A copilot typically helps a person complete work: it drafts, summarizes, analyzes, or finds information for that person to review and use. An AI agent can also use connected tools to take actions and carry a defined workflow through multiple steps. The boundary is not universal—vendors use the labels differently—so compare what a system can initiate, access, change, and do without approval.
How agents and copilots differ in practice
The useful distinction is not whether a product has one label or the other. It is how much of the work remains with a person and what the AI is permitted to do.

| Question | Copilot pattern | Agent pattern |
|---|---|---|
| Who starts the work? | Usually a person asks for help in the moment. | A person may start it, or it may run on a schedule or in response to an event. |
| What does the system produce? | Information or a proposed result, such as a draft, summary, or analysis. | Information and, where connected and authorized, actions in another system. |
| How much of the workflow does it handle? | Often a focused task that the user directs and then applies. | May coordinate multiple steps in a defined process, with less prompting at each step. |
| What human checks are needed? | The person generally reviews the output before using it. | Review can be built into the workflow as an approval gate, exception route, or later monitoring; the required checks depend on the action’s risk. |
| What must the organization provide? | Access to relevant information and a clear way for a user to apply the result. | Integrations, scoped data access, permissions for permitted actions, operational monitoring, and a clear owner. |
These are patterns, not rigid product categories. Microsoft’s organizational guidance describes a spectrum from agents that retrieve and synthesize information to agents that update records or run multi-step processes, with stronger governance needed as autonomy increases (Microsoft Learn: AI Agent Adoption Guidance for Organizations).

An agent’s actions depend on its connected tools, instructions, and permissions. If it cannot access a system or has no authorization to change a record, calling it an agent does not give it that ability. With appropriate access, however, it may do more than suggest the next step: it can update a ticket, edit a document, trigger a process, or move through a sequence of tasks.

- Server-grade thermal architecture: Utilizing a dedicated CPU/GPU airflow design, equipped with a 6-pipe dual-fan cooler, it maintains stable performance even under sustained loads, delivering up to 140W Turbo power while maintaining a 100W TDP, and operating with noise levels as low as 36 dB. An integrated 350W power supply ensures stable and reliable output for demanding computing tasks and fully loaded extended configurations.
Microsoft distinguishes focused declarative agents inside Microsoft 365 Copilot from custom-engine agents intended for more complex workflows or advanced integrations. Microsoft says custom-engine agents can proactively initiate actions; implementation can also involve separate hosting and security or compliance work (Microsoft Learn: Agents for Microsoft 365 Copilot).
OpenAI describes workspace agents that can be shared within a workspace, run on schedules, and take actions such as updating tickets or editing documents. Its page says the feature is in research preview for ChatGPT Business, Enterprise, Edu, and Teachers plans, and describes admin permissions, activity logs, monitoring, and approval gates. Availability and controls should be checked against the current plan and product documentation (OpenAI: Workspace agents for business).
Salesforce uses the phrase “autonomous enterprise” for agents and platforms working alongside human teams with minimal manual intervention. That is Salesforce’s framing, not a standard definition, and its article says oversight remains important for high-stakes, complex, or emotionally sensitive decisions (Salesforce: The Autonomous Enterprise).

When to use a copilot, an agent, or a person-led process
Choose based on the task and the consequences of a mistake, rather than on a general preference for more automation. Microsoft recommends considering repeatability, error impact, how easily an error can be detected, and time sensitivity (Microsoft Support: Decide when Copilot or an agent is the right tool for your work).
- Use a copilot when the work is exploratory or judgment-heavy. Drafting a customer response, brainstorming, or summarizing material for a decision can benefit from AI assistance while a person retains control over interpretation and use.
- Consider an agent for repeatable, bounded work. A patterned process with clear rules, low-impact errors, and results that can be checked is a better candidate for delegated steps—especially when the agent can route exceptions to a person.
- Keep high-impact or hard-to-verify decisions human-led. If a mistake could cause serious harm or cannot be reliably detected, do not treat greater speed or autonomy as a substitute for review.
- Do not automate a task simply because it is urgent. If time pressure leaves no opportunity for a necessary check, urgency alone does not make delegation safe.
A practical progression is to start with a copilot that proposes work, then automate only stable steps whose inputs, permitted actions, and success criteria can be defined. Keep ambiguous cases and consequential decisions with an accountable person.

Controls to put around agent actions
An agent that can change business systems needs controls proportionate to what it can do. Before deployment, define the workflow boundary and decide who is responsible for its data, security, reliability, and outcomes. Microsoft’s guidance on roles and decision rights emphasizes assigning these responsibilities and making autonomy limits and monitoring standards explicit (Microsoft Learn: Define roles, responsibilities, and decision rights).
- Limit access. Give the agent only the data and permissions needed for its assigned task; distinguish read access from permission to create, edit, approve, or send.
- Set approval gates. Require human confirmation before sensitive, irreversible, or high-impact actions, and define which actions may proceed automatically.
- Log and monitor activity. Make it possible to see what the agent accessed, what it changed, and when it failed or escalated.
- Define exceptions and escalation. Specify what the agent should do with missing information, conflicting instructions, or a result outside the expected range.
- Name owners. Assign business ownership for task outcomes, technical ownership for service reliability, and responsibility for security, risk, data quality, and user feedback.
- Re-evaluate behavior. Check performance and controls when the workflow, connected tools, data, or agent behavior changes.
Delegating work does not transfer responsibility. Microsoft Support states: “Delegating work to AI doesn’t transfer accountability.”
How to evaluate a product’s “agent” label
Ask vendors and internal teams concrete questions instead of treating “agent” and “copilot” as guarantees of capability:
- What starts a run? Is it only a user prompt, or can a schedule or system event initiate it?
- What can it access and change? List connected systems, data sources, and permitted actions—not just the integrations advertised.
- How far can it proceed? Identify the steps it completes independently and where it pauses for a person.
- How are mistakes found and handled? Check for approval points, logs, alerts, retry behavior, and an escalation route.
- Who owns the workflow? Confirm a named business owner and the people responsible for service reliability, permissions, and ongoing evaluation.
This capability-based view is more reliable than assuming that every product called an agent is autonomous, or that a product called a copilot can never take action. The distinction that matters to a team is the actual boundary between advice, proposed actions, and authorized execution.
