Use workflow automation for stable processes with known steps and rules. Consider an AI agent when a task must interpret unstructured context, make several decisions, or adapt what it does next. Many businesses need neither a full agent nor a purely fixed workflow: a bounded AI step inside a conventional workflow can handle the judgment call while leaving the rest under explicit control.
What is the difference?
Workflow automation follows predefined steps and branches. It is designed for processes whose sequence and decision rules can be specified ahead of time. Anthropic describes this pattern as “systems where LLMs and tools are orchestrated through predefined code paths” in its guide to building effective AI agents. Conventional workflows can use ordinary software rules without an AI model at all.
An AI agent uses a model to interpret its task and choose among available actions as it works. OpenAI defines agents as “systems that independently accomplish tasks on your behalf” in A practical guide to building agents. Rather than relying only on a fixed sequence, an agent can determine its next step from the context it encounters, within the tools and permissions it has been given.
The distinction is about how a process is controlled, not a strict division between two kinds of product. An agent can operate within a workflow, and a workflow can include an AI-powered step.

How to choose for a business process

These are qualitative decision criteria, not a performance benchmark. Microsoft’s Agent Framework overview puts the function-first principle plainly: “If you can write a function to handle the task, do that instead of using an AI agent.”
When workflow automation is the better choice
Choose a conventional workflow when a process repeats reliably and its rules can be stated explicitly. That makes it easier to control the order of operations and determine what should happen for a given input. OpenAI’s business leader’s guide to working with agents identifies predictable, repetitive tasks as a fit for workflow automation; Microsoft likewise recommends workflows for well-defined steps and explicit control.

For example, if each valid request follows the same documented approval sequence, a fixed workflow can route it through the required stages. An agent is not automatically an improvement simply because AI is available: if the decisions are already clear enough to express as rules, adding model-led orchestration may introduce complexity without solving a real problem.
When an AI agent may be worth considering
An agent may be appropriate when the system must interpret ambiguous or unstructured information, make multiple connected decisions, or select its next action based on what it finds. OpenAI highlights complex decisions, hard-to-maintain rule sets, and unstructured data as promising cases in its agent-building guide. Microsoft’s business plan for AI agents also points to tasks whose paths change according to discoveries made along the way.

These are reasons to evaluate an agent, not proof that one will perform better. The cited vendor guidance does not establish a universal cost, reliability, or return-on-investment advantage over conventional automation. Compare candidate approaches on your own process rather than assuming that an agent is inherently cheaper, more productive, or more accurate.
Use a bounded AI step when only part of the process needs judgment
A middle option is to keep the overall sequence explicit and put an LLM-powered step where interpretation is needed. For example, a workflow could send an ambiguous piece of incoming text to a model for classification, then use fixed rules for routing the result. The model handles a bounded judgment; the workflow controls what happens before and after it.

OpenAI’s business leader’s guide distinguishes this approach from both ordinary workflow automation and a more adaptive agent. It can be a sensible design when one part of a process benefits from interpreting language or context, but the rest should remain predictable and directly controlled.

An agent’s ability to choose actions makes permissions and intervention points part of the design, not an afterthought. OpenAI’s guidance describes the model, tools, and instructions as core components. Before deployment, define which tools it may use, what it is instructed to do, and where a person must approve or take over.

- Limit available actions. Give the agent only the tools and permissions needed for its task.
- Set clear boundaries. Specify what it should do, what it must not do, and when it should stop rather than guess.
- Use review where consequences warrant it. Require approval for sensitive actions, and provide a way to return control to a person if the system cannot proceed safely.
- Monitor activity. For organizational deployments, assess whether administrators can review permissions, approvals, and logs.
OpenAI’s workspace agents for business page describes admin controls, approval checkpoints for sensitive actions, and audit logs for that service. It characterizes workspace agents as a research preview for ChatGPT Business, Enterprise, Edu, and Teachers plans; availability and preview status can change.
A practical decision sequence
- Write down the process. List its inputs, required actions, decision points, and the result it must produce.
- Check whether rules are enough. If the steps and branches can be stated clearly and maintained, start with a function or workflow.
- Isolate the ambiguous part. If only one step needs contextual interpretation, try a bounded AI-powered step in the workflow before considering an agent for the entire task.
- Consider an agent for adaptive work. Evaluate one when decisions or next steps depend on new context that is difficult to capture in fixed rules.
- Define controls and evaluate the result. Set tool permissions and human review points, then assess performance, operational complexity, latency, and cost on the actual process.
This progression keeps explicit control where it serves the business and introduces model-driven decisions only where flexibility has a clear purpose. Anthropic’s guidance similarly recommends the simplest solution that works, noting that agentic systems can trade latency and cost for task performance.
