
- Save Time and Energy: compared with the shredder, the personal confidential stamp has a small size, easy to carry, can be applied anytime and anywhere. Compared to the marker, it covers a larger area and can be quickly covered with a single swipe. There is no need to worry about whether you can not protect your privacy in time
- Pause the transaction. Pressure to act immediately is a reason to slow down, not a reason to skip checks.
- Contact the person or organization independently. Use a number or account you already trust or find separately. Ask whether they made the request; do not continue on the potentially compromised call or chat.
- Confirm the payment details. Verify the recipient, amount and purpose with the intended person or organization before sending money or sharing account information.
- Keep a record. Save messages, phone numbers, account details, payment information and other relevant interactions.
- Contact your financial institution promptly if you sent money or disclosed account details. Ask what steps are available for that transaction or account.
- Report suspected cyber-enabled crime to the FBI’s IC3. The FBI says reports help law enforcement identify trends; filing a report does not guarantee recovery.
In its April 2026 release, FBI Director Kash Patel said: “Reporting is one of the first and most important steps in fighting crime so law enforcement can use this information to combat a variety of frauds and scams.”
How organizations can respond across the fraud chain
No single check or detector is a complete defense. The practical controls differ depending on whether the risk appears during identity onboarding, a suspicious interaction, payment, or investigation.

| Intervention point | Who can act | Useful response | Limit |
|---|---|---|---|
| Identity onboarding and authentication | Financial institutions and identity-verification providers | Monitor for red flags in identity documents and suspected deepfake use; maintain vigilance and report related suspicious activity under applicable requirements. | FinCEN’s alert identifies typologies and reporting obligations; it does not endorse one foolproof identity check. |
| Communication and impersonation | Consumers, businesses, telecommunications providers and social platforms | Train staff and customers to verify unusual requests independently; escalate suspected impersonation rather than treating familiar-looking media as authentication. | A convincing voice, image or video can still be misleading, and no single media check can establish identity in every case. |
| Payment initiation | Banks and payment providers | Use consumer education, staff training and, where appropriate, measures that slow certain payments to give customers time to verify legitimacy. | A delay can create time to check a request, but cannot itself determine whether it is fraudulent. |
| After an incident | Consumers, institutions and law enforcement | Preserve evidence, contact the relevant financial institution and report the incident to the appropriate authority. | Reports improve visibility into patterns but do not guarantee reimbursement or recovery. |
FinCEN Director Andrea Gacki said: “Vigilance by financial institutions to the use of deepfakes, and reporting of related suspicious activity, will help safeguard the U.S. financial system and protect innocent Americans from the abuse of these tools.”
Prevention also requires coordination beyond a bank or payment app. GAO reports that financial-industry representatives it interviewed considered telecommunications providers, social media companies and law enforcement necessary participants in reducing risk, because fraud can cross communications, platform, payment and investigative systems.
For U.S. consumers, GAO notes that financial institutions generally are not required under federal law to reimburse losses from fraudulently induced payments when the account holder authorized the payment. This is a general observation in GAO’s report, not individualized legal advice; the circumstances of a loss and applicable rules matter.
What remains uncertain
- The official sources covered here do not establish the share of all fraud that is AI-enabled.
- They do not quantify how much AI has caused total fraud losses to change.
- Complaint counts reflect reports received under particular definitions and channels, not every incident.
- GAO says losses from fraudulently induced payments are not completely measured, and underreporting is a factor.
- The sources do not establish that a particular consumer product can reliably detect every synthetic voice, image or video.
Those limits do not erase the documented risk: FinCEN has described increased suspicious-activity reporting about suspected deepfake use, especially in fraudulent identity documents, and the FBI has counted AI-related complaints. They do mean that claims about AI’s overall share of fraud or its effect on aggregate losses should be treated cautiously.
