These are useful working distinctions, not rigid product categories: a chatbot can front an agent, and a fixed workflow can use an AI model for one interpretive step.
What distinguishes a chatbot, a workflow, and an agent?
Chatbot: a conversational interface
A chatbot is an application people interact with through conversation. It may follow scripted dialogue or use a language model to answer questions and guide an exchange. But conversation alone does not mean the system plans and executes a multi-step task. The key question is whether it controls what happens next or merely responds to the user.

Automation workflow: steps defined in advance
An automation workflow runs a sequence of predefined steps, sometimes with conditional branches. It suits a process whose trigger, rules, and expected path can be described ahead of time. Its explicit logic can make the process easier to audit, while changes or unusual exceptions may require someone to update the workflow.

LLM-powered workflow step: interpretation inside a fixed process
A predefined workflow can call a language model to classify a request, summarize a document, or extract fields, then continue along its authored path. The model handles an interpretive task, but the workflow still determines what happens before and after it. Adding an LLM step does not, by itself, make the whole process an agent. OpenAI describes this distinction in its business leader’s guide to working with agents.

AI agent: goal-directed decisions and tool use
In OpenAI’s practical definition, an agent uses an LLM to manage workflow execution, make decisions, and use tools to gather context or act in other systems, within guardrails. OpenAI’s guide to building agents distinguishes this from applications that use an LLM without giving it control over execution, such as simple chatbots or single-turn applications. OpenAI Academy describes agents more broadly in terms of a trigger, process or skills, and connected tools or systems in its Workspace agents overview.
Product labels are inconsistent, so judge the behavior rather than the name. Ask who chooses the next step, whether the system can call tools, and whether it can adjust its course based on what it finds.
How do the approaches compare?
| Decision point | Chatbot | Fixed workflow automation | AI agent |
|---|---|---|---|
| Main job | Converse, answer, or guide | Execute a known sequence | Pursue a goal through decisions and actions |
| Who chooses the next step? | Usually the user or a predefined dialogue | The workflow’s authored rules | The agent can select or adjust a step based on context |
| Best fit | Information exchange or bounded conversation | Stable, repeatable processes with known rules | Tasks involving interpretation, multiple tools, or a path that may change with findings |
| Main consideration | Whether responses need verified sources or system access | Whether exceptions and changing conditions can be handled in the rules | Whether flexibility justifies stronger permission controls, monitoring, and review |
This comparison is a practical synthesis, not a universal taxonomy or a performance ranking. Google Cloud advises that straightforward tasks such as summarizing, translating, or classifying may not need an agentic design; see its guide to choosing an agentic AI design pattern. UiPath likewise presents agents and workflows as distinct but complementary approaches in its overview of agents and workflows.

When should you choose each approach?
Choose a chatbot when conversation is the main task
A chatbot can be appropriate when people need to ask questions, receive guidance, or provide information through a conversational interface. If it only answers, it does not need to be treated as an agent. If its answers depend on approved sources or access to business systems, define and verify those boundaries separately.
Choose a fixed workflow when the path is predictable
Use explicit automation when the process is stable and its rules can be specified: for example, a request arrives, required fields are checked, and the record is routed according to a known condition. A model can interpret a difficult input within that process without taking over its overall execution.
Consider an agent when the next step depends on what it discovers
An agent may fit a task that requires interpretation, multiple tools, or adjustments to the plan as new information appears. More flexibility also means more need to constrain access, test behavior, monitor actions, and decide where a person must review or approve.

Microsoft illustrates the action boundary by contrasting a chatbot that answers a billing question with an agent that processes a refund, updates records, and notifies the customer. That example describes possible behavior, not evidence that every product marketed as an agent can safely perform those actions. See Microsoft’s explanation of AI agents.
How can you decide what to build?
Start with the work and its boundaries, not with a product’s “agent” label. OpenAI Academy’s July 23, 2026 Activator Labs 101: Foundations workshop advises mapping the workflow and making information, technical, and human boundaries operational.
- Map the current process. Record its trigger, inputs, steps, decisions, handoffs, outputs, loops, and exceptions.
- Define the outcome. State what should be accomplished without assuming that an AI feature is required.
- Set information and access limits. Specify what information the system needs, which sources it may use, and what it may read, change, or send.
- Mark human checkpoints. Define when review or approval is required, who owns the decision, and how it is recorded.
- Plan for exceptions. Set a fallback and escalation path for missing information, unusual cases, or actions the system cannot complete.
- Assign ownership and review triggers. Identify who supports the process and what changes should prompt a reassessment of its rules, permissions, or oversight.
Communication boundaries matter as much as technical permissions. A UK Government discussion of integrated agents notes that automatically sending a generated report to an email group may be inappropriate if the user cannot know who belongs to that group. See AI Insights: Integrated Agents.

Can these patterns be combined?
Yes. They describe different parts of a system, not mutually exclusive product types. A chatbot can be the interface to an agent; a fixed workflow can include an LLM step or invoke an agent for a portion of the process. UiPath’s discussion of agents and workflows similarly treats the approaches as complementary.
The practical design question is which decisions stay fixed and which, if any, are delegated. Keep predictable steps in explicit rules, use a model for bounded interpretation when needed, and give an agent only the decisions and actions that genuinely depend on context. OpenAI’s business guide explains the tradeoffs among workflow automation, LLM-powered steps, and agents.
