AI Agents, Local Hardware, and Security Risks Reshape Tech

On-device AI can keep some requests and personal data off cloud servers, but local execution does not remove the security risks of agents that use tools and services.

AI agents can take actions through tools, while smaller AI models are increasingly running on phones and other consumer or edge devices. Local execution may keep some requests and personal data off cloud servers, but it does not make an agent inherently secure: permissions, connected services, and the agent’s ability to act still matter.

Why AI agents change the security question

A text system that only returns an answer has a different risk profile from one that can browse pages, read files, call APIs, or run tools. Microsoft researchers describe modern agents in those terms; it is a useful description, not a universal formal definition. The important difference is practical: an agent’s instructions and outputs can lead to actions in systems where it has access.

As an Amazon Associate I earn from qualifying purchases.

That creates a chain of exposure. A malicious or misleading input may influence an agent; the agent may then use a tool or connection with permissions that affect files, accounts, or services. The risk depends not only on the model, but also on its configuration, tools, privileges, and the safeguards around its operation.

What current security guidance emphasizes

In a May 18, 2026 summary of responses to its request for information, NIST said commenters widely agreed that AI agents introduce novel security threats and that those concerns are a barrier to adoption. NIST also summarized agreement that established cybersecurity practices still apply, but need to be adapted for agents. These are the views reported from RFI commenters, not a quantified measure of how common any particular threat is.

A joint cybersecurity guidance release announced by the NSA on April 30, 2026 organizes agentic-AI risks into five categories: privilege, design and configuration, behavior, structural risks, and accountability. Its recommended practices include secure development, management of third-party components, secure deployment and operation, incremental adoption, evolving threat assessment, governance, monitoring, clear accountability, and human oversight. The guidance’s warning is direct: “Over-privileged agents can amplify the impact of a single compromise.”

Does running an AI agent locally make it safer?

Not by itself. Running a model on a device can reduce some data transfers: a request and personal data accessed by the AI do not need to go to an external cloud server if the task is handled entirely on-device. But that is a data-flow benefit, not a guarantee that the device, agent, or its connections are secure.

The International AI Safety Report 2025 describes smaller models that can answer questions about personal data and perform basic phone operations being rolled out to consumer and edge devices. It also notes that complex tasks often remain outsourced to cloud servers, which means requests and data may still be transmitted. Whether local execution protects a particular interaction therefore depends on what the system actually processes locally and what it sends elsewhere.

Local and cloud execution address different questions

Question On-device execution Cloud-assisted execution
Where is the task processed? On the device when the task is handled entirely by the local model. At least some processing occurs on external cloud systems when a task is delegated.
What happens to requests and personal data? They need not be sent to an external server for tasks completed on-device. Requests and data required for a delegated task must be transmitted to the cloud system.
Does the deployment remove agent or host risk? No. Tools and connections can still give an agent access to local resources or services. No. Cloud processing does not remove the need to control permissions, connected components, and actions.

This is not a universal ranking of local and cloud deployments. The relevant distinction is what data moves, what capabilities are available, and what each component is permitted to do.

How a local connection can become an attack surface

A Microsoft Security report on AutoGen Studio illustrates why “local” should not be confused with “isolated.” In a particular AutoGen Studio prototype setup, researchers reported that untrusted web content rendered by a browsing agent could reach a local MCP WebSocket and spawn arbitrary processes on the host. The reported chain involved origin-validation weaknesses, missing authentication on the relevant MCP paths, and command parameters accepted from a URL.

Microsoft said the behavior was reported to its response center, the upstream main branch was hardened, and the affected MCP WebSocket surface was never included in a PyPI release. The finding should therefore be read as a specific issue in a prototype setup—not evidence that all AutoGen Studio users, current builds, or agent frameworks are vulnerable.

Sensitive workloads can remain on-device, while cloud AI adds larger models and deeper reasoning when needed.

The broader architectural lesson is that a service listening on a device can still be reachable through an agent’s tools and connections. Microsoft’s researchers summarized the concern this way: “if an agent can browse untrusted pages and also talk to privileged local services, loopback can become an attack surface and control planes must be authenticated, authorized, and isolated.” A local service needs meaningful access controls even when it is not intended to be public-facing.

What to check when choosing an agent deployment

Compare a deployment by examining its data flows and authority, rather than relying on a “local” or “cloud” label. These questions apply whether the model runs on a personal device, an edge system, or remote infrastructure.

Trace the data

  • Which requests and personal data stay on the device?
  • Which tasks are delegated to cloud systems, and what information is sent for those tasks?
  • Can you tell when a task leaves the device, and what happens to the transmitted information?

Limit what the agent can do

  • Does it need to read files, execute commands, access accounts, or call local and remote services?
  • Can access be restricted to the specific files, tools, and actions required for the task?
  • Are higher-impact actions subject to human approval rather than being performed automatically?

Secure the components and connections

  • Are tools and third-party components managed as part of the system’s security, rather than treated as incidental add-ons?
  • Are local control planes authenticated, authorized, and isolated from untrusted inputs?
  • Are configuration and deployment choices reviewed as the agent’s tools or capabilities change?

Plan for operation, oversight, and accountability

  • Are agent actions monitored so that unexpected activity can be detected?
  • Is it clear who is accountable for the agent’s actions and the services it uses?
  • Does the deployment expand incrementally, with threat assessment and human oversight suited to the risks?

What this shift means for users and organizations

Smaller models make it increasingly practical to run some AI functions on consumer and edge devices, and that can reduce the need to transmit certain requests or personal data. At the same time, agents can act through tools, and complex tasks may still depend on cloud systems. Those trends make deployment choices more consequential, not simpler.

The sound test is not whether an AI is called local. It is whether you know what leaves the device, what the agent can access, how its connections are protected, and where people remain responsible for oversight.
