AI Agent Spend Limits: How Independent Authorization Prevents Overspending

An autonomous agent can propose a payment, but a separate policy layer should decide whether it is authorized. Here’s what that control needs to check.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An autonomous AI agent should be able to propose a payment, not authorize its own payment. Put a separate policy check between the agent and execution: it should verify the agent’s identity, permitted action and destination, spending limits, and any required human approval before allowing a transaction. Record both the decision and what happened. This keeps a model’s generated text from serving as the security boundary.

Why an autonomous agent needs a different safeguard

A text assistant produces responses. An autonomous agent can also use tools, access data, and take actions with real-world effects. If it can initiate purchases or payments, a mistaken plan or unsuitable tool call may create a financial consequence.

Instructions such as “do not spend more than this amount” can guide an agent, but they do not independently enforce a limit. A model can misunderstand, produce unexpected output, or invoke a tool with unsuitable arguments. Microsoft’s guidance on reducing autonomous agentic AI risk and OWASP’s AI Agent Security Cheat Sheet support putting controls at the point where actions are authorized and executed.

What independent control means

Treat the agent as a proposer of intent. A separate policy enforcement component checks each consequential action against rules that do not depend on the agent’s willingness to follow them. The check belongs at the execution boundary: if the action is not authorized, the payment or tool call must not proceed.

OWASP recommends separating decision-making from execution for destructive, financial, administrative, and externally visible actions, and independently validating scope, privilege, and approval state. For critical actions, an approval should be tied to the exact action, actor, tool, target, parameters, time, and expiry. Short-lived authorization and replay protection can reduce the chance that an old approval is reused for a different action.

The control should fail closed. If policy lookup, approval validation, risk classification, or audit logging fails, deny the action rather than treating the failure as permission.

What a spend policy should specify

A spending ceiling is only one part of authorization. The policy should define the agent identity and permitted operations, allowed tools and payment methods, acceptable destinations or counterparties, amount and velocity boundaries, conditions for a transaction, actions requiring human approval, and how access expires or can be revoked. The International Monetary Fund’s discussion of mandate-based payment authorization and Microsoft’s guidance inform these control dimensions; neither establishes a universally correct dollar threshold or one universal policy schema.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Identity and scope: Specify which agent may act and which tools, data, and operations it can use.
  • Amount and velocity: Set transaction and time-window limits appropriate to the mandate, rather than relying on a single ceiling to cover every risk.
  • Destinations and conditions: Restrict eligible payment methods, assets, recipients, or other relevant transaction conditions.
  • Approval and lifecycle: Define which actions require approval, when authorization expires, and how it can be revoked.

A limit does not neutralize broad access. Apply least privilege and least action: give the agent only the tools, data, and operations needed for its task, and deny other actions by default. Microsoft also recommends budget, step, and iteration limits to constrain runaway planning, cost, and resource exhaustion.

When to require human approval

Require a person to approve high-risk or irreversible actions, including sensitive financial operations where appropriate. Approval should be part of the execution authorization check, not merely a prompt presented to the agent that it could bypass. Microsoft’s Agent Safety guidance says tools run without user approval by default and recommends approval gates for tools with side effects, sensitive data, irreversible outcomes, or broad impact.

Treat model-supplied tool arguments as untrusted input. Validate their values, types, and ranges before execution. Operational safeguards should also let people see planned actions and outcomes, pause or stop autonomous behavior, and access action logs for audit and incident response.

How to assess an implementation

Whether controls are embedded in application orchestration or enforced through a separate policy, execution, wallet, or payment authorization layer, assess the same practical questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Enforcement location: Does a component independent of the agent’s instructions make the authorization decision before execution?
  • Scope: Are identity, permitted actions and tools, spending amounts, destinations, and applicable conditions checked?
  • Approval and recovery: Which actions require human review? Are approvals tied to exact parameters, and can access be paused or revoked promptly?
  • Auditability: Are authorization decisions, actions, tools, parameters, and outcomes recorded for later review?
  • Failure behavior: Are unknown tools and failed policy checks denied?

These criteria help examine a design; the cited guidance does not establish a best vendor, a universally safe spending threshold, or measured comparative effectiveness.

Payments, mandates, and accountability

In its April 2026 note How Agentic AI Will Reshape Payments (IMF Note No. 2026/004), the IMF describes a control and authorization layer for agentic payments. It discusses mandate-based authorization and wallet-level controls including spend limits, velocity controls, counterparty restrictions, and approval workflows. The note also raises traceability, consent, and liability questions when an agent-initiated payment does not correspond to a separate transaction-level instruction. These are issues in an evolving payment architecture, not a universal legal conclusion.

Responsibility also depends on how the agent is deployed. Microsoft’s AI agent shared responsibility model distinguishes IaaS, PaaS, and SaaS, with tool permissions, identity, per-action authorization, approval, and orchestration guardrails distributed differently across deployment types. Microsoft says customers retain accountability for data, identity and least privilege, authorization, human oversight, and governance. Establish who configures and monitors each control in the chosen deployment; a hosted service does not by itself remove that responsibility.
